AJAX — A 72 -year-old Ajax man sen-
tenced to six months for molesting five young
girls should have been given a stricter sen-
tence, according to the parents of two victims.
The man. who had pleaded guilty to one
count of touching for a sexual purrK).e and
four counts of imitation to sexual touching
back on Jan. 4. was sentenced in Ontario
Court General Division in Whitby Friday.
In addition to the jail term. Mr. Justice
William Lane sentenced the man to three
years' pr *ation and ordered him not to have
any contact with children under the age of 16

The sentencing marked the end of a three-
year long ordeal far the victims and their fam-

The Metroland Readership Survey
is the most comprehensive study in
existence about the reading and buying
habits of the people in our communi-
ties.
Conducted by Kubas Consuitants,
one of the most respected management
consulting fums in Canada, the survey
tools about three months to complete.
The source sample was distributed
by mail in late fall of 1994, using spe-
cific postal codes to define a sample
from which households were randomly
selected. Respondents were all 18 years
of age or older.

Trustees told
to hike taxes,
fix old schools

DURHAM — The Durham Board of Education
should raise taxes one per cent to pay for much-need-
ed renovations and upgrades to older schools across
the region, the board's standing committee was told
Monday night.
The request came from the Duke of Edinburgh
Public School Resource Study Committee, which has
just completed a three-month study emphasizing the
need for a new library, computers and general repairs
at the 41 -year-old Oshawa school.
Although the study focused on deficiencies in the
Oshawa public school, there are similar problems at

'Trustees told to raise taxes to upgrade aging n schools

including about a dozen
other aging schools in
Oshawa, plus another dozen
spread out in other munici-
palities across the region.
"Our findings hold true
in other municipalities, but
the problem is more pro-
nounced in Oshawa given
that we have 30 per cent of
the student enrolment and
only three new schools
were constructed from 1980
to 1992," Kerry Thomas,
chairman of the Edinburgh
committee, told trustees as
about two dozen Oshawa
parents looked on.
In comparison, Pickering
and Whitby, which have
about 20 and 18.5 per cent
of the student enrolment,
respectively, each have had
five new schools built in the
last 12 years. Meanwhile,
Ajax, with only 17 per cent
of total enrolment, has had
eight new
schools built in
the same period.
"New schools
get the resources
like a new
library, plus they
get a budget
allocation for
furniture, equip-
ment and sup-
plies,- she said.
Aging schools
have to make
due with worn-
out heating,
electrical and
air -circulation
systems and
damaged roofs
and parking lots,
trustees were
told. Cuts to the
board's mainte-
nance budget
have further
aggravated the
situation.
"This lack of
funds has creat-
ed a total main-
tenance focus on
fine fighting with
little to to focus
on upgrading or
bringing the
standards of the
olds schools up
to equitable
plant condi-
tions," Mrs.
•ILomas said.
What little money is
allocated to school repairs
and renovations is awarded
on a point system which
favors high-growth areas to
the west over low -growth
areas to the east, resulting
in further inequities.
"We're not saying the
Duke is the only school in
this spot. All older schools
are in a similar situation. It
would be expected there'd
be some upgrading and
plant conditions that had to
be addressed in older
schools. By not doing so, it
has direct implications on
the quality of education for
our children and their per-
formance," she says.
To address the problem,
the school board could
choose one of four options:
0 increase block budget
for aging schools to address
old resources such as
library books. (This option
would not address high cost
items such as plant mainte-
nance and renovation.)
13 capital funds could be
allocated within the current
budget and offset by budget
reductions in other areas.
L1 taxes could be
increased by one
cent, resulting in $
million in additional
revenue and an
increased cost of
$21 per household.

be redirected toward main-

additions at older schools.
The presentation
received mixed reaction
from trustees, who were
ympathetc, while at
the same time
resigned to the real-
ity that there's very
little that can he
done to address the
problem.

But Oshawa's Kathleen
Hopper said ratepayers are
tired of seeing their tax
money used to construct
new schools in the west
while their children attend
dilapidated schools in the
east.
"A lot of Oshawa tax-
payers are under the
impression money goes out
of Oshawa and it goes
everywhere else and never
comes back to their com-
munity. It's being penny-
wise and pound-foolish,"
she said.
She also criticized the
board's point system for
allocating upgrading funds,
which is largely based on
growth.
"If you live in older
areas, you don't see the
improvements."
"We as educators have
spent a lot of money on
programs which are non-
mandated, but we're not
giving basic education
across the board to our stu-
dents," added Oshawa
trustee Mike Nicholson.
Later in the meeting,
trustees approved a motion
by Mr. Nicholson asking
that the school board create
an ad hoc committee to
review the point system
used to allocate funds in the
elementary upgrading plan.

Durham Region home buyers have lots of choice
DURHAM — If you've noticed more For
Sale signs in front of area homes, it's no
coincidence.
Homes listed for sale were up 25 per cent
in January from the same time last year,
reports the Durham Region Real Estate
Board.
Board president Patricia Mapplebeck says
862 homes were listed for sale in Durham
Region in January.
"Perhaps people are more hopeful," Ms.
Mapplebeck says. "Maybe it's part of a pent -

We conducted surveys in 1990. 1992
and 1995 and each year the readership
has steadily increased." he says.
Leonard Kuhas, president of the firm,
says there was an excellent response to
the survey.
"That's because there is a strong link-
age between the community and its com-
munity newspaper. Community newspa-
pers have become an integral part of
community living." he says.

Inquest begins
into summer
go-kart crash
death of
Pickering girl
PICKERING — A coroner's
inquest began Monday into the
death of a 10 -year-old Pickering
girl killed in a go-kart accident in
Shannoxuville last summer.
The Belleville inquest, which
will explore the circumstances sur-
rounding the tragic death of Sara
Young in July, is expected to take
about a week, according to the
Crown attorney's office in Hastings
County.
Sara, of Fieldlight Boulevard.
was vacationing with her parents
Gail and Cameron Young and her
sister near Belleville at the time of
the accident.
The family was visiting the go-
kart track at Shannonville
Motorsports Park, just east of
Belleville, when the accident
occurred. Sara was killed when the
go-kart she was driving left the
course and slammed into a tractor -
trailer permanently parked nearby.
The owner of the track is facing
criminal charges in connection with
the girl's death. A trial date has
been set for April 24 in Belleville
provincial Court.
The company is charged under
the Amusement Devices Act by the
Ministry of Consumer and
Commercial Relations.
The charges are for operating a
business without a licence; operat-
ing an unsafe amusement device;
having an inadequate barrier around
the track; and having improper
fencing around the track.
The charges carry fines of up to
$100,000 for companies and
$25,000 plus one year in prison for
individuals.

Damaged nuclear reactor
may be running next week

PICKERING — The nuclear
reactor flooded last December
when a faulty valve malfunc-
tioned could be up and running
as early as next week,
Pickering Nuclear Generating
Station officials told council
Monday.
Plant director Pierre
Charlebois also told Pickering
councillors at their meeting "it
took two components to fail on
Dec. 10" which led to the spill
of heavy water onto the reactor
unit's floor.
The first component itself,
the opening of the
valve...should not have caused
the need for the emergency
cooling system to operate," he
said. "In fact, the second fail-
ure occurred when a second
and separate relief valve open-
ing caused a significant vibra-
tion in the pipe. That vibration
led to a crack and this led to
the water spill."
fie added Ontario Hydro
officials have "now established
conclusively that the cause of
the failure was due to a less -
than -adequate design."
In his update to council on
the incident, Mr. Charlebois
told council Hydro hopes to
implement design changes to
prevent such an occurrence
from happening again. That
would include, in part, replac-
ing the valves more often.
Pipes similar to the one
which cracked in the Unit 4
reactor, meanwhile, have been
redesigned to change the posi-
tion of the relief valve.
Installation of the modified
pipes will be completed by this
weekend, Mr. Charlebois said.
The design changes are cur-
rently being lab tested in
Huntsville, Alabama.
He added that start-up of the
reactor requires approval from
the Atomic Energy Control
Board and the Ministry of
Consumer and Commercial
Relations.
"At the present time, I antic-
ipate the return of the service
in early March," Mr.
Charlebois said.

Playing returns to thinking of the
dark age? I don't think so.
Many years ago when I was
studying Child Development and
Psychology we studied how the
introduction to a variety of types of
toys and role playing actually led to
a much healthier and happier child-
hood. The variety of toys stimulme
learning. I was saddened when I
read the article in the Toronto Star

Teaching teachers
Although the teachers' union is up in arms about
the way teachers are educated, it is a good idea.
The Province has decided to reform how teachers
are taught, and much of what the plans entail are
laudable.
By creating a professional body, called the
Ontario College of Teachers, there becomes a struc-
ture to control training, discipline and recertification
of Ontario educators.
Other changes would include mandatory recertifi-
cation of teachers every five years, and the teachers'
college training program increased from one year to
two.
The Ontario Public School Teachers' Federation
is labelling the changes as "an attack."
But rather than use aggressive language in reac-
tion to the proposals, teachers would do well to con-
sider the benefits of a body that regulates teaching
standards.
Most teachers work hard at what they do. But they
have a huge responsibility in teaching our children as
well as a considerable influence on their young lives.
We must appreciate the amount of work done on
the front lines by our teachers, but there is nothing
wrong with trying to raise the quality of the job being
done.
There is nothing in the proposed recommenda-
tions that significantly adds to the burden teachers
have to bear, other than asking them to attend an
extra year of teachers' college.
While the union may consider it their responsibili-
ty to protest anything coming from the Province, they
should stand back and take a more objective look at
what is really being proposed here, and what it means
to the people that count the most — the students.

sions. I question the 'valid' surveys.
I was raised on a little southern
farm and wore cowboy boots to
school until the fifth grade. I swung
on ropes in the bam to drop into the
hay piles. We played cowhands and
farnners, where sometimes I was the
one to cook in the kitchenh but I also
was the mechanic or driver. Other
times I would be the doctor or nurse-
d grew up to be `normal'
I broke my fust pair of glasses by
getting a baseball right between my
eyes.
Guess what'? I am very happy
with my role as a woman, but not
always so happy with gender
boundaries. When I taught day care I
encouraged the boys to be in the
play kitchen as much as driving the
trucks. I encouraged the girls to play
with Lego and building ec 4n=t,
as much as with the baby carriage.
Then I encouraged us all to take off
our shoes and walk in the mud
before getting washed o8• with the
hose. Together we all made boxes
into spaceships and boats.
I will continue to encourage par-
ents to expose their cbikken to many
arras of creative ley and pray that
'studies' like these will not frighten
them from enjoying these experi-
ences with their children. The most
important roles those children will
have when they grow up is to be
healthy spouses and parrots.

Cross "urgently" needs people to help
with its Meals- n-Wbeels program.
If you can spare an hour -and -a -half
one day a week between 11:30 am.
and 1 p.m. delivering hot, nutritious
meals, the Red Cross wants to hear
from you.
There are four Ajax mutes available
and one Pickering route. Mileage is
paid quarterly to all drivers, who must

these weight restrictions apply.

Pickering branch of the Canadian Red
Cross "urgently" needs people to help
with its Meals- n-Wbeels program.
If you can spare an hour -and -a -half
one day a week between 11:30 am.
and 1 p.m. delivering hot, nutritious
meals, the Red Cross wants to hear
from you.
There are four Ajax mutes available
and one Pickering route. Mileage is
paid quarterly to all drivers, who must
have a valid licence and their own car.
One packing position is also avail-
able.

The Provincial Nuclear Emergency Plan and the Durham
Region Nuclear Emergency Plan will be tested in an emergency
simulation exercise on February 22 and 23, 1995, in co-operation
with the Pickering Nuclear Generating Station
It will involve the Province, Ontario Hydro, the towns of
Pickering, Ajax and Whitby, and the Municipality of Metropolitan
Toronto. Fire, police and ambulance services, together with other
emergency response organizations and Durham Regional
Departments will participate.
Certain Pickering and Ajax schools will participate in evacuation
drills as part of the exercise. The Students and Staff will be taken
to pre -determined evacuation centres. These will be detailed on
Thursday, Feb. 23, 1995 at 9 a.m.
The Provincial Nuclear Emergency Plan must be tested
periodically, in conjunction with the regional and municipal plans
of affected communities, by means of drills and exercises.
This exercise will test operational features of provincial and
regional emergency plans as well as the communication links
that would be necessary to convey important safety information
and instructions to the community. Many of these are internal
procedures.
THE SIMULATION WILL NOT CREATE ANY
DISRUPTION IN THE COMMUNITY.
THERE WILL BE NO ROAD CLOSURES

The public should be aware that the evacuation of certain
Pickering and Ajax Schools will take place on Thursday, Feb.
23 after 9 a.m. and should not be alarmed to see schools
being evacuated and emergency services present. K there

Arsonist hits computer business
OSHAWA - An arsonist touched off
an early Sunday morning blaze which
caused an estimated $250,000 damage
to a building on Waterloo Street housing
Computer Integrated Networks.
Preliminary investigation has deter-
mined arson, but Oshawa Fire
Department fire prevention officer Clare
Snoddon would not release further
details of the fire, saying the Ontario
Fire Marshall and Durham Regional
Police have been called in to investi-
gate.
"I don't know who would want to do
this to us," said company co-owner
Andrew Davies, who confessed to being
shocked by the events. "Everything was
going along very well in the business."
Mr. Davies, of Whitby, said 12 peo-
ple are employed in the business which
is involved in computer network con-
sulting and installation as well as com-
puter training.

was right and access was great."
Mr. Davies said the main problem
was getting access to records that might
have survived the fire.
He said the company was located in
Oshawa for sound business reasons and
it would remain in the city. The nature
of the business, mostly outside sales,
allows it to continue to operate for a
time without an office.
There was nobody in the building at
the time of the fire, nor were there any
reports of injury among the 17 firefight-
ers who responded to the call, Mr.
Snoddon said.
Damage was estimated at S100,000
to the building's contents and S150,000
structural damage.
The fire was discovered at 6:08 am.
when someone driving by noticed
flames and reported them at nearby
South Hall station.
Five trucks responded but flarnes had
already burned through the roof of the
building.

The accident occurred as motorists were
slowing due to an earlier collision, says
Whitby detachment OPP Constable Michel
Boulay.
A tractor trailer carrying 30,000 pounds
of soft drinks couldn't stop in time and
plowed into a car ahead of it. That vehicle
then slammed into another car in front.
Const. Boulay says the tractor trailer
Jackknifed into a ditch, partially blocking
the Thickson Road off -ramp. The drivers of
the two cars suffered minor injuries, while
the truck driver walked away unscathed.
• It could have been a lot worse," Const.
Boulay says.
The accident closed highway lanes for a
short time.
Const. Boulay says police are stip investi-
gating the accident, but will be laying
charges. At press time, he did not say who
would be charged.

PICKERING — When
Pickering Players opened their
production of The Gingerbread
Lady last weekend, they were
staging perhaps the most somber
work by American playwright
Neil Simon.
It's about people coping and
carrying on with life, despite
problems. The Gingerbread Lady
is not high drama. but rather low-
key and more true to life because
of this.
The set, representing a New
York apartment, is deeper than
most sets at this theatre and very
three-dimensional. It's a good
set, though it seemed to me to
need more furniture.
There are six roles, four of
them very major. The actors
must be totally immersed in their
roles to keep the audience
involved so the Players faced
some real acting challenges.
They met these with consider-
able, though not complete suc-
cess.
Ken Bond gave a convincing,
though subdued performance as
Jimmy Perry, a usually out -of -
work actor and long-time friend
of Evy Meara.
Anita Lawson was good in the
role of the uptight Toby Landau,
another close friend of Evy, con-
cerned about her friend, her mar-
riage and her appearance. More
humor might perhaps be found in
the roles of Jimmy and Toby.
Brodie Causton brightened up
the first act as Manuel, the impu-
dent grocery delivery man.
Unfortunately, he was only in act
one.
Carl Shannon had one major
scene as Lou Tanner, a hippie
musician (the play is set in
1971), and one of Evy's former
lovers. I think his performance
was good, though his costume
was so colorful that it was dis-
tracting.
As Polly, Evy's daughter,
Andrea Giorgi was sometimes
very strong and fully in charac-
ter, but often seemed to be wait-
ing for something to do.
In the pivotal role of Evy
Meara, Louise Lukianchuk was
very good. She conveyed the
emotional roller -coaster that her
character is riding, while making
very effective use of her opportu-
nities for laughs.

The Reading Week Party

writing it. This show gave me
more laughs than many much
lighter plays.
When the relationship
between Evy and Polly caught
fire, it was very real and involv-
ing, providing the best moments
of the play.
This production is entered in
the Festival of the Association of
Community Theatre. After the
show on Saturday, the audience
will have a chance to hear an
adjudicator's feedback on the
production. The experience adds
another dimension to theatre
going.

AJAX-PICKERING — It w7a7bet-
ter late than never for an Annandale
Curling Club rink at the Intermediate
zone playdowns in Scarborough on the
weekend.
Annandale's Warren Leslie four-
some, a late entry into the intermediate
event for curlers over 40 at the Tam
Heather Curling Club Feb. 18 and 19,
ended up winning the 'A' side of the
playdown.
Joining Leslie on the squad were
Bob Rudkin, Vince Bain and Tony
Davidson.
The rink will now proceed to the
regional intermediate playdowns at the
Bayview Curling Club March 4 and 5.

Association's Silver Tankard Zone
Playdown at the Ajax club are skips

A new curling skills competition
called Ford Hot Shots will be intro-
duced at three curling championships
this year.
New 1995 Ford vehicles will be
presented to the best shot -makers at
the Scott Tournament of Hearts in
Calgary, the Labatt Brier in Halifax
and the Ford Worlds in Brandon.
It's the first time any tangible
prizes will be presented to curlers at
these championships, bowever, a sepa-
rate competition will decide the win-
ners. Curlers are awarded points on
their execution of six different shots.
and the top eight players will advance
to a playoff round. The winners will
take home a new vehicle.
We may also see. in the future. that
there will be prize money paid to the
competitors at these championships.
As Ed 'The Wrench' Werenich
says, the curlers are currently "100 per
cent of the show, but get zero per cent
of the revenue".

CAPITAL GAINS ELECTION PACKAGES NOW AVAILABLE
OTTAWA, December 21,
1994 ... Revenue Canada
today released two
information packages to
help Canadians claim their
remaining capital gains
exemption. The
Department has also set up
toll-free numbers for
people who need general
information or assistance
in making this claim. The
numbers are 1-800-959-
8281 for English enquiries,
and 1-800-959-7383 for
French enquiries.
As a result of the
February 1994 budget, the
$100,000 lifetime capital
gains exemption is no
longer available for
property disposed of after
February 22, 1994.
However, by filing an
election with their income
tax return, Canadians who
owned property on
February 22, 1994 can still
claim the unused portion of
their $100,000 capital
gains exemption. And,
they don't have to sell or
give away their properties
to do so.
The two information
packages will be of interest
to anyone who owned
property on February 22,
1994, such as cottages,
rental property, land,
stocks and bonds, mutual
funds, jewelry, art, coin
and stamp collections, and
taxi and fishing licenses.
The Capital Gains
Election Package for
Seniors is available for
persons over 65 who have
simple investments and
who file the TIS -A Income
Tax and Benefit Return.
The other package, a more
detailed Capital Gains
Election Package, is
available for individuals
whose capital gains
situations range from
simple to complex.
These packages contain
the necessary form to file
an election and instructions
on how to complete it.
Each package leads
individuals through the
election process by
answering such questions
as:
• What is a capital gain?
• What are the tax
implications of filing an
election?
• What are the tax
benefits?
