cable TV subscribers angry because
they've been "hung cwt to dry" are
being urged by their MP to pull the
plug on "unfair" cable companies
charging more for channels con-
"umcrs don't necessarily want.
Over 250 callers have kept the
phones ringing in the office of
Ontario Riding MP Dan McTeague
expressing anger they'll now have to
pay more for cable service just to
keep the channels they've received
in the past.
Among those who phoned Mr.
McTeague to complain about the
cable rate hikes was Surinder
tiehdev of Pickering.
-My concern is not about the
amount of money but the way it is
done," says Mr. Sehdev. "You don't
have a choice whether you want
these channels or not. -
Mr. Sehdev adds he was "sur-
prised" the Canadian Radio -televi-
sion and Telecommunications Com-
mission (CRTC) allowed cable
companies to introduce the new
channels this way.
He's considering cancelling his
cable service and going back to the
currently -inactive satellite dish sys-
tem he already has at his residence.
Miklos Springer of Whitby
describes the new cable price system
as "ridiculous.
"We have a service that we pay
for," says Mr. Springer. "If we wad
to keep that service 1 have to get
some other things which I'm
absolutely mot inleriesled in and pay
$3 and something more."
He says he is already paying a
cable bill of about $60 a month.
"Why should I pay more if I
don't want those (new) services?"
he asks.
Mr. Springer says, however, that
he isn't likely to cancel his specialty
package berets he doesn't want to
give up TSN. CNN and some of the
other channels he's had until now.
Doug Humphries says he plans
to cancel his specialty channels if
the cable companies don't back
down and let him keep his old ser-
vices for the same rate.
Mr. Humphries believes the
cable companies might be persuaded
to give people back their old chan-
nels if many subscribers cancelled
their service.
"We just have to stand up and
say enough's enough."
Mr. Humphries adds the rate
increases are particularly unfair in
light of the fact the cable companies
have a monopoly and consumers
can't pick another competing firm to
which to subscribe.

resentative for Ajax. Pickering and

telephone calls in
the early morning hours of Dec.

himself as Durham Regional
Police Detective Sergeant Tom
Cameron.
Det. Sgt. Cameron says the
impostor told the residents that
warrants had been issued for
their arrests and advised them
to report to 25 Division in Pick-
ering the next day.
The youth did such a con-
vincing job of impersonating
the detective that two out of the
three residents showed up at the
station as ordered.
The perpetrator was nabbed.
however, after one of the resi-
dents had Bell Canada trace the
crank call back to the culprit.
When police executed their
search warrant, they recovered
a Jerky Boys cassette, Det. Sgt.
Cameron says.
"Tire Jerky Boys are getting
more popular with the younger
set. The suspect told us he
decided to make some crank
calls himself after listening to
the tape." he says.
The suspect told police he
decided to impersonate the
detective after seeing a front-

of the News Advertiser about a
Pickering pet store robbery in
which Det. Sgt. Cameron was
quoted.

PICKERING — The Roman god
Janus, who lent his name to the
month of January, had two faces: one
to look back and one to look for-
ward. Looking back at the past and
forward to the future comes naturally
at this time of year.
As we start a new year, the News
Advertiser asked some of Picker-
ing's personalities to Lome up with a
wish list for 1995. They also toll us
what kind of a year 1994 was.
Mayor Wayne Arthurs:
Last year was a good one for
mayor Arthurs. Ile was re-elected by
a close margin for his third term as
mayor. He notes the Town did not
raise taxes, but improved its infra-
structure with such projects as the
fire hall at Finch Avenue and Dixie
Road and the planned Claremont
community centre.
"A lot of good things went on
during `A" mayor Arthurs says. "It
was an excellent vex"
He's optimistic 1995 will be Just
as good. The mayor's hoping for no
increases in taxes, that the district
plan review will be completed, that
the Town will win its bid to close the
Brock West dump and that the
provincial government will withdraw
itself from the Interim Waste
Authority hearings looking into fix-
proposed

good news for the Ajax -Pickering
Board of Trade.
The organization was able to raise
its profile during 1994, Ms. Whyte
says.
"We became a bigger voice at the
provincial and federal level."
The board also met its goals for
1994, set the year before. One of
those goals was to introduce the
Business Excellence Award,, which
were harked out for the tir:.t time in
October.
The Board of Trade will be cele-
brating its 40th anniversary in 1995.
One of the goals for this year is to
lobby government more. says Ms.
Whyte. The board also hopes to start
a proram that would encourage resi-
dents to shop locally.

companies are adding the new chan-
nels approved last month by the
CRTC to their existing specialty -ser-
vice packages and charging sub-
scribers more for them, instead of
offering the new channels separate-
ly.
Describing what the cable com-
panies are doing as "unfair", the MP
says, "The consumer is being hung
out to dry here" as most subscribers
will have to pay about $3 extra per
month to keep the channels they
have had until now.
lie notes there are cable compa-
nies in Canada that are only charging
extra for the new channels and
allowing their subscribers to keep
their existing service at no extra cost.
Mr. McTeague has written to the
federal minister responsible for the
CRTC and cable industry, Michel
Dupuy, asking for a review of the
approval recently granted the new
specialty channels.
The MP also opposes the "nega-
tive marketing' approach taken by
the cable companies, under which
subscribers are assumed to want and
are billed for the new specialty chan-
nel packages unless they phone to let
the companies know otherwise.
But according to Earl Dusek.
general manager of Maclean Hunter
Cable TV in Ajax, changes in cable
service have been necessitated by
CRTC rulings associated with its
approval of the new channels.
"What we have to remember is
how these licences were granted. I
can no longer offer what they (cable
subscribers) already had. -
Mr. Dusck explains the rules
have been changed so cable compa-
nics must, as of Jan. 1, supply one
Canadian channel for each American
channel they offer in their specialty
service packages.
The previous ratio required only
one Canadian channel for every two
American stations.
For example, Maclean Hunter in
Ajax used to provide CNN, Head-
line News, Arts and Entertainment,
The Nashville Network (all Ameri-
five American and seven Canadian
channels in the package.
Mr. Dusek also points out the
CRTC requires cable companies to
pay for the new specialty channels
on the basis of their total number of
subscribers, regardless of how many
of their customers actually subscribe
to each channel.
He maintains the only way for
cable companies to offer a wide
selection of specialty channels at a
reasonable rate is by providing them
to all customers in packages. He
notes, for example, that 10 years ago
when TSN was launched it was a
"discretionary" service that cost
Ajax cable subscribers 57.95 per
month. Now, it is available as part of
a package of 12 channels at $8.10
per month.
Mr. Dusek recalls customers
complained about having to pay for
channels like A&E and CNN when
they were first put in the specialty
service package. Now, he says, they
are usually among the channels cus-
tomers say they want to keep when
they complain about having to pay
for new ones.
Mr. Dusek also maintains the
CRTC requirements for Canadian
channels imposed have been crucial
for the development of the multi-
million -dollar Canadian TV and film
production industry and all the jobs
it creates.
He notes, for example, that the
new specialty channels are expected
to provide a $500 -million boost to
the Canadian industry.
-1 think we have to give these
Canadian services a chance to be
viewed,- says Mr. Dusek. "At Sl a
day (in Ajax) cable is still an
extremely goal value."
Helen Latimer. sales and market-
ing manager for Trillium Communi-
cammtt, which provides cable service
to Pickering, echoes Mr. Dusek.
She also notes, however, that in
three to five Years cable companies
will likely be able to provide -pick
and pay" service where customers
will be able to choose and pay for
only the channels they want. The

Durham Region's two school boards are off to a posi-
tive start in the new year, with a view to saving overbur-
dened taxpayers some of their dwindling dollars.
The public and separate school boards have formed a
joint services committee to look at ways of eliminating
duplication of services within their administrations and
streamlining the delivery of those services.
Though each school board has developed in relative
isolation from the other for generations, the time has
come for this move. The joint services committee's
objectives are achievable with rational debate and cre-
ative thought without jeopardizing; curriculum or com-
promising, in the case of the separate school board, its
'Catholicism'.
It should be noted the school boards have alreadv
joined forces to save money in various areas, but this
committee provides a formal structure where both sides
can come up with new ideas.
The good news is Tom Oldman, separate school
school representative on the committee, has indicated
"any area is under scrutiny".
The better news is the committee's members seem to
concur with that philosophy as it prepares to sit down
and begin targeting areas where sayings can be made.
The beneficiaries will be the people who've been
footing the hill during particularly rough economic
times.
Each school board deserves recognition for this
ambitious venture; officials at each are clearly respond-
ing to calls from the public demanding much better
value for their tax dollar.
The end result: large administrations run far more
cost efficiently, a higher level of co-operation between
the two, and a continuing quality of education.

THREE HOUR PARKING LIMITATION
Like every other municipality in Ontario. the Council of the Town 4 Pickering
has passed a by-law to regulate parking throughout the Town. The purpose of
such a by-law is to ensure that all the roads in the Town arc kept reasonably clear
of cars and trucks in order to allow for the proper movement of vehicular ra1Tc
and emergency vehicles.
Certainly the Town recognizes that people will have visitors to their bone from
time to time and that those people may have to park tin the road. The intent of the
Parking By-law is to ensure that people are not parking on the roads for Long
periods of time or in areas that inhibit the safe movement of traffic.
The Parking By-law states that -No person shall (m any highway park any
vehicle for a period longer than three hours...- It is this section that the Town's
By-law Enforcement Staff and Police use to ensure that all roads arc kept
reasonably clear but at the same time allow people to have visitors. Most of the
single and semi-0ewc hed housing in Pickering have a garage and driveway that
will accommodate the parking of at least two cars. In multiple family dwellings.
such as apartments and townhouses, tient is sufficient parking for both residents
and guests on site.
This section of the Parking By-law will be edfdxeed vigorously during the winter
to ensure that the roads are kept dear of snow right to the curb. In addition to
renewing a ticket for parking longer than three hors, the By-law Enforcement
Stair will follow this up the neat day at the latest to see if the vehick is still in
the same spot sad if so, it will be towed away.
A violation of the three bout parting limit could result in a rine of $25. It is
hoped that residents will understand die reason for such a regulation and comply
With it.
if there are airy questions about the Parking By-law, please contact the Municipal
Law Enforcement Staff at 42D4615.

tion between the two boards as
well as identify new areas where
cost savings could be achieved
and program delivery improved.
"The joint services committee
has basically been put into place
to summarize areas where we can
save money at both boards," Mr.
Oldman says.
"As far as I'm concerned, as
long as we don't lose sight of the
integrity of the respective school
boards, any area is under scruti-
ny"
The public school board is
equally committed to streamlin-
ing service delivery in an effort
to reduce costs, says Miss Bow-
man.
"The intention of the joint ser-
vices committee is to maximize
the use of our resources at both
school boards so there are maxi-
mum benefits for the families we
serve.- she says.
If there is a better way to
serve our community and reduce
taxes, we will explore that."
Some shared services have
been in existence at the two
school boards for a number of
years. Two in particular — joint
media library and courier services
— have been shared by the
boards since 1969.
Computer administration sys-
tems have been shared to some
extent since 1984. On-line stu-
dent administration systems were
introduced on a shared basis in
1987 for high schools. The sys-
tem was introduced at the ele-
mentary school level last year.
In the area of transportation,
the public board is sharing its
computerized transportation sys-
tem with the separate school
board with a view to merging bus
routes currently being duplicated.
The two boards are also work-
ing co-operatively in the areas of
adult and continuing education,
professional development for
teachers, purchasing and home
and school programs.
Both Mr. Oldman and Miss
Bowman believe there are other
areas of co-operation between the
two boards which need to be
explored.

County Town Singers one big, happy family
0 Voices ring out loud
and clear as Durham
group sings for the
sheer joy of it
By LESLIE FLINT
SPECIAL TO THE NEWS ADVERTISER
DURHAM —Back in 1967,
while Canada was preparing to
celebrate its 100th birthday, a
handful of Durham residents
responded to a call for participants
in centennial festivities by forming
a choir.
Twenty seven years later, the
Whitby -based County Town
Singers are still going strong.
Membership has swelled to
approximately 70 dedicated men
and women ranging in age from
20 to 75. They sing just for the
sheer love of it.
That joy rano out loud and
clear when the County Town
Singers performed to sold -out
• crowds in their standing -room
only Christmas concerts and a
joint Yuletide show with the Pick-
ering Concert Band complete with
a visit from Santa and a live rein-
deer.
Choir president Marianne Vogt
notes that performing a wide vari-
ety of music provides something
for everyone. whether they're afi-
cionados of the classics, jazz, pop.
show tunes, big hand, iruernatiooal
a Canadian music.
"Dur music director Barbara
Ouellette and assistant director
David Marlowe especially like to
enwre that we draw from our tal-
ented Canadian rnmposers," says
Ms. Vogt_
What also endears the County
Town Sinters to the auelience is
the fact that they perform without
any mucic except that provided by
accompanist David Swadling.
Although this entails "a real chal-
lenge for some to memorize all
our pieces. it allows fcx treat audi-
ence contact." Ms. Vogt explains.
"We aren't buried in the music.
We're singing directly to the audi-
ence which energizes everyone.
After otic performances. everyone
has a smile. I guess you could say
we're a fae!-good kind of dloir."
Auditions for all sections
(soprano. alto, tenor and bass) are
being held Jan. 4 and 11. The
ttnonpe is looking for people with a
eataia quality of sound, not nee-
. ttxsarily a perfect or highly-aaiood
void. Cttrneat members' musical
'' abi4ties vary.
• Aod, you don't neod nerves of
steel to audition, reassures Ms.
. Vogt. "We aren't intimidating at

Other upcoming event, include a
Dine 'n' Dream Auction in Marrh,
a cabaret and dance show and a
spring rnncert. As the number of
County Town Singers continues to
grow, the choir's concerned that
its current rehearsal facilities may
some day be too small. -
Ms. Vogt notes lade of spar is
a problem plaguing a number of
groups. "These groups need a
venue, with a decent stage, how-
ever none of us can afford to rent

It's more than just an English Pub.
In fact it's more like an English, Irish,
Scottish, German Pub and that 's exactly
what owner Leo Smyth wanted.
"It's a pub for everyone and what we
have done is create a European style pub
where customers feel relaxed and have a
good time. "
One look around and you can see
memorabilia from Britain and Europe and on
tap are 13 different drafts including ones
from England, Scotland, Ireland, Germany
and even one from Australia. Of course
there's also many brands of bottled domestic
beer available.
Located at 109 Old Kingston Rd., in
Pickering Village, The Courtyard Pub opened
on St. Patrick's Day and since that day the
response to the place has been fantastic.
Extensive renovations were done to the
72 seat pub which also boasts a patio during
the warmer months which also serves 72 in
an outdoor setting.
"People really love the atmosphere here,"
explains Leo. "You can come for an intimate
revelry with family and friends."
Monday is darts night downstairs at the
pub and from Thursday to Sunday you can
enjoy the talents of Al Matthews, a regular
visitor to the Courtyard Pub. Also from time
to time other special guests entertain the
crowd.
One night that has become very popular
is Friday nights featuring curry dishes
prepared for the pub by a local resident who
hails from Bombay, India.
Of course, everyday you can enjoy
traditional British fare which includes Steak
and Kidney Pie, Scotch Meat Pie and
Shepherds Pie as well as Ploughman's Lunch.
There are also daily specials reasonably
priced at $4.95.
"People come from all over to the pub,"
says Leo. "While some are from the
neighbourhood, others come from Oshawa
and Toronto."
The Courtyard Pub is open Monday to
Saturday 11 a.m. to 1 a.m. and on Sunday
from 11:30 a.m. to 1 a.m. For more
information call 6&3-9353.
Leo Smyth pours out a cold one from a Smithwick's tap. R's one of the 13
different drafts he has on tap at The Courtyard Pub.

Pickering teen going to Canada Games
D Nicole Carroll,
Ontario mates
gunning for gold
By Al. RIVETT
SPORTS RFPORTER
rIL M-KiNO — A Pickering tern and
her Ontario squash team will be going for
gold at the Canada Winter Games in I-ebru-
ary.
Nicole Carroll. 16, the reigning provin-
cial junior girls' under -16 champ, was
named to Team Ontario's eight -member
squash team battling other provincial squads
at the games in Grande Prairie. Alberta in
late February.
Being named to Team Ontario was more
good news for Carroll, who has won numer-
ous junior tournament titles across the
province this past summer. She learned of
her good fortune two weeks ago.
"1 was hoping, I would tie chosen for the
Ontario team." says Carroll, a Grade 11 stu-
dent in Pine Ridge Secondary
School's high performance
athlete prooram. "It's the fust
time I've ever gone to the
Canada Games and I'm
pleased to be part of the
team."
Carroll will be joined on
the women's squad by Court-
ney Power and Adriana
Diy4auro, both of Toronto,
and Kelly Vickers of
Brockville.
To prepare for the Canada
Winter Games. Carroll and
the members of the Team
Ontario squash contingent
will attend a training camp at
the Mayfair Lakeshore Racquet Club in
Toronto in c ariv Januar•.
Carroll admits the Ontario squash team
will be under some pressure heading into
the Canada Winter Games. Ontario is the
number -one seed in
squash, but squads from
Manitoba and Alberta can
be counted on to give
Ontario a run for the gold
medal.
The Canada Winter
Games are very significant
for Carroll. Good results
there could be a major con-
fidence booster in her bid
to become pan of Canada's
junior national women's
squash team which will
represent the country at the
World Junior Squash
Championships in Sydney.
