dismantling of Durham Region's 20 -year-old, child-care pro-
gram, says administrator John Mitchell.
Under the existing subsidization arrangement with the
Province, the Region receives $8 million annually to admin-
ister child-care services, while municipalities chip in a com-
bined $2 million. The Region oversees funding and licensing
for about 100 child-care agencies which provide da, care fOr
S.(XX) children.

receive 'coupons' to purchase services. The vouchers, to be
worth a maximum of $390 per month, would be used by par-
ents to pay child-care providers and later cashed by the
Province.
The plan, if implemented, would have serious implica-
tions for parents who count on Durham Region's child care

what to do with it.
That's the dilemma facing Town
politicians as they consider the future
of McPherson/Campbell House, the
abandoned 130 -to -160 -year old stone
farmhouse in Lynn Heights Park.
Pickering Council's executive
committee voted Monday to proceed -
with the steps required to have the
building designated a historic site.
But councillors deferred for three
months the issue of what to do with
the house in the long term.
The police and fire departments
have warned the building is a poten-
tial fire hazard which attracts vandals
and animals and is a nuisance to local
residents.
Last June, Town staff recommend-
ed the house be demolished for the
safety of neighbors and protection of
the Town from potential legal liabili-
ty. However, Council deferred the

care services and restrict access to licensed day

"It's very scary. I could see our whole system
completely collapsing," Mr. Mitchell

exeept for a slight user fee — the pro-
posed maximum $390 voucher won't

babysitting advertisements; $500 per
month is the lowest you'll find for
child care services," says Mr. Mitchell,
who notes the cost can run as high as _

able to cover the balance."
Mr. Mitchell also raises safety and
accountability concerns if Durham
Region no longer is responsible for ser-
vices. The document makes no mention
of a regulatory licensing body and sug-
gest parents sign waiver forms absolv-
ing the government of responsibility.
"We would be going from a regional
process in which we inspect on a
monthly and annual basis to a no
inspections at all. My fear is that chil-
dren will he put at risk." says Mr.
Mitchell, who is also a director of the
Durham Region Child Care Forum.
While the document suggests issuing
vouchers to.those on welfare, it doesn't
say if low-income parents would also
qualify. "That concerns me very much.
If people with low incomes suddenly
aren't eligible, they will have to quit ►
their jobs to stay at home with their
children and they'll just end up on wel-
fare. Today's working poor is tomor-
row's welfare recipient if we lose child
care."
Durham West MPP Janet Ecker,
who is a parliamentary assistant to the
Minister of Social and Community Ser-
vices, downplays the document calling
it "a 'what if analysis" prepared by
staff.
The document "has its upsides and
its downsides" but has been given "no
political consideration," she says.
The current system, which costs the
Province $550 million, is under review
and, she says, "We are looking at all of
our options. But it's not a question of
that option or nothing... At a time when
goverment is wrestling with serious
financial constraints, the question is ► I
how do we maintain good child care t�
option that taxpayers can afford," says ► I
Ms. Ecker, who is to present recom-
mendations to the minister in the new
year after consulting with child care
providers and parents.
Revamping or scrapping the regional
subsidization system can't be ruled out, says Ms.
Ecker. However, she adds that child -cam assis-
tance must be maintained for families in need.
Mr. Edwards says he has "real concerns" that
"in their anxiety to meet budgetary targets, the
government may undermine the system of child
care we have worked so hard to establish in
Ontario." He urges local MPPs to "ask them-
selves if this a goal measure."

Sharon Cordes-Okrasa believes
McPherson/Campbell House
should be turned into a public
gallery and studio and was work-
ing to make it happen before the
issue came before Pickering Coun-
cil Monday.
Ms. Cordes-Okrasa went to
Town hall to address councillors a
week earlier to tell them about her
idea for a facility where local
artists could show their work and
pass on their skills to others. She
even managed to present council-
lors a painting of the house, which
she did herself just for the occa-
sion.
She has also already organized
an auction of her own works from
which she will donate the proceeds
to help pay the cost of creating the
gallery and studio. She believes it
can all be done without govern-
ment funding, and is prepared to
go out and find other individuals
and corporations willing to donate
their time and money to the
gallery.
"At this point I know govem-
ment grants are out," says Ms.
Cordes-Okrasa. "Private sponsors
could pull this thing together. It's
been done before."
She says she's been "swamped"
with calls from potential volun-
teers and donors since making her
presentation to Council.
"The response has been fabu-
lous. I knew it would work."
Ms. Cordes-Okrasa invites any-
body who wants to help create the
gallery to phone her at 905-831-
4859. The auction for the gallery
will be held Friday, Nov. 24 from
7 to 9 p.m. at Pick Family Restau-
rant on Hwy. 2 west of Whites

Feds'review of Canada Post overdue: newspapers
DURHAM — The News Advertiser is
joining with the Canadian Community
Newspapers Association (CCNA) in sup-
porting the federal government's decision to
put Canada Post through an independent
review.
The review will be conducted by George
Radwanski, who is expected to file the
report next July to David Dingwall, the min-
ister responsible for C sada Post.
CCNA president Duff Jamieson says an
examination of Canada Post's practices is
long overdue.

for dump lawsuit
PICKERING — The trial of P'rck-
ering's lawsuit against Metro Toronto
and the Province has been adjourned
to April 29.
All three parties involved asked for
the adjournment Tuesday so they
could return to the negotiating table to
attempt to reach an out -of -cam set-
tlement. Negotiations between the
parties resumed recently after an ear-
lier try at an agreement fell through.
Pickering is suing Metro and the
Province in an attempt to force them
to close the Brock West landfill
owned by Metro at Brock and Third
Concession Roads, and to obtain
compensation for the environmental
damage the dump has allegedly
caused.
In court documents filed last fall,
the Town claimed S3 million for dam-
ages it alleges were caused by the
Brock West landfill — in particular
the pollution of adjacent lands and
contamination of West Duffns Creek.
Pickering maintained Metro and the
Province should pay for the cost of

The CCNA is hoping the review will
focus on what it believes is Canada Post's
unfair competition in the advertising flyer
business.
Bruce Danford, advertising manager for
the News Advertiser, says, "Canada Post is
given exclusive legal privilege to deliver
fust -class mail and then uses that to subsi-
dize its third-class mail business in unfair
pricing competitions for retail flyer busi-
ness. Newspapers are not allowed to deliver
letters. The post office should not be
allowed to deliver flyers."
Gerry Dorge, chairman of the CCNA's
Postal Affairs Committee, says "Canada
Post's tactics in gaining advertising flyers is
stripping community newspapers of a
source of revenue that is vital to their exis-
tence.
"Our feeling is that we're not being sim-
ply outhustled by a leaner competitor. We
believe — and we'll make the argument —
that Canada Post is using its monopoly over
letter mail unfairly to advantage their other
ventures. We expect the mandate review to
examine this issue and take meaningful
steps if our arguments are shown to hold

A Canada Post official says the corpora-
tion welcomes the review.
"It's been 10 years since we've had any
look at our business," says John Caines,
Canada Post manager, media relations and
communications planning.
"'There have been many allegations about
cross -subsidization that others have brought
forward, but it's gone before the Bureau of
Competition Policy and the allegations
haven't been proven. We maintain we don't
cross -subsidize. A lot of people infringe on
our business and that doesn't seem to be a
problem."

The proposed Cherry Downs project would see the con-
struction of 225 detached and linked condominium homes in
two `pods" around a 45 -hole golf course. The homes and an
additional 18 holes would be joined to the existing Cherry
Downs Golf and Country Club on 7th Concession Road east
of Brock Road, bringing it to 500 acres from 173.
The homes would have a communal water supply and
sewage system, which is unusual for a oral area where most
residents are on individual septic tanks. The project would also
include a small sewage treatment facility to recycle waste
water for use in irrigating the golf course. Area residents have
expressed concern about the effect of the project on the local
groundwater and the impact such a large housing development
would have in a nral area
The Cherry Downs proposal was first brought before Town
Council in 1993, when it involved the construction of 300
homes. Discussions among the developer and the Town, area
residents and government agencies led to changes in the pro-
ject, with the revised 225 -home proposal submitted to the
Town last August. The revised proposal is expected to go
before Council's executive committee Dec. 11.
Residents argued Monday that the changes made to the pro-
ject are substantive and they should be given more time to
investigate them. A representative of the developer, ClubLink

a public meeting Monday, Dec. 11 at 7
pm. in the Town hall.
Pickering's current development
charges bylaw, passed in October 1991,
expires In October 1996. Under pruvui-
cial legislation the Town is required to
review its development charges policies
before enacting a new bylaw, and must
hold a public meeting.
The Town has prepared a document
to provide the public with information
on its development charges. Copies of
the document are available on request
from the Town. Copies will also be
available at the public meeting.
Comments expressed at the meeting
or received in writing by the Town
within 30 days of the forth will be con-
sidered in Pickering's review of devel-
opmentcharges •

was not a part of their formal agenda Monday night However,
Mayor Wayne Arthurs said councillors may want extra time to
go through the staff report on the proposal when they receive
it and may defer the issue to an early January meeting of the
executive committee. Some councillors suggested they might
consider deferring a final decision once the report comes to
executive committee.

With the 199 Durham Drug Awareness Week Campaign
set run Nov. 19 to 15, there is no better time to start working
towards a new goal in attempting to rid our streets of drugs.
Fittingly, the theme of this year's Durham campaign is
"Caring Communities Find A Way." The theme promotes the
effectiveness of community involvement in preventing drug
and alcohol abuse. With the so-called 'war on drugs' launched
by governments in the late 1980,; now seemingly a hopeless
battle, perhaps it's time for a shift in battle strategy.
It has become growingly obvious that stamping out the drug
supply simply won't work. eliminating the demand, however,
may be a more attainablegoal. Rather than fighting a futile war
against importers and pushers, it's time to aim closer to home.
In fact, right here in Durham Region, like all communities,
a more conquerable enemy exists — the gripping forces of
addiction. The message being sent out by the Durham
Addiction Research Foundation is that everyone in the commu-
nity can and must take a role. There are any number of ways
suggested for parents, educators, businesses. politicians and
students to contribute. For starters:
• Attend one of the 11 local Drug Awareness Week events
to demonstrate support for the efforts of organizers.
• ~take alcohol and drug abuse a topic of conversation with
friends and family. By initiating discussions, particularly with
young children, the false images of drug abuse is, demystified
and the your stand on it is made clear.
Finally, and most importantly, don't give up on friends or
family members fighting their own battles against the demons
of addiction. Encourage them to seek out the network of treat-
ment and support services available in Durham Region, or do
so yourself to find out how you can help them. With funding
cuts creating an uncertain future for social service agencies, the
collective contributions of the community is more crucial now

To the editor:
With regards to the recent refer-
endum in Quebec, a couple of com-
ments from a concerned Canadian.
Let me begin b}saying that I am
a born-again Christian.
It is my strong belief that this
country was founded long ago on
Christian principles.
This past ugly mess with Quebec
wanting separation and coming so
close to getting it shows me the
types of forces that are out to destroy
this country and what it was founded
on.
We as a nation need to wake up to
this fact now before it becomes too
late. Let's stop this from going any
further and take strong action to pre-
vent this from happening again. I
believe it was the powerful prayers
of the faithful and a loving God that
brought us through this time.
1 just want to say thanks to every
concerned Canadian that did pray
and let's keep praying for this great
nation so blessed by God. Our con-
tinued prayers can and will make a

I'm sure the irony isn't lost on
Marshall McLuhan, wherever he is.
Mr. McLuhan, the visionary
Canadian who coined the phrase
global village, would have had a
wonderful time surfing the
Internet.
I'm a newcomer to this nether -
world of electronic components
and phone lines, but I've already
visited far flung corners of the
globe from the comfort of my base-
ment rec room.
I've seen hilarious caricatures of
the star players in the O.J. trial,
been sobered by images of
Hiroshima and Nagasaki at a web
site in Japan, and shocked by cer-
tain images at a web site called
Men on the Net. I also spent a fair
amount of time reading up on the
Quebec referendum, as well as 'An
Interview with Lucien Bouchard'.
That, incidentally, was the only site
on the Net that made me angry.
I've been connected for a month
and spent a fair amount of time on-
line, but I'm fully aware that I've
barely begun to scratch the surface
of what's available out there.

more on geo-political strategies
and policies in the Third World:'
Just go look, you'll find it.
But you can be more than a
spectator. One site invites electron-
ic correspondents to share their
thoughts on, ahem, going potty.
Another invites on-line users to

perusal.
Still another wants you to take
part in fighting government censor-
ship on the Net. All you have to do
is contact your local congressman.
Honest.
The thought of what else is out i
there is both frightening and
intriguing. I've promised myself I
won't spend all my time seeking
out the `darkest' sites on the net
(and they are aplenty), but occa-
sionally find myself drawn to them.
It's much the same feeling one has
when pulling up alongside a partic-
ularly messing car accident.
But the potential uses for the
Internet are virtually limitless. In
seconds, you can contact someone
in, say, Iceland, and either start a
conversation, or retrieve informa-
tion.
It only takes a few seconds.
Marshall McLuhan's vision was
almost precise.
We've constructed the global
village all right, except it's smaller
than anyone had imagined.

Cinderella Spartans hope
shoe fits for the big ball

PICKERING — The Dunbarton
High School football Spartans are
one step away from squaring off for
Toronto and area senior gridiron
supremacy at the SkyDome Friday.
But first, the Cinderella Spartans
must come up with yet another vic-
tory on their odyssey toward the
Metro Bowl Championship.
Dunbarton, ranked number four in
the Toronto Star poll, will meet
either Mayfield Secondary School
or number -one ranked Brampton
Centennial in the Metro Bowl semi-
final contest at Scarborough's
Birchmount Stadium on Tuesday at
2 p.m.
(The Metro Bowl semi-final was
originally scheduled for Monday,
but was delayed one day as
inclement weather forced the post-
ponement of the West Bowl final).
Mayfield and Brampton
Centennial met Friday in the West
Bowl final, with the result not avail-
able at our press time.
No one is more surprised at the
Spartans' success than head coach
Peter Kaiser. In playoff action thus
far, Dunbarton — still undefeated
with a 10-0 mark — knocked off
defending Durham champs from
Pickering High School, dispatched a
much -vaunted Trinity College
School Bears from Port Hope, then
came from behind in the second half
to edge the Barrie North Vikings
18-16 in the Durham/East Bowl
Championship in Oshawa.
"It's been a Cinderella story,"
says Kaiser. "I keep pinching
myself every day. I still can't
believe it."
Kaiser explains it's not just the
players who have pulled together,
but the entire school has rallied
around the football squad in its bid
to play for all the marbles at
SkyDome.
"It's been a total school effort.
We've got 1,200 kids and 100 staff
members at the school and everyone
is pulling together. All the talk is
about us. It shows that school spirit
and unity is alive and well at
Dunbarton."
Winning football teams, as a rule,
generally find a way to elevate their
games when it matters most. The
Spartans fit this description to a 'T'.
While they've relied on sensational
running back Theron Walker to set
the tone, the entire cast has risen to
a new level as the games have
increased in importance.
"If we didn't have (Walker), it
wouldn't be this story. He's the
MVP of our team, but every game,
someone is ready to assume that
(MVP) role," says Kaiser.
However. there are some problems
the Spartans need to address before
taking to the field in Scarborough
*uesday.
. Dunbarton will need to shed its
past performance of taking the first
half off, then rebounding in the sec-
ond half to win. The Spartans will
also need to regain their kicking
game which was non-existent in the
Barrie North contest.
"We would be willing to give up
14 points before the game starts to
get four quarters of football out of
these guys," quips Kaiser. "We're
such a well-rounded team that if we
get four quarters of football we'll
impress a lot of people."
As for the kicking game, Kaiser
feels the Spartans have already
remedied that problem. He says the
team's centre and snapper Ryan
Scanlon wasn't getting a good grip
on the ball because of new gloves in
the game against Barrie North. He'll
go without gloves for T esday's
contest.
"As you go up to another level,
you can't make those mistakes,"
Kaiser says.
Peewee Raiders drop semi-final contest
AJAX-PICKERING — The Ajax -
Pickering Raiders John Boddy Homes

team lost in the semi-finals at a recent
tournament in Brockville.
The Raiders were defeated by
Ottawa West 3-2 in the semi-final tilt.
Kevin Rogers and Jeff Tobin scored
for the local peewees.
Ajax -Pickering won its four round-
robin games to advance to the semi-
finals.
In their first game, the Raiders
defeated Seaway Valley 5-3. Simon
Barg, Tyler McGregor, Darin Brown,
Andrew Hopkins and Ryan Morgan
scored.
In their second game, the Raiders
doubled the Syracuse Stars 6-3.
Rocky Ruta and Tobin led the way
with a parr of goals each, with singles
to Morgan and Barg.
The Raiders defeated Rideau St.
Lawrence Kings 3-2 in the third
game. Tobin, Colin Jennings and
McGregor scored for Ajax -Pickering.
In the final round-robin tilt, the
Raiders rolled over the Nepean
Raiders 7-1. McGregor paced Ajax -
Pickering with a hat trick, with singles
to Jennings, Tobin, Scott Robinson
and Hopkins.
In recent regular -season play, the
Raiders got past the York-Simcoe
Express 4-2. Darryn Dubeau,
Robinson, Michael Perulli and
Hopkins provWed the scoring punch.
The Raiders then tied Oshawa 2-2.
Morgan and Tobin were the goal scor-
ers.
Ajax -Pickering defeated the
Markham Waxers 2-1 on goals by
Morgan and Barg.
The minor peewee Raiders got
excellent goaltending from Scott Gray
and Michael Snetsinger.

Panthers beaten
PICKERING — The Wexford
Raiders' mastery over the Pickering
Panthers continued last Friday.
The Panthers were edged 5-4 by
the first -place Raiders at the
Pickering Recreation Complex. It
represented the fourth time in as
many meetings Pickering has been
downed by Wexford in Metro
Junior 'A' Hockey League action
this season.
The Panthers hosted the Aurora
Eagles at the complex Friday night,
after our deadline.
After knotting the score at 4-4
early in the final frame, the
Panthers allowed Wexford to score
the winning marker midway
through the third period.
"We played fairly well. In two of
the four games against Wexford this
year we've deserved a better fate.
It's a little disappointing on the out-
come, but it's encouraging on the
work ethic," says Panthers' head
coach John Blackburn.
Bram Hellendoorn scored twice
for the Panthers, with single mark-
ers to Stephan Koechlin and Chris
Ryan.
With the loss, the Panthers have
slipped down to fifth place in the
six -team East Division standings,
one point back of fourth -place
Wellington Dukes. Pickering has a
record of 4-7-4 for 12 points.

Racqueteers raise funds for cancer
AJAX-PICKERING — The fourth annual Chris Doona
Vets Squash Tournament brought together some of the top
veteran players in Durham Region and raised money to
fight cancer.
The tournament, in memory of Chris Doona aad Lee
<.ianebury who died of cancer, was hosted at the Ajax
Community Centre squash coum last weekend. A total of
51 entrants from the Ajax -Pickering area participated.
_ The proceeds, estimated at 5800, are earmarked for the
Ajax chapter of the Canadian Can= Sotdety.
