Pickering Council's executive committee voted Monday to give the: local volunteer marine rescue unit S600)0 from a reserve fund toward the cost of a new boat. Its decision must still be finalized by Council next Tuesday. The Pickering Ajax Res- cue Unit (PARU) has for the past two years been using a boat borrowed from the Canadian Coast Guard. Its own vessel, which was pur- chased in 1976, finally lost a battle against rot eating into its wood core fibreglass hull and was beached for good in 1994. It would have cost up to $30,000 to repair and the Town, which pro- vides most of PARU's fund- ing, wouldn't authorize the work because the 28 -foot boat was only worth about $20,000. The Coast Guard boat PARK has been using is only 18 feet and, according to a report from Town staff, is not safe for use in inclement weather or under night or limited -visibility conditions. It is also too small for regular patrolling. As well, the Coast Guard wants the boat back this year. The boat PARD hopes to purchase for about 5125.()[x) is a 34 -foot alu- minurn-hull vessel more suited to search and rescue needs, which should have a service life of approximate- ly 25 years. Approximately 200 hours of modification work required on the new boat will he done mostly by PARU members. PARU intends to raise the $65.000 still needed to buy the boat after the Town has provided its share. The vessel's owner is willing to finance the purchase over three years, which will allow PARU to have the boat for this summer. Frenchman's Bay Yacht Club and the Pickering Har- bour Company have already committed to providing $5,000 each toward the cost. The Town of Ajax will also be approached for financial assistance. The marine rescue unit was established in 1967 and in addition to rescuing boaters in distress, it assists police in looking for miss- ing people or bodies, and See PARU...PaW 2 HOYEOFTHEORIGINALBIGFOOT• r', '1, MEDIUM- • • Tel W1® 112 piece pizza 1120 piece Bigfoot• pizza • WINGS with 3 items. The first leg of the new highway between Hwy. 427 and Hwy. 404 is scheduled to be completed by the end of 1996. and the portion from the 404 to Markham Road is expected to be fin- ished by the end of 1998. Another leg of Hwy. 407, for which no construction date has been scat, is supposed to eventu- ally travel from Markham Road to Hwy. 35/115 near the eastern border of Durham. However the Ontario Ministry of Transportation is now looking for a way to avoid traffic problems the termination of Hwy.407 is expected to create in the Markham area and has undertaken a study into the possibility of bringing the highway fanhLr east Axxrcr than expect- ed. Three alternative extensions to avoid the problems are being considered, for completion by the end of 1998 if possi- ble. Tho: first alternative would take the: new highway past Markham Road to the existing Markham Bypass or a new Markham Bypass.~ being considered by the municipality. The second would take it to Townline Road (Regional Road 30) on Pickering's western boundary, and the third would see; it extended to Hwy. 7 just cast of Brock Road in Brougham. Council passed a resolution last week advising the MTO that Pickering doesn't support the extension of the highway unless it is taken to Hwy. 7 cast of Brock, with the provision of appropriate intersection signalization or a partial interchange. In a report to Council, Town staff concluded the extension past Brougham would have the least negative traffic impact overall on the hamlets of Green River, Whitevale, Brougham and Green- wood, and that it would reduce existing traffic volumes and related concerns in the majority of Pickering rural harnlets and on east/west concession roads. "From a transportation and planning perspective," says the report, "the exten- sion of Hwy. 407 will bring economic advantage to the Town of Pickering and the Region of Durham. A.M. /% T ♦ Letters to the editor A cleaner Ajax, thanks to you To the editor: The eighth Annual Ajax Environmental Affairs Nk'eek has come to an end. We enjoyed being part of this yearly event and want to express our deepest gratitude to all the residents in Ajax who were so involved with the clean-up and plantings around town. This year, again, the students of our schools, in particular Lakeside Public School and St. Catherine of Siena Catholic School, showed their interest by participating with the poster contest; cleaning up hird sanctuaries; starting their own greenhouse; and kicking it off with a spring concert. These same students were responsible for getting their parents and peers involved with the clean-up around town. My hats off to all these concerned citi- zens. This year area residents participated on a grand scale. The Westney Heights and the Whittington Court residents worked together in their area and did their part for our environment. At each location the count showed about 50 to 60 participants and the Ajax parks and recreation department's "Forever Green Day" as part of Environmental Affairs Week made this event even more spe- cial. We look forward to their participa- tion next year. It all boiled down to the Sunday clean-up of the waterfront that also included purple loosesvife removal. Approximately 160 residents joined this effort. I recognize the efforts of Johnny Scott, my co-chair, and the committee members of the 1996 Environmental Affairs Week. Without their co-opera- tion, this eighth annual event would not have been so successful. Martin Olenroot Co-chairman Ajax Environmental Affairs Week Catholic school board boss' comments insulting To the editor: Re: Headline of your May 5 paper 'Non -Catholics barred from separate school councils' and the quote by board chairman Tom Oldman, "I don't want to see the virtues and morals in the Catholic system compromised". I am amazed that a person in his position would suggest that a non- Catholic does not have the morals or virtues of a Catholic. People like this have no place being in a position which guides anyone, let alone our youth. In a time when we seek harmony people like Mr. Oldman are the root cause of prob- lems. His comments are an insult; he should be removed and the separate board should get into this century. Bruce E. A P 'THE NEWS ADVERTISER FRIDAY, MAY 17,19% -PAGE 7 New rules for disabled parking in Pickering By MARIANNE TAKACS _ SINf; REN)Rn:lt PICKERING — Town Council's executive committee has approved a new parking bylaw designed to improve the availability of' accessible park- ing spaces to the disabled. The bylaw endorsed by the committee Monday will make it mandatory for the owners of parking lots to provide disabled parking spaces that are at least four metres wide by 5.4 metres long. They'll also be required to paint the spaces bright blue with the universal symbol of access overlaid in white or yel- low, and post a sign beside each one. Pickering's current bylaw provides for smaller disabled spaces and only requires signs, not painting. `I'd be glad to give somebody else this motorized scooter.' --'Marty Martel A Town stat* report on the new bylaw notes its require- ments are now standard throughout Ontario and most parking lot owners in Pickering voluntarily abide by them already. However, some are not complying with the standard and the new bylaw is designed to allow for its legal enforce- ment. Marty Martel, a Pickering resident and member of the Ajax -Pickering Disability Action Committee, told councillors he welcomed the bylaw changes. He noted he has been told by some lot own- ers that they would only paint the spots if' required to do so because of' the expense involved. Mr. Martel said lot owners reluctant to provide proper dis- abled spaces and the people who park illegally in them should take into consideration the difficulties they are creating for people who need the spaces. "I'd be glad to walk from the other end of the parking lot," he said, and added in ref- erence to the motorized scrx)ter he uses to get around, "I'd be glad to give somebody else this machine." In response to a request from Ward 2 local Councillor Sherry Senis, the executive committee also asked Town staff for a report on improving the standard at which local lot owners are required to provide spaces for the disabled. Coun. Senis maintained it's "totally wrong" for disabled parking to only be required in lots with over 100 spaces, as is now the case. Pickering's current regula- tions require one disabled space per 1 M to 2(X) regular spaces, two per 201 to 400, four per 401 to 800, and four plus one per 400 for lots with over WK) spaces. 'i: dMGE i -THE NEWS ADV1RTVW1A FRIDAY, MAY 17,49% Gun shop slaying accused tried to recruit pals for heist: friend on the day he was killed, Mr. Chow was filling in for range owner George Koumbis, who testified be had to attend to personal business. The jury was told Mr. Chow helped instruct Mr. MacKinnon to use a firearm while the accused killer was taking a course at the club needed to apply for a Firearms Acquisition Certificate, which he later received. Retired Metro Toronto Detective Donald Martin testified he rejected Mr. MacKin- non's application for an FAC in June, 1994. Defence cross-examination of Mr. Smart is to begin today. The trial continues. By STEPHEN SHAW STAFF REPORTER AJAX — TI rell 'Rellik' MacKinnon calmly told a friend on the telephone how he gunned down Norman Chow, two days after the Ajax gun shop clerk was slain, court has beard. 'Rellik' — 'killer' spelled backwards — had tried repeatedly to enlist the help of several buddies to carry out his "mission" to rob the shop and murder its owner, pal Peter Smart has testified. Mr. MacKinnon is charged with first degree murder in the death of Mr. Chow. Court heard Wednesday Mr. MacKinnon told Mr. Smart that he "went into the gun store, rented a gun and asked to use the range, shot around for awhile and then smoked the guy... He said he used a nine (millimetre handgun)," Mr. Smart quoted Mr. MacKinnon during testi- mony Wednesday in Whitby general division court. "He said he (stole) the nine and two other guns ... His voice sounded calm." said Mr. Smart. Mr. MacKinnon. now 20. and Mark 'Mace' Crooks. 18. both of Scarbor- ough, have pleaded not guilty to first- degree murder in the Oct. 3. 1994 slay- ing of Norman Chow, who at the time was working as a volunteer at the Barr Road gun club in exchange for firing range privileges. Mr. MacKinnon, a member of the club, is alleged to have shot Mr. Chow seven times with a 9 -mm Smith and Wesson handgun he rented for target practice just prior to the killing and robbery. Mr. Crooks, who was 17 at the time of his arrest and is being tried as an adult, is alleged to have "aided and abetted" Mr. MacKinnon. The rented Smith and Wesson, two other pistols and a donation jar of cash were missing after the murder. 'Ile Crown contends Mr. MacKinnon planned the robbery to steal guns and sell them. Mr. Smart. 22. testified Mr. MacK- innon made repeated attempts to recruit him for the "mission" to rob the Firearms Training Range and gun shop. When he declined, Mr. MacKin- non vowed he'd carry out the robbery 'with or without me." said Mr. Smart. Mr. Smart told the court Mr. MacK- innon first came to him with a plan to rob the gun club after reading in the newspaper about the Gagnon Sports hold-up in Oshawa Sept. 14, 1994, in which store owner Roger Pardy was killed. Ken Thomas of Pickering was murdered and his car used as a get- away vehicle following that heist. Two days after the Gagnon robbery, Mr. MacKinnon "told me about that gun store in Oshawa that got robbed and that he was thinking about robbing his own gun store," Mr. Smart said. Mr. MacKinnon told Mr. Smart his plan was to "stick up the place, smoke the owner and take all the guns and make money sell- ing them on the street." Mr. Smart's role, Mr. MacKinnon told him, would be to carry a gym bag to put the stolen guns in and to remove videotapes — which didn't exist — from surveillance cameras in the club. "Every time he saw me he would talk about the plan," said Mr. Smart. " I told him he was crazy. I said 'you can't just rob your own gun store' and he said 'it doesn't real- ly matter as long as we get the videotape from the surveillance camera'," Mr. Smart said. However, Mr. Smart told the seven men and five women on the jury that he agreed one night in the week prior to Mr. Chow's murder to meet Mr. MacKinnon to commit the robbery. He said be and Mr. MacKinnon drove out to the club but the hold-up was botched because he purposely delayed meeting Mr. MacKinnon at a nearby park. At least six friends of Mr. Smart and Mr. MacKinnon, who all lived at a Scarborough housing complex. were aware of the plans to rob the range and "kill the owner." court was told. Mr. MacKinnon tried recruiting several friends for the robbery, said Mr. Smart. P ' " M NEWS AMEWTISER FRED", IWAT 17,1"40 -PAGE 9 no hassle no fuss no gimmicks no headaches ir * no kidding. It was the first time Kristi had been to Toron- to alone. Her friend had become sick on the way in to the big city and she was taken home, but 18 - year -old Kristi continued on, excited to see one of her favorite bands, and hoping to meet up with several of her other friends from her small hometown in Durham Region. It became clear that finding her buddies in the mob at the Dome would be next to impossible, so she decided to sell her tickets. Striking up a conversation with a con- genial scalper, she sold one ticket, then decided to head back to I. Inion Station and home. "You shouldn't walk alone at night," said the friendly scalper, gallantly offering to accompany her along Front Street. But helpfulness turned to horror when he pushed her off into the shadows and brutally raped her. Kristi made her way to Union Station where she awaited her train on the platform, "crying hysterically" Although most people ignored her, one man became concerned and, keeping his distance, finally convinced her to tell him what happened. lie immediately left and returned with six security guards, after asking another bystander to wait with Kristi. Metro Police were called and Kristi's par- ents were contacted at Pickering GO station where they awaited their daughter's train. What followed was traumatic for Kristi, who at the time felt the tests were "just as bad as what happened. "The last thing I want- ed was to be looked at, but I bad to stand there in a cold room, with no clothes on, and they did whatever they wanted." Over and over she told her story to different pairs of detectives. Desperately needing to urinate throughout the lengthy process, but unable to because of the tests, she was immediately whisked away in a police car, back to the scene of the crime with two male detectives who were com- plete strangers to her. An unsigned letter on party letterhead from an organi/ation claiming to he The Oshawa Group. representing 97 current or past Rcform riding executives and 1,200 party members across the province. says Mr. Manning rules the party "like a dictator.' Rcform members from Oshawa have t fielded media inquiries from Ottawa and Toronto since the letter ,urfaced, receiving publicity in Toronto newspapers. But local Reformers have no knowledge of the letter, say, Andrew Davies. who ran as the part}', candidate in Oshawa rid- ing in the 1993 election. "%Vc met (Wednesday night) and no one knew anything about it." say, Mr. Davies. The letter says Oshawa Group members will work for the Tories or Liberals in the next federal election to prevent Rel'orm from winning in Ontario, if Mr. Manning stays on as leader. "Our guess is whoever sent it used a fax machine from the (Toronto-based company) Oshawa Group and that's how we got dragged into this whole sordid affair," says Mr. Davies. Reformers in Oshawa Riding are solidly behind their leader, says Mr. Davies. ..The only problem Preston has is he has a face for radio and voice for newspapers." says Mr. Davies, with a laugh. quickl} adding. "we have no problem with Mr. Manning." Soccer referee dies during game OSHAN..% -- A rc,pected man both on and oll the soccer pitch collapsed and died of an appar- ent heart attack while refereeing a Motor City Soccer Club game Tuesday night. As in hundreds of games before, the personable 60 -year- old John B. Carroll had been officiating an evening game at the Oshawa Civic Fields, but this night the score of the game was, the last thing on the players' minds. According to Steve Mortimer, district referee coordinator, that game between Parbron United and Brock United had been very "well -ordered" with the players in good spirit. "About 10 minutes into the second half he put up his hand and motioned that something was wrong, then he collapsed," Mr. Mortimer recalls. "Myself, and one of the Par- bron player's wives who's a nurse, applied CPR, but obvi- ously we weren't successful." Paramedics arrived on scene about five or six minutes after he collapsed, according to Mr. Mor- timer. The night's soccer schedule was cancelled. players, coaches, spectators and fellow referees were in shock at having lost one of the game', most dedicated members. Although he did officiate Motor City league games, Mr. Carroll spent most of his time refereeing minor soccer. "He loved the game." says Bernie Huxter• president of the Motor City Soccer Club. "It was a shock for everyone who was there." Mr. Mortimer says he is try- ing to arrange some way to acknowledge the community's respect and admiration for Mr. Carroll. Relay winds through Oshawa OSHAWA -- The Lake Ontario Waterfront Trail is marking its first anniversary with a Relay Challenge. The challenge, which will be held May 25, is open to individ- uals, families, athletes, commu- nity groups, businesses, indus- tries and special interest groups. The Oshawa portion of the challenge begins at 4:15 p.m. at the Darlington Conservation Park. Participants can walk, run, cycle or rollerblade the 11.4 km to the Whitby boundary. Local charities and groups can use the challenge as a fund- raising event. Groups can register teams of relay participants and then use a special Waterfront Relay Chal- lenge pledge form to solicit pledges. Fifty per cent of any money raised through the chal- lenge will he contributed to the Waterfront Regeneration Fund. In Oshawa, the event is being coordinated by the Department of Community Services in part- nership with General Motors, the Friends of Second Marsh, school hoards and various ser- vice clubs. The Waterfront Trail connects communities on Lake Ontario from Trenton in the cast to Stoney Creek in the west. For more information, contact the Department of Community Services at 725-7351. How do you get involved? When a company make a commitment to advertise for 10 weeks on the page, it also receives a full feature story, complete with pictures. The story reinforces the advertisement, enabling the business to explain in depth its product and/or service, philosophy, goals, special promotions and even a historical overview. Unless the business chooses otherwise, everything Is done by the newspaper's staff: the ad design, story interview and writing, plus the taking of the photographs. All the business needs to do is prepare for the increased sales volume. For more information call Janice at 683-0707.
