Non-residential develop- ment is anything other than a home. Durham's public and separate school boards began imposing residential and non-residential devel- opment charges on Jan. 1. The levy is $1,728 for each residential unit and $1.33 per $100 of building permit value for non-residential projects. EDCs aren't imposed in Clarington because that municipality is part of the Northumberland boards of education which don't have such levies. Region after Ontario funds for special needs children DURHAM — Some young people in Durham are suffering because provincial funding for region children with special needs isn't keeping pace with demand and area population growth. That's the message The Fairness for Durham Kids Campaign co-chairman Morton Marder took to regional council Wednesday while seeking support for the group's attempts to get more provincial money. He succeeded in convincing council to lobby the next government at Queen's Park to address the funding shortfall here. The organization found "stalling information, startling statistics" about the amount of money provided to Durham, Mr. Marder reported Durham receives the second lowest funding per capita in Ontario for cbd- dren with special needs, he said. The provincial Ministry of Commu- nity and Social Services last year spent an average of $187 per child in Durham but $358 on each youngster in the Kingston area and 5424 in Metro Toronto. Rapid population growth isn't recog- nized by the ministry when allocating money and Durham is one of the fastest growing areas in the province, Mr. Marder said. `•'Ibey've chosen to ignore that — not just this government, but the previous government." Special needs children suffer physi- cal. developmental and psychological disabilities. To correct the funding shortfall, the Fairness campaign wants any new provincial money to be allocated for growth area% like Durham. And, the organization feels existing money should be divided "on an equitable ba%is." Mr. Manger said. The Fairness campaign begun three months ago is using the provincial elec- tion to push its platform with candi- dates running in the five Durham rid- ings, council was told by Mr. Marder, the former executive director of the Durham Children's Aid Society. The college received two telephone calls in which a man told the operator he had put a bomb in the building on Simcoe Street North. The threats resulted in a com- plete shutdown of the campus and a lengthy search by emergency crews. The first bomb threat was made to the college switchboard operator at 5:10 P.M. "The first call we received was very mum- bled," says Durham's executive director of com- munications, Mary Lynn West-Moynes. "We imple- mented our crisis response policy and immediately notified police." A more distinct and serious call was received at 5:37 p.m. The operator was told the bomb would go off in 90 minutes. After the second call, college officials decided to evacuate the building. Approximately 300 staff and students were told to go home for the remainder of the day. Durham police, fire- fighters, and college secu- rity searched the building for two hours but found no evidence of a bomb. The operators and staff at Durham College have been trained to handle these types of cases, says Mrs. West-Movnes "I'm overwhelmed by the great job that staff did. It was very impressive." It's not the first time the college has received such a bomb hoax. "We received a bomb threat about two years ago. At that time the caller was very specific as to the area." Police say they have no suspects in this case, but are investigating. "We take this very seri- ously," says Staff Sergeant Sandy Ryrie. Using the recent resignation from the board of Ward 1 region- al councillor Brian Nicholson, officials have initiated the inclu- sion of a Durham Region repre- sentative. Mr. Nicholson resigned to pur- sue increased duties stemming from his rise next year to the chairmanship of the Central Lake Ontario Conservation Authority (CLOCA). Gurney play for June premiere in Pickering By At. RIVETT STAFF REPORTER PICKERING — Get set for an emotional rollercoaster ride when the curtain rises on Theatre Durham's latest stage offering early next month. The Pickerino- based Ibeatrn troupe presents Love Letters by A.R. Gurney at the Dunbar - ton -Fairport U n i t e d Church June 2 to 4 and again of June 16 and 17. Love Letters, a play with only two actors on the stage. is directed by Felicia Migliore who's in charge of her first play for Theatre Durham. Previously, she's acted and directed with the Markham Little Theatre. Last year, she won a Theatre Ontario award as best supporting actress in Les Belles Soeurs with that commu- nity theatre troupe. Migliore jumped at the chance to direct the play for Theatre Durham after reading the play three years ago. "I was just dying to do it," she says. "I was looking for the opportu- nity and when Theatre Durham was looking for a director I said `this is my chance'." Love Letters focuses on a man, Andrew M. Ladd, (played by Darryl Marks) and a woman, Melissa Gard- ner (played by Jan Francies) now in their 40s who have corresponded with each other through letters since childhood. Migliore says the play ,hould fascinate audiences as they come to know the char- acters through the letters they've written over the years. "After I read it. I really felt I knew these people. You have to become involved in the lives of these people. You have no choice. It's a very touching play." And it is up to builders to rise up and meet the challenges ahead says the Canada Mortgage and Housing Corporation (CMHC). The '90s have already brought about many changes and the first five years have presented consumers with a great benefit — choice. According to the CMHC, the challenge for builders will be to find ways to tailor your products to specific segments of the market. Economic, social and demographic conditions are changing the housing market. These changes affect housing and settlement patterns across the country and the building industry has to be prepared to change along with the market. Large urban centres account for much of the population growth. Yet, there is a high percentage of people, between the ages of 20 and 44, who cannot afford home ownership despite current low interest rates and stabilized housing prices. That is where the building industry can play a key role, says the CMHC. The challenge for builders is to come up with innovative housing that will make it desirable for renters to make the move to home ownership. The organization says builders must continue to make efficient use of existing structures, available land and construction techniques. The CMHC adds that builders cannot achieve this on their own and municipal regulations must be more flexible to enable builders to adopt innovative ideas and practices. Another key figure for the housing industry is the increasingly large and important segment of the housing market — senior citizens. Figures show the number of house maintainers who are 75 years -of - age or older will increase by close to 46 per cent in the next 10 years, and one in five Canadians will be a senior citizen by the year 2030, according to Statistics Canada. This trend has both long- and short-term consequences and opportunities for Canada's housing market. Fiction: Some consumers assume this non-profit private corporation offers blanket warranty coverage. Fact: ONHWP was established in 1976 to give comprehensive new home warranty coverage to every new home built for sale in Ontario. It is important for new home buyers to understand precisely what is covered and just as importantly, what is not covered and how long the warranty periods last. Homeowners should take the time to read through the ONHWP warranty. This valuable information is part of ONHWP's Warranty Certificate which a home buver receives when the Certificate of Completion and Possession (CCP) is signed after .,the pre -delivery inspection. Fiction: Manv home buyers believe ONHW'P's warranty coverage has an unlimited time period. Unfortunately, many only realize their mistake only after they lodge a complaint or claim when the warranty on the particular problem has expired. This documentation should define and date the defect and include the home's enrollment number, the complete address, the lot and plan numbers and the official request to have the builder fix the problem. Fiction: Many new home buyers believe that HUDAC still exists. Fact: The acronym HUDAC stands for the Housing and Urban Development Association of Canada, an organization founded in 1971. It administered the voluntary warranty program until 1976 when the provincial government passed the Ontario New Home Warranties Plan Act making the program mandatory. HUDAC continued until 1983 when the program took on its new name, the Ontario New Home Warranty Program. Painting is probably the easiest and quickest way to bring life to a room. You can do many creative things with paint, including glazing -- which can give you unique patterns like flecks or streaks or even a marble - like effect. This can be done by applying glaze with a sponge or brush or applying glaze and then smudging it. When planning, carefully consider the overall effect you wish to create. For instance, do you want to make a small room -- like a front hallway -- appear larger? Or do you want to visually downsize a large room to make it look cozier? Wall color plays a major part in enhancing or diminishing the size of a room. For instance, a deep, dark color can make a room seem smaller, while light, neutral tones can make a room look larger -- particularly if the accompanying woodwork is painted the same color. Also think about contrasts you want to create. Take a look at the texture of your furniture and try to envision how it would look with a number of different backdrops. Also carefully consider any patterns you want to incorporate -- particularly if you plan to use wallpaper or material as wall coverings. Details and accents should also be considered at the planning stage. For instance, you may want to apply borders or stencilling around the tops of your walls, to give them some subtle distinction and set off your decorating scheme. You can use borders or stencils to highlight special areas. A popular choice with many homeowners these days, stencilling is not terribly difficult to do and there are numerous stencil patterns to choose from. consult some decorating or "how-to" books for examples and directions. You may want to practice with different color combinations on a large piece of paper first. It's not just to ensure a future, but also trying to save money on your utility bills. While you may think you'd have to live in the dark and keep your thermostat set at 20 degrees Celsius to make a sizeable dint in your bills, don't despair. There are several "common sense" things you can do to cut expenses, while still maintaining your creature comforts. There is an additional payoff as well. You'll be saving energy at the same time. To start with, take a look at your daily routines and all the things you do around the house which require the use of utilities — the washing machine. the drver, the dishwasher, the shower, the vacuum, refrigerator, lights and so on. The list is virtually endless. _WATER CON U11�lPTION Your shower stall is one of the easiest places to cut down on water consumption and save money. Consider installing a low -flow nozzle on your shower head. you can also save money by installing a shower ,head which has its own on/off valve. That way, you can turn the flow off while you are applying soap or shampoo. Also keep in mind that taking a shower generally uses less water than a bath — depending on the duration of your showers, of course. Leaking faucets and toilets also waste a major amount of water. If you suspect you have a leak somewhere in your plumbing system, or your faucets, get it fixed otherwise your money is literally going down the drain. You can also have the temperature setting on your water heater turned down to cut down on the power it take,, to heat the water in the tank. Check with your utility company for information. You may even want to insulate your water heater with a special cover. Again, consult your utility company for advice. IN ME–KITCHEN Don't open the refrigerator door endlessly and be sure to clean the condenser coils at the back of the unit every six months. If you don't have a self -defrosting refrigerator, you should defrost it when you have a build-up of about one-quarter of an inch of frost. Also be careful to avoid cramming too many items into your refrigerator because air cannot circulate properly. Exercise similar precautions when operating your freezer. Keep your oven clean as well. It will operate more efficiently. And don't preheat it for more than 10 minutes when cooking or baking because you are just .wasting power and money. If you are cooking small amounts of food, consider using your microwave or a toaster oven instead of the stove. These appliances use less power. You should also avoid using the large element on your range top if you intend to use a small saucepan. As well, try setting appliances — like your dishwasher — on low-energy settings where feasible. Avoid putting heat -producing appliances — like a stove or a dishwasher — next to a refrigerator or a freezer. The heat will cause the cooling equipment tc work harder. If you have a dishwasher, make sure you have a full load before using it and try letting your dishes air dry after washing. LA UN MY To save money on utility costs associated with laundry, try to wash one full load at a time. But its is important to remember not to overload the machine. And always use cold water in the rinse cycle. It is also advisable to wash laundry in cold water as much as possible. The same common sense approach applies to using your clothes dryer. Don't overload it and be sure to clean out the filter trap in between loads. It is also wise to avoid overdrying loads of laundry. You are just wasting electricity and your clothes get an extra unnecessary beating. Also be sure to keep your dryer and the area around it clean and lint -free and remove and clean the exhaust hose a couple of times a year. Check the vent and damper as well. If you suspect any problems, call a qualified repair person. If you suspect that your clothes dryer is responsible for a large portion of your utility bills, consider air drying your clothes when and where it is possible. Laundry smells fresher when it has been dried outdoors. You may also want to dry small items, like socks, indoors on a folding, portable clothes rack. When your laundry is dry, you simply fold up the rack and store it out of sight. These racks can be purchased at most department and hardware stores. You can also purchase small, retractable clothes like which can be installed over your bathtub. LIGHTBULBS You can replace existing light bulbs with more efficient ones. For instance, try using a 52 -watt bulb instead of a 60 -watt one. This will save energy and money and the difference is barely noticeable. For peak efficiency, be sure to keep your lightbulbs free of dust and dirt. And be sure to turn out the lights in rooms which are not being used. As well, try to minimize the number of lights you use in a room whenever possible. You may want to install dimmer switches so you can diminish or intensify the amount of light in a room to suit your requirements. This way, you will have an informed voice in the operation of what will, after all, be your home. Some of the things you should look into are: the amount of monthly maintenance fee; what the insurance is on the building and property; whether or not there will be any user charges for any of the 4eommon areas (i.e. the fitness room); how much money is in the contingency fund (is it enough for repairs depending on the age of the complex) and you should also ask to see the financial statements. Another area of responsibility of the condominium -corporation is the establishment of by-laws. All condos have them. Usually, common sense dictates what they are, but you should also review these as they could affect your enjoyment of your home. If you love cats, for example, some by-laws restrict pets. Check this out before you and your feline friends take up residence. Whatever the by-laws that are in existence, they can be changed.
