School boards across the province were bit with a 832 -million reduction in out -of -classroom funding. "What's important is we made a commitment to protect classroom funding and we continue to do that," she says. The Progressive Conservatives' reduction in social assistance by 21 per vent is devastating news for people on welfare, charges Durham Region coun- cil's health and social services commit- tee chairman. Tom Edwards, who's also mayor of Whitby, contends slashing social assis- tance payments like welfare "takes away what little dignity a person ::1s. "unfortunately there are two to three per cent of society prepared to rip off the system, but the rest arc desperately seeking employment." A single parent with one child cur- rently receives a basic allowance of $569 each month, excluding shelter, notes Mr. Edwards- 'T'hat perstxn will now receive 5446 per month which is only S 14.38 per day to pay for all necessities, excluding shelter." Joan Skelton, executive director of the Social Development Council of Ajax/Pickering. says "it's tough enough as it is" for people to get by on the current social assistance and the reduction "will make it that much rrore difficult" for them to survive. Cuts in social assistance will also adversely affect day-care service, says Kim Sharpe. a volunteer with the Supervisors Network, a local child care sul)" gnwp- Slashing assistance to single moth- ers will force parents to select child care based solely on affordability. 'rbc present government is putting money ahead of the well-being of the child" Mrs. Sharpe says. Finance minister Ernic Eves called for a complete review of the childcare system, including an examination of wage subsidy. The Tories also announced they will no longer fund day cares changing from private to non-profit status. Mrs. Sharpe says Durham was moving toward having almost all daycare ccn- tres become non-profit. Mr. Eves says day-care funding has cost taxpayers $52 million without cre- ating a single new child-care space, but operations of non-profit day cares are all above -board, according to Mrs. Sharpe. "You know where the money is going in a non-profit day care," she says. "In a private day care there's no accountability." Mr. Eves is also under fire for reduc- ing funds to social service agencies by 2S per cent — or 544 million — this fiscal year, and five per cent next year. Ms. Skelton says she is surprised the treasurer would consider funding such services "irresponsible spending". Facilities funded by the Ministry of Community and Social Services include shelters for abused women, agencies that help children and facili- ties for the developmentally handi- capped, she noses. She says non-profit organizations offering social services have already faced cuts, and there "Is no fat in their buckef " Further cuts "will make it more diffi- cult to operate" and as a result there will be "more people falling through the cracks." Ms. Skelton hopes the announced moratorium on non-profit Musing will not completely stop the construction of affordable homes, as they are necessary to offset the high cost of housing in Ajax and Pickering. Abbas wants to build about 170 units on 20 acres of land. The exact number will be determined once the alignment of Pickenng Beach Road is known. Taking pictures of your licence plate and your car only makes for very bad identification policy. Too many loopholes were left with this way of doing things. To put it in a nutshell, a law was passed to allow a person to be charged, and convicted of a crime without it being positively proven that it was that person who was guilty, of course, with a few excep- tions! To be fair, Germany has a suc- cessful photo radar system in effect. It works by taking a picture of the licence plate of the car and the per- son driving it. If they don't get a clear shot of the person, or, if the person's face doesn't match that of the registered driver, the ticket is thrown away. Photo radar will catch a speeder . travelling down the road at. 120 kmlh. Photo radar is absolutely use- less at catching a car at 100 km/h which just happens to be one-half inch off your rear bumper! Photo radar is also absolutely useless at pulling over the motorist who insists on using the lanes as his own per- sonal rebounder and in making a judgment call about the car weaving because a drunk is driving it. Photo radar was also useless in making sure that stranded motorists got effective help quickly. A certain amount of effective policing is based on public confi- dence. And photo radar struck out very badly in that respect. Right from the beginning, it stood out as just another 'cash cow' to be milked for everything the Province could get. Peoplesoon tuned in on their local radio stations to find out the latest photo radar locations, then slowed down there accordingly. Radio did its best to make sure that .location reporting was as up-to-date as possible. It also generated unsafe condi- tions on the road. All these motorists slowing down (and, of course most people slow down to below the speed limit, in some cases as low as 80 km/h) would cause a whiplash effect, as motorists behind them had to brake, and so on down the road. Do we need the extra police to patrol Ynroadk on. toa of their other 11 duties? My response to that is Yes! Yes! If I'm speeding and I get nailed, that's good! It's my fault, so I deserve it! Yes, Ontario roads are intimidating and deadly territory, and that's exactly why we need real, flexible officers out there clamping down on speeders — real people who can enforce the law! Photo radar just didn't do that. Any way you slice it, it failed the A Arn L. ___1 - test of providing the public with a valuable, important. needed service, enforcement confidence, or deter- rent value. It only created bad public perception, bad justice values, and good cash influx, all of which I find an insult to law enforcement as a whole. Good bye! Good riddance!
