According to Town manager Tim Sheffield. all three sides agreed to ask for the adjournment so another attempt could be made at reaching an out-of- court settlement. Councillor Farr, who has a long history of dedicated volunteer work for several Pickering community organizations, was diagnosed last February with ALS or Arnyotrophic Lateral Sclerosis, more commonly known as Lou Gehrig's Disease. A group of Pickering community associ- ations got together to put on the 'Night Out' party Saturday as a trib- ute to him and to raise morwy to fight ALS. -A lot of people wanted to know what they could do to show solidarity with the Farrs. to show them that they cared." says Tom Mohr. one of the organizers of the Night Out. "Me pur- po%c of the evening was to bring his friends together to show that they sup- port the Farr-, in their difficulties. The Farr family has touched a lot of lives in Pickering and people wanted to give back in kind." ,And give they did- The 270 ticket.,, available for the Night Out sold quickly. At least 200 prizes were donated bv businesses and individu- als. A small army of volunteers worked long hours to make sure the event was a success, Organizers had hoped to rai,�e $6,000 from the even( to help pay the cost of a wheelchair for Councillor Farr, which will be given to the ALS society of Toronto when he no longer needs it. Everything has not been added up yet. but Mr. Mohr esti- mates the money raised is "well in excess" of that target. "Me response from the community was overwhelming. The evening was everything that we could have hoped for. Everybody got misly-eyed at one point or another but it was a happy event." Councillor Farr. 53, has served as chairman of the Pickering Public Library, chairman of Pickering Muse- um Village and as a member of the board of directors of Ajax -Pickering General Hospital. fie is one of the foundint! members of the APGII Foundation which raises money for hospital capital projects. lie has also been involved as a volunteer in local children's sports organizations and school parent association:. The councillor was first elected to repre%ent Ward 2 in last fall's munici- pal election. fie is continuing to %Lrve on council as long as he is a�lc. His wife, former Durham Board of Education chairman Louise Faff, says that since her husband fell ill many friends and neighbors have been "knocking on the door" to see how they can help. She believes diL Night Out was just another example of what a caring community Pickering is and has been for all the 18 years the- Farrs have lived here. "it was phenomenal. It was a hall filled with good times and love. It will carry us through a lot of those diffi- cult days that are to come." The Farrs particularly want to thank the principal organizers of the night, including Mr. Mohr. his wife Dee Mohr and Jacqueline Smart of the Pickering East Shore Community Organization, Pickering -Ajax Citizens Together (PACT) for the Environ- ment chairman David Steele, and Carol and Craig Bamford of the Liv- erpool West Community Association. Earlier on Saturday, $1,082 was raised for Mr. Farr and the ALS Soci- ety at Lymbird Lumber Home Hard- ware on Kingston Road. Durham Board of Education irustees also directed staff Monday to look at alternatives to costly ren- ovation projects needed at older schools, despite protest by two Oshawa trustees who fear schools in their jurisdiction are being unfairly targeted. Mike Nicholson, who represents Wards 3 and 4 in southeast Oshawa, opposed a motion passed Monday to look at reorganizing all schools, noting the original motion proposed reorganizing schools only in Oshawa. "I called (the original motion) a personal attack on Oshawa," MT. Shortfall may spell 'tragedy' FROM PAGE 1 Nicholson recalled at the board's regular meeting. Further, he believes staff don't need to be told to consider alternatives to costly renovations because "that's part of their job description." "I am starting to get licked off," agreed Kathleen Hopper, who rep- resents Wards I and 2 in south Oshawa. She called the new motion an attempt to "cloud the intention of the (original) motion. "Oshawa has been accused of being over -schooled," noted Mrs. Hopper, who fears there is a move under way to "sell our schools off'. The board currently has three Oshawa schools without 'general purpose rooms' which serve as a gymnasium and auditorium. They are South Simcoe, which is almost 80 years old, Harmony Road, which is more than 60 years old, and Cedardale, which is 75 years pointing ,) a similar trend across the Greater Toronto Area. "I don't know if uncertaintv over the (Quebec) referendum d�layed things or whether it is worries over the economy, but time is getting short. "With provincial government cuts, we know some of our agencies are facing a real financial hardship." says M.r. Hutchison. "if we don't reach our goal, there is the possibility one or more agencies won't be around next year. And that would be a tragedy for our community." The United Way funds 24 agencies providing services in Ajax and Pick- ering, including Big Brothers, Kinark Child and Family Services, the Cana- dian National Institute for the Blind, Special Children's Swim and Credit Counselling Service. It also funds three community projects. Mr. Hutchison encourages area res- idents who work outside the commu- nity and who donate to the United Way through employee payroll deduction campaigns to designate their donations to the United Way of Ajax -Pickering. old. Epsom in Greenbank is also without a general purpose room. While Mr. Nicholson recognizes those schools are smaller than newer schools in such high-growth areas as Pickering and Ajax, he notes each is at or near full enrol- ment. Board vice-chairman and Pick- ering trustee Ruth Ann Schedlich defended the motions, saying she brought them forward after learn- ing it would cost more than $6 mil- lion to add general purpose rooms to those four schools, which have a total stu- dent population of about 700. However, if trustees refuse to include con- struction of general pur- pose rooms in next year's budget, "then close the small schools and give me a big school," Mr. Nicholson told The News Advertiser. "We have to provide students with some kind of future." Still, staff will consider a num- ber of alternatives to building gen- eral purpose rooms. For example, a portable general purpose room is considered an inexpensive alterna- tive to constructing a permanent general purpose room. The first is smaller and costs about S100,0W, while the latter carries a price tag of about $1 .5 million. Reorganization of schools could also include changing the grade structure at some institutions. For example, schools which currently offer kindergarten to Grade 6 could be expanded to include Grades 7 and 9 if nearby schools are at capacity. Trustees could receive a report on reorganizing schools as early as next week. They are also awaiting a Thirty -Year -Old School Study which will recommend such improvements to older buildings as replacing windows and repairing roofs. The changes will take effect in March or April of next year. When the changes occur. the first train heading into Toronto will leave Oshawa at 5:47 a.m.. In most cases. we will be reducing service because of low ridership." The task force was scheduled to brief Municipal Affairs Minister Al Leach Tuesday on what its recomimn- dations will be, though its specific proposals won't be made public until a written report is released in January. However, reports surfaced last week- end indicating the task force is expect- ed to recommend the elimination of regional governments such as Durham Region, creation of a GTA -wide gov- emment, and pooling of property taxes across the GTA. Mayor Wayne Arthurs described the report as "purely speculative" so is unwilling to comment on it in detail . "That's certainly not a position which is in any way congruent with the posi- tion taken by the 01 Town of Picker- ing or Region of Durham," was as far as he would go in dis- cussing a super - GTA govern - Ment. (B4 Mayor Arthurs said he would wait to find out what the task force actually does recommend before commenting further. The Town is on record as opposing the amalgamation of munici- palities or the elimination of Durham Region. Janice Frampton, vice-president of the Pickering branch of the Taxpayers Coalition of Pickering and Ajax (TAXCOPA), says her organization is opposed to a GTA -wide government. TAXCOPA's Pickering group is one of the community organizations on the new citizens' advisory committee established by the Town to advise it on GTA reform. "People need to feel they can touch government. The larger government is the farther away they are." There is a segment of the population — many non -Tory politicians among them — who don't want Tsubouchi's S91 grocery budget to be suc- cessfully put to the test. L A number of politicians in Toronto spent seven days living on a reduced grocery budeet recently and surfaced wit� tales of woe and out- rage. I have to wonder if they're giving it half a chance. First, I don't think seven days is time enough to amply test living on S91 worth of groceries per month. And even if it were. judging by my experience, the first wee� should have been the easiest. There should have been lots of fresh fruit and vegetables available in the first seven days. It's the weeks that fol- low which realiv test the imagination of the budget - conscious cook. Yve heard from a number of readers living with the help of social assistance — most of them single moms. Some of those who respond- ed agree the system needs refinement and it's too easy for someone to Lake advan- tage of it. These are the peo- ple who are on welfare not by choice but by misfortune. These are the people who are going to school to improve their chances of finding a job and getting back on their feet. And despite the fact the cuts directly impact them they believe cuts are needed. They've commented that they'd rather shop at the more expensive corner store or neighborhood grocery store than Lake a bus to a dis- count or bulk store hLcause it's too hard to get there: they won't move to a smaller apartment because they'd have to give up their moth- er*s furniture-. thev refuse to live on the kina of food Tsubouchi has suggested because thev don't like ic people give them diny looks wben they go to the liquor store and that's not fair. Many of the single moms I've spoken to are on the right track. Thev're con- cerned about the atmosphere their kids are growing up in and they're seeking help in the form of parenting skills and extra -curricular activities to keep their children busy. But many stop short of smk- ing re-training for them- selves, citing transportation and child-care problems. It seems what they aren't getting is advice and guid- ance. They need help orga- nizing child care — perhaps with another mom in the same position who can relieve them while they job hunt or attend re-train- ing, car lxx)lin,, to the dis- count food store: clothing swaps — especia-Ily at this time of the year when snowsuits and winter boots are needed. Spending cut-, are what the electorate voted for and are necessary if the deficit is to be wrestled to the ground. But when Mike Harris made the cuts it appears be forgot to do one thing — talk to the front-line case workers who know the realities of welfare and moth- ers' allowance. For instance, no one thought about the fact dim cutting welfare payment% 21 per cent would mean tak- ing 21 per cent off a single mom's child -support pay- ment.s. After talking to all these people I'm of the belief social spending cut% are nec- essuv but that thev should be administered wit� a heaping helping of support for those people who genuinely want to find a job or retrain. As far as the Tsubouchi S91 -per-month diet goes — it can be done and without too much pain. Business commit- ments have meant I've had three meals outside the home in the past 23 days but I've also entertained one evening and my mom didn't mind my chicken and rice casserole at all. I've got plenty of food to do me until the end of the week and I'll have staples left over to build on for next month. Would I do it if I didn'L have to? Definitely riot. But then, I guess that's the point. Ending child poverty by 2000 discussed DURHAM — More than 24,000 or one in six children in Durham Region lives in poveny- Ways to eliminate that problem in the next five years will be discussed at a meeting Saturday, Nov. 25. Anyone wanting to help identify, discuss and come up with solutions to the problem is welcome to Toward 2000 - Eliminating Child Poverty in Durham. Durham Child Poverty Action Group, a committee of the Children's Services Council (Durham), is spon- soring the event from 10 am. to 4 pm. in the gymnasium of the Oshawa YWCA at the corner of McGrigor Street and Simcoe Street South, Oshawa. The discussion is being held on the anniversary of the 1989 all -party House of Commons resolution calling for the elimination of child poverty in Canada by the year 2000. Children's Services Coun- cil (Durham) is part of Cam- paign 2000, a national move- ment working to achieve the goal of the resolution passed in the House of Commons. Skits about children living in poverty will be performed by students from G.L. "Although quarterly starts are slightly lower, there are signs they are picking up. One sign is the positive resale market, on a recovery since last May," said Michel Laurence, Senior Economist at CMHC's Market Analysis Centre. "Another is that unsold inventories of new homes fell markedly during the summer," explained Laurence. "And the monthly details, from July to September, show rising starts." "Construction of single -detached units inched down to 63,200 units (SAAR) while multiple unit construction fell to 41,500 units (SAAR). Housing starts rose in Ontario and the Prairie region, while lower numbers were reported in B.C., Quebec and the Atlantic region. Ontario starts rose to 33,700 units from 33,300 units (SAAR). A moderate increase in multiple unit construction offset a decline in single -detached constrtiction. Resale markets in the province bounced back strongly since the early part of the year. British Columbia new construction fell to 25,000 from 26,800 units (SAAR), as a result of fewer multiple unit starts. Single -detached starts held steady. Housing starts in Quebec fell to 19,300 units from 23,100 units (SAAR). This resulted in an easing of inventory levels. The resale market is recording moderate advances. In the Prairie region, new construction rose to 18,200 units during the third quarter, up from 16,000 units in the April -June period. Greater activity was recorded for both single - detached and multiple -unit structures. Construction rose to 13,900 units (SAAR) in Alberta and to 2,300 units (SAAR) in Manitoba. Totals were down marginally to 2,000 units (SAAR) in Saskatchewan. Home construction in the Atlantic region fell to 8,500 units (SAAR) from 9,100 units the previous quarter. New construction rose to 2,600 units (SAAR) in New Brunswick and to 1,900 units (SAAR) in Newfoundland. Lower results were reported for Nova Scotia, down to 3,600 units (SAAR), and Prince Edward Island to 500 units (SAAR). *The SAAR is a quarterly figure that is adjusted to remove seasonal variation and multiplied by four to reflect annual levels. "Major spending on home renovation projects has been slow this year but should rebound in 1996 as market and economic conditions improve," said Gilles Proulx. CMHC's Chief Economist. "The expected recovery of the resale market next year will be a significant factor since a Targe number of home miss improvement projects are carried out shortly before a home is sold or within six months of purchase." Proulx stated. Indoor repair and maintenance projects. including partial or complete kitchen and bathroom renovations, tend to be most popular with resale homeowners while outdoor project improvements will not be as strong in 1996," he added. The moderate level of outdoor home improvements will reflect the low level of housing starts both this year and next. Provincially. Ontario and Quebec markets will e pax crOwd that knowswhere spend their advertising experience the highest levels of renovation spending. The Ontario renovation market should lead with an increase of just over six per cent or almost $7.7 billion in renovation spending. In Quebec, spending is expected to rise five per cent over 1995 to $4.8 billion. The strongest markets in the Atlantic region will be Nova Scotia and New Brunswick which have had fairly stable new and resale housing markets. Brenden, with the inspiration for his new business. When Brenden became mobile. his grandparents experienced the difficulty of trying to child- proof a house that hadn't had a toddler in it for almost 20 years. "It's amazing how fast he is... when he visits, it takes three of us to keep up with him." says Mr. Rice. The Rices. who have always wanted to run their own busi- ness, met Michael Rossman at a trade show earlier this year. Mr. Rossman had started a compa- ny called Kiddie Proofers, after trying to find a professional who would come and give his home a child safety evaluation. After a futile search for this type of professional. Mr. Ross - man began extensive research on the best products available to pro- tect children from household haz- ards and he became involved with the non-profit organization, Safe Kids Canada. "I guess what made me realize Michael knew what he was doing was this," Mr. Rice explains, demonstrating a piece of molded foam used to cushion a fall onto a fireplace hearth. An adult can open it with one hand, and, Mr. Rice points out, unlike pressure - mounted gates, this one makes a safe stair barrier. The products are CSA - approved and some of them are really unique. Excited with the concept, the Rices signed on as Kiddy Proofer franchisees, took a training course and are now servicing Durham Region. They offer at-home consulta- tions which include safety tips, an itemized list of potential dangers inside and outside of your house, and suggested cor- rective action. Mr. Rice says, "We leave a list of suggestions and then the parents decide which ones they feel are important." Of their new business, the Rices say, "It's fun — it's some- thing we really enjoy — and it's important." Mr. Rice explains. "We were very pleased with October's sales results particularly when we consider the economic uncertainty that led up to the referendum in Quebec," commented Mr. Fox.
