Builders ask
Durham for break
on lot charges
DURHAM — The Region is
reviewing how much it charges
de-telopers and builders to construct
homes, but industry representatives
are asking for a break.
Oshawa -Durham Home Builders'
Association president Stephen
Kassinger said "(profit) margins are
razor thin" because of higher costs
and slumping sales.
Speaking to Durham regional
council Wednesday, Mr. Kassinger
said the amount of development
charges (formerly called lot levies)
imposed for building a single
detached home now exceeds the cost
of lumber.
Durham's development charge is
$7,308 for a single detached home.
Each municipality in the Region and
both Durham school boards also
impose a charge.
The Northumberland school boards
in Clarington don't impose develop-
ment charges.
Saying the industry is predicting a
25 -per cent drop in housing starts in
Durham this year. Mr. Kassinger said
-We can't afford more costs."

oper that went bankrupt earlier this

to pay for growth -related costs such
as providing sewers, water, roads,
more policing and garbage disposal.
The Wednesday session was an
opportunity for the public to com-
ment on the review.
Another public meeting will be
held in the fall and a recommendation
of how much regional development
charges should be will be considered
by Durham council in December.

cials, including
regional chair-
man Gary Herre-
ma, left Friday
for Culham,
England to tour a
fusion -research
machine called
the Joint Euro-
pean Torus
(JET).
The week-
long fact-finding
mission is
expected to give
local officials
more informa-
tion in their bid
to land the S20 -
billion Interna-
tional Thcr-
monuclear
Experimental
Reactor (ITER)
for Clarington.
ITER is the fol-
low-up project to
the JET machine.
If Clarington
wins the bid,
ITER will be
built adjacent to
the Darlington
Generating Sta-
tion.
Construction
would begin in
1998 and last 10
years. Operation
of ITER would
start in 2008 and
continue for 20
years.
`We want to
talk to a commu-
nity that has
experienced
this," says Clar-
ington Mayor
Diane Hamre.
Clarington and
Bruce County
are two sites
being considered
in Canada for the
ITER project,
which is a joint
venture between
Europe, Japan,
Russia and the
United States.
Canada is con-
sidered part of
the European
contingent.
Other officials
on the trip
include Durham
Region econom-
ic development
commissioner
Pat Olive and
Oshawa and Dis-
trict Chamber of
Commerce Presi-

Recycling bandits are prowling the bm* alleys,
boulevards and thoroughfares of southern Ontwio in
search of cardboard, newsprint, plastic and glass, At
first glance, it may appew they are doing us a favor,
but in reality they are stealing.
These Blue Box bandits are taking money out of
the pockets of every Durham Region resident with
this illegal activity.
It might seem like a harmless endeavor, but every
piece of recycling that doesn't get picked up by
Durham Region ends up costing you, the taxpayer.
The City of Scarborough expects to low $I million to
the Blue Box bandits this yew and the City is now
waging a battle against the illegal collectors. That
battle seems to have crossed the border into Durham
already.
Durham Region Councillor Gerry Emm has taken
the bold step of asking for a bylaw to protect Durham
from tbc eventual heavy influx of Blue Box bandits.
If prices for recycling continue to rise, so too will the
attractiveness of pilfering trash.
If you see someone taking your trash, don't be
afraid to take their vehicle's licence plate number and
mport. it to the Region. You'll only be helping your-
self in the long run-

I'm writing to you to talk to you
about the wetlands and how they can
be saved -
From my point of view, ducks
should have homes just like you and

ly and we should do something

I am 10 years old and I am con-
ccmed about how ducks, fish and
other animals are losing their homes.
We are destroying their habitat by
wiping out the land and building on
it. Another problem is purple looses-
trife which takes over all plants in
the marsh.
If we don't stop these problems
there will be no place to fish, no
place to walk and watch the ducks
play. What I'm vying to say is save
the wetlands.

Each second as I am writing,
ducks are becoming homeless
because we humans are destroying
their wetiand habitat just to make
ourselves happy. We do this by mak-
ing new buildings, houses and stores.
We might think ducks will just
fly away and find another pond or
marsh to live a happy life. But that's
wrong! Ducks can't just get up and
walk away from what used to be
their home. To find a new home
means ducks have to waddle or fly
for days or even weeks. Most likely'
the majority of those ducks will not
survive.
So, please think before you do
something that might save a lot of
innocent ducks lives!

sq. ft.) gross floor area to be tendered in July of 1995. The school is located at 1205
Simcoe Street North in the City of Oshawa and the renovations are to be coa,pieted and
occupied by December of 1995.
