The first contribution of $5(X).(XX) into the General Levy Stabilization Reserve Fund comes from unantici- pated supplementary tax assessments. On Wednesday, Region- al Council voted 21-6, with four absent, to set up the reserve fund. Future contributions will come from any budget sur- plus at the end of year. supplementary taxes com- ing from growth during the year, the sale of any build- ings or land owned by the Region and any other source Regional Council deems appropriate. Putting money from the sale of a building or land concerned Oshawa Mayor Nancy Diamond. "'A'c're selling the fami- ly jewels to keep going." she said. But, says Oshawa Coun- cillor John Gray, "Let's not get hung up on liqui- dating assets to keep taxes low. That's not the point of this. "It's a way of giving a tool to us for budgeting, to keep it smooth." During the 1994 munici- pal election, all candidates made a promise to keep property taxes from increasing, Oshawa Coun- cillor Brian Nicholson pointed out. "This is an opportunity to keep that promise," he added. 'Rough week'for Pickering boYInside b,. MARIANNE TAKACS S l AFF kEY()kTFk AJAX-PICKI RING—'rhings are starting to look up for young Daniel Burton after some tough sledding following his bone marrow transplant Dec:. 1. "We had a rough week," his father Dave Burton said FridaN . "Daniel was in tough shape for a while but he seems to be coming out of it. His marrow is starting to grow, that's the main thing." The -10 -year-old Pickering boy. a student at Ecole Catholiyue Notre- Dame -de- la-Jeunesse in Ajax, has been in a battle for his life since last January when his leukemia returned after a three- year remission and he needed a hone marrow transplant. Dear the end of April, by which time no suitable marrow donor had been found in the existing files of hone marrow registries, Daniel's parents issued a public plea asking people to have themselves tested to see if their marrow could save Daniel's life. In late July, just after learn- ing Daniel had relapsed again after a six-month remission and was unlikely to survive, the Bur- tons were told a donor had been found and chemotherapy was started again. He went into remis- sion for a time but the leukemia returned before the transplant scheduled for Oct. 4. Doctors advised against further treatment but Daniel wasn't ready to give up and asked for more chemotherapy. which brought another remission and made it possi- ble to proceed with the Dec. I transplant. Mr. Burton said the complications follow- ing the transplant at the Hospital for Sick Children in Toronto "went on and on". Daniel suffered a seizure in reaction to one of the anti-rejection drugs he received and is now on anti -convulsive drugs. As of Thurs- day night, he still had a fever which indicated some kind of infection and was on antibiotics for that. "They (the doctors) were very pessimistic at the beginning of this week and had just about written him off. But Daniel bounces back." Mr. Burton said there's already some evi- dence Daniel's body will reject the new mar- row, but that's to he expected. The rejection can be mild to severe. Daniel was moved out of the trans- plant room and into a regular hospital room Thursday night. He's still in isolation and ran only be visited by his dad and his mom, Nadia. If things go well, Daniel could be at home in as little as two weeks. But Mr. Burton said his recovery is a "day by day" matter and it's too earn• to tell how things will turn out. "He's very, very weak. He hasn't walked in three weeks. He didn't speak for a week. But he's looking up now. "He's getting better. It's more his desire he has to get back than any- thing else. He's been whacked out so long he just doesn't feel like doing anvthing." Spending Christmas in the hospital will be hard for Daniel, though the family already had a Christmas cele- bration before he went in. There's a Christmas tree in Daniel's room and Santa will be visiting the hospital Dec. 25. The Burtons are trying to persuade the doctors to let Daniel's sister, Nissa. visit his room that day, and they will be taking in Christmas Pre- sents_ "We're trying to make it as normal as we can. He's getting what he's always wanted for Christmas. Ile's been bugging me for three years for a snowboard." Daniel won't be able to use the snowboard this year because he won't be allowed in crowds for a while, said his dad, but he can look forward to using it next winter. P = Keepthe s Christmas Day is officially over, but the spirit of the sea- son is going strong in Ajax and Pickering. If you doubt that Santa Claus came to Durham Region, you have only to ask one of the many people whose lives were touched by the generosity and caring of the countless volunteers who organized food and toy drives. There were many stories that touched our hearts this Christmas; they made some of us realize just how lucky we are to have a roof over our heads and food on our table. The Christmas spirit was brought to life over and over again through some truly wonderful actions of people in our communities. One little girl in Durham woke up yesterday to find pre- sents under the tree. thanks to the efforts of Lear Seating employees in Ajax, which came to the rescue of her mother after the Grinch struck. The saga began when an unem- ployed, single mother's purse was stolen a few weeks before the holidays. In an uncanny coincidence that became her Christmas miracle, Derek Campbell of Lear Seating contacted our sister newspaper, Oshawa -Whitby This Week. looking for a deserving local family to whom his colleagues could give the S350 they'd collected. Her daughter's Christmas was saved. Christmas also came to the many more people who sat down to sift through bountiful food hampers provided through many local Ajax and Pickering food drives, and toys were distributed to the need through the efforts of Durham Regional police. In neighboring Clarington, the community rallied to the aid of a man who'd tragically lost his family in a house fire. The list goes on. All around us, the spirit of Christmas shone in the deeds and thoughtful gestures of others. There are many people out there who still meed our help, and we will meet them daily. Let's keep that spirit of Christmas alive through the new year - Sunday's best You were out of line with your coverage To the editor- We ditorWe are writing to you because we're disturbed about your front-page article of Nov. 24 about the incident at St. James Catholic School entitled 'Ajax students try to tip pig car'. The story was exaggerated and appears to be nothing more than sensa- tionalism and poor journalism. It's obvi- ous no one checked out the story. Most insulting is the defamation of character and reputation of all students. It's true there watt an incident, and it is also true there were rumors about a possible fight. but the rest of the story was totally out of line. There Were no more than 25 students around, all between 11 and 13 years of age, hardly able tip over any cruiser. Where you got the story we can't imagine. We believe you should check out the facts. The The extreme nationalists from Alberta Th Support for mayor's appointment To the editor. In my opinion, the appointment of mayor and regional councillor 'by our elected officials to save the Town of Ajax unnecessary cost was the right decision. It seems strange that two people beaten at the polls in the last election should voice their opinions — one verbally in chambers, the other in the News Advertiser — to have the town spend $40,000 on a byelection. I Were they both going to declare their candidacy for the vacant seats or were they representing other parties? Tony Webb, Ajax u-'4F••ik- ... rose to hug Ontario. Listen to what Brian Shedden says — he is right. I am very proud to state that I am a for- mer regional vice-president and perpetual supporter of the Liberal Party of Canada. Rene Lawand, Pickering Democracy given little consideration To the editor. 1 attended the town hall meeting on Tuesday, Dec. 11, to hear the decision on whether to elect a new mayor or appoint a new mayor. The apathy of the residents of Ajax shocked me. Only 11 people voiced their opinion, of which 1 was one. I considered this a very important issue as this will affect everyone in our town to some degree. I believe that our democratic rights were given very little considera- tion by the majority of coun- cil. (1 thank Mr. Scott Crawford and Mr. Jim McMaster for voting for election.) Mr. Steve Parish was appointed as our new mayor and went on to say that he would be the second best mayor this town has ever had, with his father Bill Parish being the best. For shame Mr. Parish, you have already forgotten two of the best men ever to lead this town, Mayor Bill Maclean and Mayor Jim Witty. I only hope that the ego of Mr. Parish does not have time to destroy this town. Lynne Thompson, Ajax Steve Houston Opinion Bright kids, tough questions Kids. They always surprise me. I was invited to speak at St. James Catholic School last Monday to describe how the newspaper works, how its reporters gather their jint•:,rmation and how its content is decided by the people in the news- room. First, some background: Our police reporter, in the course of her contact with Durham Regional Police, came across a story last month involving an incident at St. James. A police officer, apparently, had a run-in with a handful of stu- dents and filed a report which, sub- sequently, made its way to the 'major occurrence' sheets that are shared each day with Durham Region media. In the case of St. lames, the police information differed from the experience of staff and students at the school on that day, and the News Advertiser was called to question for its coverage of the story. Students at the school were understandably upset both about the incident and the resulting front page story in our newspaper. But that's not really the point of this column. I really want to address the way in which the students han- dled and questioned the entire issue during my visit. All of the kids deserve credit for their courage in sitting through my little lecture. But so to do they deserve recognition for the pointed and intelligent questions that were asked regarding the newspaper's role in gathering and publishing information. Like many readers in our com- munity, they may not agree with some of the content in our newspa- per, but they certainly indicated that they respect the role a newspaper ' must play in the community it serves. j One observation: St. James is j clearly a school which cares. The front foyer was filled with food donations for the needy to be dis- tributed this Christmas season. That speaks volumes about the character of the school and its inhabitants. I would respectfully ask the staff and students at St. James to shift their focus from what is clear- ly an isolated incident and instead celebrate the many good things they participate in. There is more, much more. to this school than one unfortunate episode. We should all remember that. f - payment • ns To 5vlt pla eels! 81, ntr`1 l,ow mo P ay 1ents Creaue CALL, %31 096% 3.65!82 THE NEWS ADVERTISER, TUE%., DECEMBER 26,1"5 -PAGE 7-A Pickering Recreation Complex 1867 valley Farm Road MEMBERSHIPS INCLUDE: Whirlpool • Sauna Free Public Swimming HOURS OF OPERATION Monday to Friday 6 a.m. - 1 I p.m. Saturday to Sunday 7 a.m. - 9 p.m. 1 • Certified Fitness Appraisers • Accredited Fitness Appraisal Centre • Level III Tennis Canada Certified Coach • C.S.R.A. DECEMER M,1995 New I __ project links parents with schools By STEPHEN SHAW txRtw.0 STAFF DURHAM — A hi -tech new com- munication system being tested as part of a pilot project at three Durham schools — including Exeter High School m Ajax — has forged a direct communication link between parents and teachers. An electronic voice -mail system. called ParentLink, provides parents with 24-bour access to a school information bulletin board as well as numerous other sm ices. "It's quite a unique tool for both par- ents and teachers to share information back and forth. It's capable of doing a lot." says Joe Hirrnck principal of John Dryden Public School in Whitbv, the only Durham elementary school to have the computerized system installed. The program avows parents to leave their child's teacher messages at any time of the day or night — and vise versa — as well as the opportunity to browse through upcoming school pro- grams. events or activities. While the electronic system cost the Durham Region public school board between $4.000 and $6.000 to install. Mr. Ilir- co ik says the program will pay for itself in the long run. "This is going to cut down on our use of paper by about 40 per cent. so I certainly don't see it as being financially irresponsible " he says. Since the system was booked up Dcx . 4. it's received about 40 calls per day — "and it's getting used more and more each day." School secretaries answer phone calls during the day. while the system kicks in after hours between 4 pm and 8 am. The program also eliminates the need for absence notes as parents can call in and leave a miessage for a teacher, in turn, a teacher can leave a prerecorded message assigning homework for the abstUdLIAt. "For parents who work the night shift, it allows them to address school issues and find out the latest info ma - C m. It should vastly Wprvve communi- cation between the home and the school `7n terms of what we can do with it, there are hundreds of communication opportunities. It just tapes a creative miod," Mr. Hireock says. He envisions the system eventually being used to exchange ideas and infatuation with other schools around the world. Parend.ink has also recently been installed at Eastdale Collegiate in Oshawa and Exeter High School in Ajax. John Fitzsimmons, electronic maintenance supervisor for the public school board, says if use of the system takes off, it may be expanded into other schools. "We're trying to see if the schools utilize it to the fullest extent and if it does create better communication between parents and teachers," he says. u During Winners Storeivide Boxing Leek Event Take An, 0/0 Additional Off Pickering; SuperCcntre l.ivvrpool RdA Kingston Rd (ll\ty. 2) 837-0429 • All «inter outemear for men, women & lids. • All hats, scan es, mitts & gloves. • All ladies Holidav sweaters. • All men's robes. • All Christmas theme items. • All Red bg clearance merchandise in all departments. By LINDA WHITE STAFF REPORTER PICKERING — For the family of a Grenada girl who lost her leg to cancer last week, "we're praying this is the worst we have to face." Ikeiba Knight, the Grenada girl diagnosed with bone cancer after coming here to stay with family to seek medical help, underwent surgery at Toronto's Hospital for Sick Children last Tuesday. But though the ll year old came to Canada in hopes of saving her leg, "we're all trying to look on the positive side," Lori Darbani says of the surgery which saw Ikeiba's leg amputated at mid-thigh. "The leg remaining showed no signs of cancer, so that's positive. And there's no cancer in her lungs," Ms. Darbani says of her boyfriend's niece. "We're praying it's nowhere else in her body. We're praying this is the worst we have to face." Ikeiba's family raised enough money to send the youngster here after doctors in Grenada suspected she had cancer and recommended amputation of her leg. But because they were unable to test for cancer elsewhere in Ikeiba's body, her family feared an amputation would- n't be enough to save her. Doctors at the Hospital for Sick Children in Toronto determined she has osteogenic sarcoma, a cancer of the bone. They hoped chemothera- py would reduce the size of a large tumor on her leg, thereby decreas- ing the chances of amputation. They believed the odds of saving her limb were greater here than if she received care in the West Indies. Ms. Darbani has told the News Advertiser she's pleased Ikeiba came to Canada despite the need for amputation. Not only has chemotherapy been important in killing cancerous cells, but Ikeiba knows her family did everything they could to save her leg. When Ikeiba first came to Picker- ing earlier this fall, her family issued a plea for help, as medical expenses could total at least $30,000. "Every day she is in (hospital), the bills are mounting," notes Ms. Darbani. "I'm trying not to think about that. I just want to concen- trate on her getting better... We'll worry about the bills later. We just have to make it through Christmas right now." Ikeiba's story has touched people who have organized fund-raisers. "People are caring. She feels that and that's important," says Ms. Darbani. Family and friends have orga- nized a fund-raising dance and silent auction, to be held Saturday, Jan. 27 beginning at 6:30 p.m. at St. Bernadette Parish Hall, Har- wood Avenue and Bayly Street, Ajax. DECEMBER 26,1995 Development charges hamper housing starts in Region: home builders By Stephen Shaw tx'RxAM STAFF DURHAM — Higher than average development charges in Whitby and neighboring municipalities are part- ly to blame for the drastic drop in housing starts this year, say Durham home builders. Durham Region municipalities, and Whitby in particu- lar, have seen residential development grind to a halt in 1995. A Durham Region planning commissioner's report found that Whitby's total residential development charge (which includes school board, municipal and regional levies) is more than $1.700 higher than the Greater Toron- to Area average. The Town portion of the cui rent levy, however, is only $100 higher than the GTA average of $5,325. But the intro- duction of school board development charges this year has tacked on another $1,700. The total levy average across the GTA for a single -detached home is $12,703. Or but in Durham Region the average is 513,877. Ron Robinson, president of the Oshawa -Durham Home Builders' Asso- ciation, says the higher lot levy is among the factors behind sluggish housing ru m- bers throughout the region. This is putting us at an unfair disad- vantage. If that $1,700 wasn't there, we could sell a house for that much less. If I'm a making a decision whether to go to WHIL Mississauga or Durham. Mississauga No looks a little better." says Mr. Robinson. He says Durham municipalities should Not vali!1 lower their lot levies or even drop them altogether temporarily — as some Ontario municipalities have done — to kick-start the industry. •+- Rick Cook. Durham Region senior ..,.{ planner, says the drop in housing starts has been "a general trend" across the ovine. no(just Durham. r "1 think a lot of it is related in general--r---- to the economy. The Tory government is planning on laying off 13,000 peopie. municipalities have had their transfer ` payments reduced and are looking at lay- offs possibly; there are quite a few peo- pie affected by what's happening," says '. Mr. Cook. "There's just a lot of uncer- tainty and if that wasn't over people's heads. they would be buying houses." =;.. Every municipality in the region, with `` 3 ' ` Brock Township and Oshawa the excep- tions, have seers dramatic drops this year 4' in residential development. In 1994, Pickering had 864 new housing starts from Jan. to Sept.; down to just 275 at that same point this year. Ajax has also dropped to 109 this year to Sept., com- pared with 180 last year. Mr. Robinson agrees economic uncer- tainty is largely to blame for housing - starts being at their lowest level since the Second World War, but lower develop- ment charges may shake the industry out of the doldrums, he says. Lot levies, be says, add an extra S 124 to monthly mort- gage payments for the average home- owner. For over! Senior kindergarten pre -registra- tion for children born in 1991 begins Tuesday, Jan. 16. Parents are asked to phone their neighborhood school "as early as possible because if the number of students exceeds the accepted class limit, some students may be bused to another school," warns Durham Board of Education communica- tions manager Mary Brown. Parents will be asked to take birth certificates to the school at a later date. The board will also begin accept- ing registration for junior kinder- garten next month, though it does- n't know if those classes will be offered. The provincial government has announced plans to introduce legis- lation allowing boards to dismantle the program. which was mandated by the previous New Democratic Party government. Durham's public board will decide whether it will offer junior kindergarten "when all funding information is received," notes Ms. Brown. -Parents will be noti- fied by mail if the program is can- celled. - Parents wanting to pre -register children born in 1992 in junior kindergarten are asked to phone their neighborhood school on Tues - schools. Denise Cooper, 25, of Ajax, and Jackie Allen, 23, of Oshawa, are teaching young girls the art of baton twirling at the newly -founded Ajax Comets Baton Club which opened in September. The non-profit club, which uses the gymnasiums of Pickering High School and Lord Elgin Public School, currently sports 34 members ranging in age from three to 16. The duo started the Comets, as Ajax didn't have any baton twirling clubs. "Ajax didn't have anything Atom Panthers have one win Close games in women's basketball AJAX — A game between Bank of Montreal and Dakota Bob's was decided in the dying minutes in recent Ajax Ladies askethan Baction Dakota Bobb'scescored the last two baskets to beat the bankers 39-37. Joanna Reardon scored 16 points for Dakota Bob's and Cathy Henderson scored eight for the Bank of Montreal. It was the long shots which decided the game between Glenn's Auto Service and Dufferin Aggregates/Upper Deck. The defence on both sides opened up the court for the three pointers. It was Glenn's Auto Service which scored the most, winning 4434. Lori Fleming led the way for Glenn's Auto Service with 23 points, 21 of which were three pointers. Rhonda White scored 16 for Deck. APlaytheelleague reside m both Ajax and Pickering. in baton twirling, so we thought it would be a good place to start," says Allen. Both Cooper and Allen belonged to the Oshawa Nationals Baton Club as youngsters, and were mem- bers of the team which won the world corps title in 1989. Cooper also won the Eastern Canadian individual baton twirling title in 1988. Cooper started coaching baton twirling while attending uni- versity in Ottawa, while Allen had coached at a club in Courtice. Cooper notes it's important for people to realize baton twirling is much more than the popular view of 'majorettes' dressed in color- ful costumes and leading marching hands in parades. The sport (and baton twirling is recognized as a sport) offers co-ordination, self- confidence and fitness for those who practice it. "A lot of people think of baton twirlers as majorettes." offers Cooper. "It's sort of like rhythmic gymnastics. dance and gymnastics. It's really challenging and it's not just for elite athletes. It takes practice, and that's the key, but anyone can do it as long as they put their minds to it." Since the club opened, the Comets have taken part in Santa Claus parades in Ajax and in Whitby. Cooper says she plans to have club mem- bers compete at various events, but not at the expense of having fun with the sport. "Our main goal is to be a big community group. We would like to do local shows and fun stuff like that. We would like to experiment with competitions, but we've found that sometimes a club can become too competitive and the fun is taken out of it, so we want to keep that bal- ance," says Cooper. The club practises twice a week, on Wednesday and Thursday nights. For more information about the Ajax Comets Baton Club, call Cooper at 683-5380. The proposed committee was to review council's five standing com- mittees — finance and administra- tion (F&A), health and social ser- vices, planning, regional affairs, and works. F& A was rec- ommending the review committee be set up, but Regional Council Wednesday referred the mat- ter back to the finance commit- tee. s While support- Jim ing a review, Witty J Oshawa Mayor Nancy Diamond questioned who would be on the review committee and what work they would do. "How is this review planned to be done?" she asked. "My preference is the finance and administration committee or the Regional chairman bring forward a recommendation on how this will be done, as opposed to carte blanche with no time line.- Also ine"Also wanting the review coRumit- tee delayed was Oshawa councillor Jim Potticary, saying, "We don't know what the Golden Report (on reforming the Greater Toronto Area) will say. "We don't know the number of communities we'll have. Let's wait. What's the rush?" Regional chairman Jim Witty said he was planning to organize a retreat in February for councillors and reviewing standing committees was going to be discussed. Oshawa Councillor Brian Nichol- son wanted the review committee approved Wednesday, saying, "When we picked our new chair- man, we all said we needed changes. Here's a chance to support change." . The standing committees haven't been significantly changed since Durham Region was established in 1974, Mr. Nicholson noted. Mr. Witty plans to poll all coun- cillors prior to February on what each would like to see happen. maeculcs DAY DEALS - PEC.? " iEAT. • On pC 486 DX2/66 MHz MULTIMEDIA COMPUTER N 28713 • 420 MB hard drive • 4 MB RAM • Panasonic CD-ROM drive • 14- SVGA colour monitor (N°29230,22576) • 16-bit sound card • Multimedia speakers • PC DOS included 1 -year on-site warranty (Details in-store) ASSORTED TITLES ON CO S.rcbor+ rney vw by TAPES W 11111128+6V 1190 r I-1 uGaff&&,_I Lj,_I iLf”Illll1 , i if ii N z. . 6-.n-1 mWb-tunctron m.chrn. taxa . scarxwr. p,~. copa I. an.sao9• cola. . , 5 -page .utomatac .
