To the editor:
This is an open letter to the woman driving a yellow car,
who left her two children unattended in the idling car at the;
side entrance of The SuperCentre in Pickering on Jan. 3.
In light of recent events in Toronto, I was shocked to
leave the store and find a baby in akar seat and an older
child left alone in a running car. There was nothing to stop
tile, or anybody else, from driving off with your children
and if you think it only happens in the big city, you're delud-
ing yourselI'.
My parents and I watched your children for more than 10
minutes before you made an appearance and your totally
unconcerned and uncaring attitude frightened me enough to
report you to the police. Unfortunately, because I called
them after you left• they told me there was nothing they
could du, even though I had your license plate number.

Gun owners aim to beat
newfirearms legislation
By STEPHEN
SHAW
DURHAM STAFF
DURHAM —
Thousands of
local gun owners
flooded Durham
Regional Police
with firearm cer-
tificate renewal
forms last week to
dodge new federal
laws which took
effect in the new
year.
Under Bill C-
68, hunters,
sportsmen and
gun collectors
must now pass a
written and practi-
cal test when
applying for a
firearm Possession
certificate (FP('),
which is being
phased in to
replace the
firearm acquisi-
tion certificate
(FAC) as part of
the new legisla-
tion.
The firearms
control office in
Whitby was filled
with a last-minute
rush of gun own-
ers aiming to beat
the deadline on a
three - month
grandfathering
period allowing
existing FAC -
holders to avoid
the more stringent
requirements.
Under the Lib-
eral government's
controversial Bill
C-68 — which
was passed last
year following
emotion -charged
national debate —
gun owners will
also be- required to
register their
firearms, and
criminals who
commit an
offence using a
weapon will face
stiffer sentences.
"People have
been lining up in
convoys all the
way out to Ross -
land Road at 6
a.m. each morning
for the last three
or four weeks. It's
been really, pally
busy," said
Durham Regional
Police Firearms
Officer Char-
maine Morrissey.
"There's been
so many people,
we ran out of
forms two days
ago" Ms. Morris-
sey said from her
office, where
stacks of three-
foot -high forms
sat behind her
desk.
Between 3,000
and 4,000 gun
owners grasped
the opportunity to
beat the new laws,
she estimated.
To acquire an
FPC, gun owners
are being urged to
take a firearm
course — before
writing the actual
test — which if
they pass will
"certify them for
life," said Ms.
Morrissey.
Taking the
course means an
owner won't have
to write the FPC
test when renewal
time comes every
five years.
Uxbridge
farmer Bryan
Armstrong said
the new laws
won't stem the
increasing tide of
violent crimes. -it
won't accomplish
what the govern-
ment set out to
accomplish. Any-
one who's going
to be committing
a crime won't be -

Health-care providers seek funds for sharedpatient info
By JACQUIE McIN
SPECIAL TO7NE NEWS ADVEKTISER
DURHAM — Area health-care
providers can't afford to ignore
technology which would elec-trotti-
cally link them together for stared
access to patient records and health
information files.
Representatives from municipal
and provincial levels of government
were among those in attendance
when the Durham Region Area
Health Care Telecommunications
Project (DRAIRP) committee pre-
sented the Regional Information
Network (RIN) feasibility study.
With ongoing financial cuthaicics in
the health care field, the region's
health-care providers are looking for
funding support to get this cost-sav-
ing system on -fine. Despite a price
tag of up to $12 million to get a
Dtuftam-wide RIN up and running,
committee chairman Mary Novak
stressed the dollars saved would
more than compensate for the initial
set-up cost.
In addition to cost, the commit-
tee's report looked at the most
effective way to set up the electron-
ic network which would give Shared
access of health ides to a variety of
health-care agencies including those:
providing acute, long-term and

are other systems in Ontario with

of the acute-care arena. "We've
actually taken community-based
agencies and tried to bring them into
that hierarchy," explained Ms.
Novak. "More and more dollars are
being spent at that level."
An acute-care study completed
this year by the Durham District
Health Council in conjunction with
other area providers points to com-
munity care as an increasingly
important element in the health -can
mix. "It's an initiative that sits very
well with the planning and imple-
mentation of the acute -cam study."
said Lynda Hersey, the health coun-
cil's executive director and a
DRAII'll' committee member.
The committee txj)es to achieve,
through the RIN, the ability to
manipulate data to better project
future health needs, more efficiency
and continuity of care, a reduction
of redundancies in tests by the dif-
ferent agencies, a more oost-effec-
tive method of health care and cost
sharing between the various health-
care providers.
Phillip Baker, manager of the
prograrns office for the Ministry of
F"nomic Development and Track
which helped fund the feasibility
study, was very positive about the
committee's research and conclu-
sions, but he was less cert;tin about
the commitment his ministry would
tx- able to make toward implement-
ing those findings. ""The ONIP
(Ontario Network Infrastructure
Program) was frozen in July of this
year and it is under review at the
present moment. What's coming
out at the end of the review I really
don't know "
fie suggested the committee look
at communities where the health-
care providers got together and set
up similar systems "without going
to provincial sources".
Dug Piercey, a consultant with
the Ministry of health, said he
could make no comment as to the
merit of the RIN or his ministn•'s
potential funding commitment " Vb'e
haven't even seen the relx)rt. After
reviewing it we will comment fur-
ther on fund sharing at that point."

of the acute-care arena. "We've
actually taken community-based
agencies and tried to bring them into
that hierarchy," explained Ms.
Novak. "More and more dollars are
being spent at that level."
An acute-care study completed
this year by the Durham District
Health Council in conjunction with
other area providers points to com-
munity care as an increasingly
important element in the health -can
mix. "It's an initiative that sits very
well with the planning and imple-
mentation of the acute -cam study."
said Lynda Hersey, the health coun-
cil's executive director and a
DRAII'll' committee member.
The committee txj)es to achieve,
through the RIN, the ability to
manipulate data to better project
future health needs, more efficiency
and continuity of care, a reduction
of redundancies in tests by the dif-
ferent agencies, a more oost-effec-
tive method of health care and cost
sharing between the various health-
care providers.
Phillip Baker, manager of the
prograrns office for the Ministry of
F"nomic Development and Track
which helped fund the feasibility
study, was very positive about the
committee's research and conclu-
sions, but he was less cert;tin about
the commitment his ministry would
tx- able to make toward implement-
ing those findings. ""The ONIP
(Ontario Network Infrastructure
Program) was frozen in July of this
year and it is under review at the
present moment. What's coming
out at the end of the review I really
don't know "
fie suggested the committee look
at communities where the health-
care providers got together and set
up similar systems "without going
to provincial sources".
Dug Piercey, a consultant with
the Ministry of health, said he
could make no comment as to the
merit of the RIN or his ministn•'s
potential funding commitment " Vb'e
haven't even seen the relx)rt. After
reviewing it we will comment fur-
ther on fund sharing at that point."

Learning a trade.
Carl Stedmond grew up m this well known
port which was famous for being the

But it was also the home of the Red

discovered that would change his lite.
By studying the Shotoka- discipline. one of

to avoid a fight.
This is what you are taught at the Liverpool
Shotokan Karate Club In Pickering, named in
honour of his hometown club.
The club has 6 Lull time black belt
instructors including Chief Instructor Carl
who has been studying for more than 22
years. He presently trains with Kancho
Okuyama at the master's Toronto club.
One of Carl's other instructors from
England Sensei Terry O•Neil, who has done
work for Arnold Swarzenegger appearing in
many of his movie fight scenes. Also coming
in February or March is a favourite at the
club, Carl's best friend Gary Sandland, a
Shotokan martial artist and fellow Liverpool
resident still living in England who is W.K.A.
World Heavyweight Kickboxing Champion.
Call for details.
"Learning karate not only improves your
overall fitness it also improves your self
esteem.- says Carl. "it makes you feel more
confident and can help you be more
successful in all areas of your life. -
