Liberal leader Lyn McLeod reiterated her commitment to dismantling the Interim Waste Authority, the provincial government agency rei)nsibie for find- ing landfill sites for the Greater Toronto Area, during a meeting with municipal politicians and provincial candidates at her Queen's Paris office Wednesday. The move would mean the responsi- bility for fuxiing new dumps will revert Separate taxes up slightly By LINDA WHITE STAFF REPORTER DURHAM — Separate school supporters will see a slight increase in their tax bill this year after the board passed a budget that will put new computers in classrooms and train teachers in conflict resolution. By approving a $158 -million budget on Tuesday, the Durham Region Roman Catholic Separate School Board matched an aver- age 0.63 -per cent tax hike approved by the Durham Board of Education last week. As a result, Oshawa residents will see their taxes decrease by about 0S6 per cent. (The actual rate must still be calculated by the City of Oshawa and may differ slightly, as there is a different prop- erty assessment rate for Wards 1 to 6 and Ward 7.) Brock will be hit with the biggest increase of 2.84 per cent. r Ajax residents will see their taxes rise by 1.96 per cent, while those in Pickering will dish out another 1.51 per cent. In Whitby, taxes will climb 0.08 per cent. (rhe tax hikes differ because the mill rate, which is based on property assessment, varies widely throughout the region.) Highlights of this year's fiscal blueprint: Tom Oldman ❑ About $684,000 will be spent on classroom computers this year, which includes replacing outdated computers and putting more computers into classrooms. i ❑ Staff will be trained in conflict resolution and positive classroom discipline at a cost of $69,000. O Three new schools will be opened — St. Elizabeth Seton elementary school in Pickering, Saint -Charles -Garnier secondary school in Whitby and Holy Family Catholic elementary school in Brock O Two elementary schools will get additions — St. Patrick in Ajax and St. Joseph in Uxbridge. Admittedly, matching the tax hike approved by the public board is a "big challenge" for the separate board, which has a "much lower" assessment rate, reports chairman Tom Oldman. But if it approved a much higher increase, the separate board could face losing support- ers, an issue Mr. Oldman hopes will be addressed soon. Figures compiled by the Greater Toronto Home Builders' Association (GTHBA) show new home sales in Ajax and Pickering were down substantially in March over the same month last year. In Pickering, 27 new houses sold and in Ajax 14 changed hands. In March of last year, 160 new homes sold in Pickering and 65 in Ajax. "We anticipated a weak fust quarter due to the spike in interest rates last fall and last Manch also represented the peak of the market in 1994,," says association president Myer Godfrey. The 27 homes in Pickering include 15 freehold units where the buyer owns the building and land and 12 condominium units where the buyer owns the building but not the land. In Ajax, nine freehold and five condominium units were sold. In February of this year, 42 new homes sold in Pickering and 14 in Ajax. The association figures show just over 1,000 new homes sold in the Greater Toronto Area in March, a 24 -per cent increase over the February sales of 818 units. However, it's a 56 -per cent decrease from the March, 1994 sales of almost 2,300. "We're encouraged by the improve- ment in sales over February and not at all surprised with the decrease in sales compared with last March," Mr. Godfrey adds. The motion is designed to provide much-needed relief for beleaguered taxpayers and show the Town is responsive to the public's demand. according to Ward 2 local councillor Sherry Senis, 01 I one of five council members who supported the motion. Prospective members have to submit their membership fee by Friday, April 28 to have voting privileges at the hospital's annu- al meeting Tuesday, lune 27. Hospital board of directors chairman Joe Atkinson says the annual meeting gives people a chance to "raise issues they want to. "It's wide open and any issue can be brought up. There isn't a pre -determined agenda." He adds, "I'm sure the future of the hospital will be dis- cussed." A recent Durham Region Dis- trict Health Council report calls for the hospital to be upgraded to a full-service facility and asks the Province to provide more money so the institution can offer extra services. What constitutes good after sales service? During the Ontario New Home Warranty Program's (ONHWP) selection of the 1994 Ernest Assaly Award winner several examples of superior after sales service emerged. One builder, for example, provides a complete information package to home buyers outlining emergency repair procedures, a homeowner's manual and how to maintain the home to ensure ONHWP's new home warranty coverage. Another builder prides himself on promoting maximum homeowner involvement. Clients are escorted through the home at key stages of construction and introduced to the builder's service personnel prior to completion of the home sale. To ensure ongoing. open communication between builder and homeowner there is a 24-hour service hotline. New home buyers should compare the after sales service program available from builders such as follow-up inspections and five-year guarantees on materials and workmanship. Some builders who want to back up their above average building standards. market appealing after sales service packages. New home buyers can easily recognize builders who pride themselves on outstanding after sales service. Builders proudly display the gold foil Seal of Excellence in their showrooms and in their brochures. This ONFMP designation reflects the builder's after sales service record but is not a judgment on design, construction, workmanship or quality of materials. ONHWP Service Excellence Award recipients (nominees for the Ernest Assaly Award) should also be noted by consumers seeking builders with a proven history of consistent customer satisfaction. Home buyers who want to determine a builder's quality of after sales service need to do their own homework. Consult homeowners in the subdivision where you want to live about the builder's response to inquiries arc; complaints. Is a legitimate complaint treated promptly and courteously? How quickly is incomplete work finished? Before home buyers enter into a business relationship with a builder, they should be aware of how previous home buyers were treated before and after the Agreement of Purchase of Sale is signed. To assist home buyers in their quest to find a reputable builder, ONHWP publishes the Home Buyer's Guide to After Sales Service. This comprehensive booklet is updated annually, rating several thousand registered builders' after sales service. This year, 1,603 builders placed in the top category of excellent after sales service. The guide offers a complete description of ONHWP's warranty coverage, several pages of home buying tips and a comprehensive pre -delivery checklist. The Guide provides another valuable piece of information to home buyers. Is the builder abiding by Ontario law and registering with ONHWP? All builders and vendors of new homes and condommiuma are required under the Ontario New Home Warranties Plan Act to register and enroll each dwelling they build for sale. Currently, 275,000 housing units are protected by warranty for up to seven years. Few investments can match the returns on a new house purchase. While the homebuyers's initial investment mar represent only five or 10 per cent of the total purchase price of a new home, appreciation accumulates on 100 per cent of the value of the home. If the homeowner sells the house, no tax is paid on the earnings for the investment — as capital gain on a personal residence is tax free. Even if prices do not rise, a home offers owners greater net worth The study indicates that if house prices increase in line with the two -per -cent general inflation rate, homeowners will have a $50,00 greater net worth after 20 years than renters investing in GICs or in the stock market, and a $167,000 greater net worth after 30 years. Even if house prices do not rise at all, the owner's net worth is still $75,000 greater than the renters after 30 years. Once the mortgage is paid off after 25 years, homeowners' shelter costs fall to less than one- third of renters' shelter costs. Homeowners can then reinvest the difference for even greater financial gain. Beyond the financial benefits, the study alto points out the "additional advantages of homeownership in terms of security of tenure, control of one's living environment, pride of ownership (and) access to an asset on which to secure a line of credit." On the surface, the 10 "advanced houses" located in communities coast to coast may not look all that different from neighboring homes, but they are the most energy-efficient and environmental ly-responsible homes in the country. Construction of the, winning designs, including an affordable urban infill project, was to begin early this year. An aging population means safety, accessibility and independence are growing issues in housing design. A cross -Canada survey of residential appraisal specialists who are members of the Appraisal Institute of Canada showed that several features were most likely to add to a home's value: • Master bedroom and ensuite bath combination. • Separate living room and dining rooms. • Family rooms. • Garage. These features, appraisers say, can improve chances of resale at a good value in the future. "Choose a house in a location close to amenities, constructed with quality materials and with adequate space for future additions and improvements," says a Halifax appraiser. "Go for quality," adds an appraiser from Ottawa. "Look at subdivisions built by a variety of builders and shop around. What does the streetscape look like? How are the rooms laid out? Are they of adequate size and attractive?" Appraisers were also asked if they thought first-time buyers should consider the size of a house over the presence of luxury features, given an equal selling price. The answer, they agreed, was to choose the largest house for the money and then add the luxury features as needed. For buyers able to afford luxury features, appraisers recommended looking for mainfloor laundry rooms, two -car garages and energy-saving features such as high -efficiency furnaces. Professional real estate appraisers routinely provide value estimates to banks, trust companies and mortgage brokers as well as private firms and individual property owners.
