Durham are being asked to pull residents to find
out if they support joining a Greater Toronto Arca
government.
Regional Council voted 2h -i Wednesday to
have municipalities gauge public opinion. using
whatever methods they choose. including a refer-
endum. Ajax Mayor Steve Parish was the sole dis-
senting vote, while three councillors were absent.
Oshawa Councillors Brian Nicholson and
Nester Pidwerbecki proposed a referendum be
held, but Whitby Ma,.or Tom Edwards suggested
municipalities use whatever method they want to
get the opinion of residents.
Durham can't hold a referendum itself. but it
can ask member municipalities to do so. Region

PICKERING — It took 350,000 hours of work and the
completion of 7,500 individual tasks to prepare the Picker-
ing Nuclear Generating Station's Unit 2 reactor for the start-
up process that began last week.
So it's hardly surprising that getting the reactor operating
again after a major accident in December, 1994 will take a
little longer than revving up your car for a trip to the conve-
nience store. After nuclear plant staff turn the ignition, so to
speak, it will take another three weeks before the reactor
will be humming again at full power, as everything must be
checked and double-checked and then checked once more.

Small tax hike would keep

DI TRI IAM — A small tax hike in this year's
regional budget to keep police officers on the
beat has the support of Dtatlarn's (Imi-man.
"A one -per cent tax increase may he some-
thing we would not want to support, but I would
support it as a member of council if it meant
keeping police officers on the StreeL" Jim W4'itty
says.
Mr. Witty, who's also the chairman of the
Durham Regional Police Scil Board, made
the comments at a recent Claringto n Council
meeting. lie said the police department is facing
a S1 -million shortfall this year as result of She
million in prcrincial finding cuts to the
Region.
Thirty officers would have to he laid
off if the Region and the department fail
to make up for the shortfall, he said.

made up if taxes increased by one per
cent, which would mean an extra $6 to
the average tax bill.

gers in hopes there aren't cuts to the police

Voter turnout for GTA plebiscite

During a lengthy debate,
Mr. Edwards said, "I want to
support the endeavor of Coun-
cillors Nicholson and Pidwer-
becki. but let us do it in our
own form. A referendum isn't
acceptable to my council."
Holding a plebiscite in Whit-
by would cost about $75,000,
Mr. Edwards reported.
So, municipalities can con-
duct a phone survey or other
public opinion poll. All coun-
cillors agreed residents are
overwhelmingly against join-
ing a GTA government.
Coun. Nicholson said, "It's
time to send Toronto and the
Province a grassroots body
blow. We won't roll over and
play dead...
Calling a referendum
"achievable and necessary",
be shot down Mr. Edwards'
suggestion that municipalities
gather public opinion in what-
ever manner they see fit.
"I sincerely doubt one more
petition, phone call or letter to
(Minister of Municipal
Affairs Al Leach) will have
any effect, said Coun. Nichol-
son. "The most effective
weapon we have is the ballot
box. The people want it and
we have to give them the
opportunity to use the
weapon."
But, a referendum is a
"cruel hoax, a sham to the cit-
izens of Durham," Oshawa
Mayor Nancy Diamond said.
By the time all the require-
ments of a referendum have
been followed and the
plebiscite is held, "guess
what, it's too late. Mr. Leach
and the GTA office say a
decision will be made in early
April." Meeting all the
requirements could take at
least two months, she noted.
Mr. Parish said a plebiscite
would cost about $50,000 in
Ajax. "There's nothing in our
budget that allows for" spend-
ing that kind of money.
Voter turnout for a referen-
dum would be low, Pickering
Mayor Wayne Arthurs pre-
dicted, because the public
won't get involved in a fight
unless there's a clear enemy
and right now there isn't.
But, Oshawa Councillor
Bob Boychyn countered,
"There's an enemy and the
enemy is the Golden Report.
We don't want the minister to
implement anything in the
Golden Report."
Once area residents under-
stand the recommendations in
the Golden Report, they will
"be stirred and they will come
out," Mr. Boychyn said.
Mr. Nicholson said, "The
enemy is the insatiable
appetite of Metro politicians
to reach into our pockets."
The Golden Report recom-
mends a change in property
assessments that would
increase all residential taxes
and most business taxes in the
GTA regions outside Metro.

Economic
development
department
review put
on hold
DURHAM — A review of the
Region's economic development
department has been put on hold until
the Province decides on reforms to
municipal government.
Clanngwn Mayor Diane Harnre pro-
posed the review be delayed, telling
Durham Council Wednesday it's "pre-
mature to make a decision" until the
Province announces its plans.
The Oshawa and District Chamber of
Commerce asked council for a review
last November, questioning the effec-
tiveness of the department and duphca-
tion of efforts between Durham's
department and those of its municipal
counterparts.
Durham chief administrative officer
Garry Cubits was to conduct the review,
consulting with municipal economic
development departments, along with
other chambers of commerce or boards
of trade in the region A review would
take about four months.
He noted in a report to council
Wednesday, "Other than the Oshawa
and District Chamber of Commerce,
there would appear to be no pressing
community or agency demand for the
review."
And, Mr. Cubitt said, Durham's
1996 budget, provincial cutbacks and
the Golden Report on reforming the
Greater TorontQ Area may affect how
the Region operates -to the extent that a
review of the function as it exists at this
time would be premature. -

Education funding vital
To the editor:
It i> unpossible to cut S4W million
from one vear's education budget with-
out hurting the classnxim. It is not that
we do not need to address the deficit but
we must not move so quickl} and cut so
deeply that we have a devastating
impact on the lives of our children, soci-
cty and economy.
It is patently unfair to cut funding,
programs and services for children in
order to reduce the deficit. Anyone who
cares about our future knows that pro-
grams for children arc much more
important to our future than tax cuts to
benefit the wealth}.
The best investment a community
can make in its future economic pros-
perity and its social stability is an
I nvestment in its children. The search
for ways of' providing service more
effectively and efficiently is increasing-
ly important. but it is imperative that
governments and citizens remain com-
mitted to protecting tlx: interests of chil-
dren. Education is our foundation.
We implore our government to pro-
vide leadership that is truly based on the
needs of all people of this province,
especially your children.

To the editor:
I am writing in regards to a letter you print -
cd in the Sunday, Jan. 21 edition of the News
Advertiser.
The letter was from a woman who has had
trouble in the past with people on bicycles.
She says that anyone on a bike, in-line skates
or a skateboard should be banned from plaza
sidewalks.
I can understand her suggestion of creating
rules and stiffer penalties, but if you are going
to start bagging cyclists, inline skaters and
skate boarders you might as well ban cars and
trucks too.
I was almost hit a few times by drivers who
don't follow the rules.
But,to go that far would probably be uneth-
ical right?
There arc always going to be people who
don't follow the rules whether they're driving,
walking or cycling. Banning people is not the
solution.
We need stiffer penalties and- the few peo-
ple who cause that much trouble have to learn

change, no
to GTA plan
To the editor:
I would like to make a couple of
comments on the Golden Rcport and
possible consequences of its implica-
tions. While I applaud the moves to
give municipalities marc autonomy, I
am concerned that there is also
movement in the direction of amal-
gamation of many smaller communi-
ties.
Local government is essential to
maintain some form oh close: contact
with taxpayers. As representation
moves farther Drum the individual,
we lose more of the ability to effect
chan,-,c. I believe that smaller, Ideal
councils are generally the most effi-
cient and effective means off admin-
istering the daily needs of the taxpay-
er. "They are able to react quickly to
events and have the flexibility to
make changes. Local councils need
Io he granted more rights to govern
their towns and cities.
No one will argue against the
need for less government. And there
must be some body to oversee such
overlapping services as transport and
roads. We do not need the huge
regional governments that we
presently must endure, let alone
enlarge upon them.
Even at the present regional levels
there are many inequities in represen-
tation, with larger municipalities
often able to sway the vote on mat-
ters that are in their best interests.
This would only get worse under a
huge Greater Toronto Council.
The regional boundaries that are
presently in effect, especially in out-
lying areas such as Durham, seem
reasonable and should remain in
place. Nk'hat the: Province needs to do
is dissolve the present Regional
councils and replace them with
Mayors' councils for each region.
Each mayor would represent their
own town or city on the new council
to co-ordinate the services which are
seamless throughout the region.
Mayors would be expected to receive
pay commensurate with the added
responsibilities, but real tax savings
to residents would be substantial.
It would be a serious step back-
wards to group all of southern
Ontario together under an umbrella
government dominated by the
Greater Toronto Area.
One final topic is the problem of
school boards and taxes charged by
them. It is extremely important to
rein in school boards before they take
an even bigger chunk out of our
property taxes. There are many
unnecessary extras that, while nice
when we are in prosperous times, are
not essential to the basic education of
our children.
The real problem is the bureaucra-
cy of the school boards themselves.
Waste is evident even in those boards
that would have us believe they are
practising fiscal restraint. Every
waste means less money for the
classrooms. The provincial govern-
ment must go directly to the root of
the problem and that is the all-power-
ful board themselves if they are gen-
uinely interested in reducing waste
and saving tax dollars.

DURHAM -- The Tory gov-
ernment's workfare program
will "definitely" be in place
within the year but details have
yet to be ironed out, says
Ontario Community and Social
Services Minister David Tsub-
ouchi.
"This is a real priority for
me. I hope to have something
in this year," the minister told
reporters Thursday, prior to a
closed -door meeting with
Oshawa service clubs and
Oshawa MPP Jerry Ouellette.
While Mr. Tsubouchi gave a
generous time line for imple-
mentation he could not give
details about the workfare pro-
gram, such as required hours,
who will be responsible, and
what the work required of wel-
fare recipients will specifically
be.
These details, said Mr. Tsub-
ouchi, will be determined "real-
ly soon" after consultations
with MPPs, service clubs. com-
munity agencies, and munici-
palities.
Workfare. which will be
called Ontario Works when
implemented, will require wel-
fare recipients to work or enrol
in a training program, before
they can collect their cheque.
The minister predicts service
clubs and community groups
will play an important role in
workfare, by providing commu-
nity work for people on social
assistance.
"We're looking to non-profit
agencies that want to see an
improvement in their communi-
ty," he said.
As an example, Mr. Tsub-
ouchi pointed to Durham
Region's Camp Sainac, located
in Oshawa.
"It's a great program in the
middle of (Oshawa) that really
needs some assistance in terms
of sprucing up.

with a cheap labor force, saying
most jobs would be the type of
work volunteers would other-
wise do.
"We don't want to have jobs
that will take a job away from
someone else."
Contrary to some reports.
"This is not a make-work pro-
ject," he said.
"We are looking for opportu-
nities for people to improve
their communities."
The minister said he expect-
ed to hear suggestions on how
service clubs could help with
workfare and concerns they
may have about the program at
Thursday's meeting.

Reactor ready to generate power

"We're targetting the 6th of
March right now to be produc-
ing electricity, says Andy
Schwabe, generating units
manager for the Pickering 'A'
station where Unit 2 is located.
"We are very conservative in
everything we do. Every device
that needs to operate, we test to
make sure that it's operating
properly."
That's a lot of testing when,
for example, every part of the
unit's emergency shutdown
system exists in triplicate.
Unit 2 has been out of com-
mission since the accidental
spill of radioactive heavy water
there.
In the 14 months since the
shutdown, parts of the reactor's
cooling system had to be
redesigned and rebuilt to cor-
rect the design flaw that led to
the accident., and the entire unit
had to be checked with the
proverbial fine-tooth comb to
find if the accident might have
caused some damage to other
systems.
Then, routine maintenance
work was done and part of a
new back-up emergency shut-
down system was installed
which will bring the reactor up
to more modern standards
when the new emergency sys-
tem is completed during the
unit's next scheduled maintenanc
down in 1997.

detect any abnormality in

The new sensors and
shutoff rods will work inde-
pendently and be controlled separate-
ly from the existing
sensor/shutoff rod system
when installation is complete
in 1997, so that they will in
effect provide another inde-
pendent emergency shut-
down system.
The start-up procedure
which commenced Thursday
begins by restoring power to
compressors and opening
valves to start up the "moder-
ator system" which pumps
heavy water into the reactor
to control the nuclear fission
process. At this stage the
reactor is operated only at
low power.
Next, safety and other
systems that could not be
tested without a minimum
level of power or heat pro-
duction are tested. Then,
maintenance is performed on
systems that could not be
worked on earlier because
they needed to be in opera-
tion during the shutdown
state.
The following step is to
slowly raise reactor power
until steam can be produced
in the unit's boilers, and per-
form further testing of the
turbine generator the reactor
drives.
Finally, the functioning of
the unit's generator must be
synchronized to the Ontario
electrical grid it will feed,
and then the reactor can be gradually
brought up to full power.
Throughout the start-up procedure,
there are about half a dozen "hold
points" at which the procedure is
stopped so the reactor unit can be tested
at different levels of power.
When it's up and running at full
power, Unit 2 can provide enough elec-
tricity to run a city the size of Oshawa or
St. Catharines. Or in money terms, it
produces $250,000 to $400,000 worth of
electricity a day, depending on the sea -
son.
Inside the heart of the beast

PICICERING -- It looks like something out of a 'SOs
sci-fi movie.
Everything hums, hisses and vibrates even though
it's not in operation. It's the heart of the beast that
breathes hydro into your home. We're inside a nuclear
reactor.
The News Advertiser Wednesday toured the vault
of the Pickering Nuclear Generating Station Unit 2
reactor which is currently being restarted after a
major accident in December, 1994.
While the trip inside the beast is certainly imptes-
sive, perhaps the most memorable part of the visit is
all the preparation one goes through beforehand and
all the decontamination procedures that follow after-
ward.
The first stop is the change room, where every
stitch of your clothing has to be exchanged for
Ontario Hydro -issue underwear -- which you hope
was washed in nuclear -strength detergent after the
previous occupant turned it in -- brown coveralls,
socks, bright yellow shoes and hard hats. First-time
visitors also have to provide a urine sample to be used
as a baseline against which to measure another urine
sample after the visit for tritium levels.
The tromp through the station to the reactor vault
in shoes that are several times too big is interrupted
several times for stops at which everyone in the party
steps on to a scale -like contraption to stick our hands
into two openings to check whether we've picked up
any radiation along the way.
Before we go through the air lock into the reactor
vault, we have to put on another set of white dispos-
able coveralls, cotton gloves, rubber gloves over the
cotton ones, rubber overshoes and a tritium respirator.
The latter is much Wee a gas mask and prevents you
from inhaling tritium particles; actually it prevents
you from breathing much of anything when you're
climbing all those stairs inside the reacts vault.
Before the airlock you're also given a dosimeter to
measure the radiation you're exposed to; that's in
addition to the radiation sensor they clip on your
street clothes when you enter the station and which
you transfer to your first set of coveralls.
Station workers who enter the unit when it's operat-
ing or shortly thereafter have to wear more protective
clothing and equipment than we do, including a
portable air supply.
The inside of the reactor vault, where the reactor
itself is housed, is straight out of an old science fic-
tion flick.
It's filled with pipes, valves, boilers, tanks and old
fire -escape -style metal stairs and walkways -- not the
beeping gizmos and doodads most of us cechno-peas-
ants associate with technology today.
All you can see of the reactor is its face, which is
huge, round and flat with 390 tube-like openings
where the uranium fuel bundles are inserted. The
reactor's appearance is somewhat intimidating, but it's
hard to imagine it contains so much power or poten-
tial for disaster.
Perhaps not surprisingly, it's rather warm standing
near the reactor. But it gets quite chilly inside the
vault as you climb high toward the top.
Exiting the vault requires another trip through the
air lode. Then your outer layer of protective clothing
has to be removed in careful order, with the overshoes
being taken off last as you step over a divider
designed to keep clothing that touched anything in We
vault on the 'inside'.
Our photographer's cameras and my notebook must
then be taken out of the plastic bags they had to be
carried in and are transferred to clean bags before
being tested themselves for contamination.
Everyone has to again pass through several body
radiation monitors and hand and foot monitors before
finally being allowed to go to the change room.
There, all the rest of the clothing must be turned in,
showers must be taken and hair washed before return-
ing to the outside world.

Tips for Your RRSP
Are you confused by the flood of RRSP information in every form of
media? The information being impressed upon you is important,
however, deciding which is relevant to your circumstances is difficult
for many RRSP investors. Selecting appropriate investments is critical

PICKERING — A squash event
here later this month will honor a
woman who contributed to junior
squash in both Ajax and Pickering.
The Pickering Squash Club will
host the second annual Lee Hanebury
Squash Tournament at the Pickering
Recreation Complex Feb. 23 to 25.
The Squash Ontario -sanctioned event
will feature men's competition from
the 'A' to the 'E' levels and women's
categories from the 'A' to 'D' brack-
ets.
All proceeds from the three-day
event will be turned over to Squash
Ontario.
The tournament is named in honor
of Hanebury, who spent countless
hours helping young squash players
at both the Ajax and Pickering
Squash Clubs. She died of cancer two
years ago.
-Both of her sons are national
champions and she spent a lot of time
involved in junior squash," says
Pickering complex squash pro Scott
Coleman, one of the tourney organiz-
ers. "She devoted a lot of time to all
the kids...
Coleman expects between 120 and
130 players to take part in the event
— most from Durham Region and
others from Toronto and vicinity.
Headlining the women's category
will be local teenage squash sensation
Nicole Carroll who's heavily favored
in the 'A' category. She's the defend-
ing Ontario under -19 champion and
one of the top-ranked women's play-
ers in the province.
On the men's side, Pickering
Squash Club's Martin Nugent is
expected to do well at the event as
he's a strong Toronto and District
League 'A' level player.
Tournament action begins Friday,
Feb. 23 at 6 p.m. Finals in the men's
and women's divisions begin at
around noon on Sunday, Feb. 25 and
continue to approximately 3 p.m.
There's no admission charge and
spectators are welcome.
The tournament is sponsored by
Black Knight, Sport Chek and the
Pickering complex, which is donating
court time for the charity event.
