between $250 million and $12 bil-
lion, notes Mr. Sellers, wbo's also a
member of the Pickering Rod and
Gun Club.
The feds have "gone to probnbi-
tion and restrictions on implements,
on pieces of equipment. That won't
stop a person from committing a
crime,•• Mr. Sellers says.
To stop crime, gun hobbyists
would like to see people who use
guns during crimes punished to the
full extent of the law, given manda-
tory sentences with no chance of
parole. And, they want anyone who
kills another person, including
young offenders, to be charged with
murder.
"A firearm is a firearm. If you
misuse it. you go to jail," Mr. Sellers
says.
On Wednesday, federal Minister
of Justice Allan Rock introduced
legislation that tries to crack down
on the use of gums by Criminals, hak
the smuggling of firearms and bans
many weapons.
A key component of the legisla-
tion is mandatory registration of all
firearms in the Country. Abort three
million Canadiatns own seven mil-
lion guns.
Mr. Mason predicts the registra-
tion fee will be $100 for each gun,
rather than the $10 charge Mr. Rock
has cited in published reports.
Most guys I know can't afford
that- sa}s Mr. Masan. "If you own
six or %even gurus, you have to regis-
ter them or get rid of them or
become a criminal and not register
them. It's just a tax grab; that's all it
is."
Highlights of the legislation
include:
• A ban on owning handguns except
to collect them or use them for target
shooting-
-A mandatory muffin sentence of
four years for using a gun b commit
any one of 10 serious crimes, includ-
ing attempted murder. manslaughter,
robbery, kidnapping and sexual
assault with a weapon.
• Registration of all firearms with
police by Jatxrary,1996.
• A minimum one-year prison rim
for possessing a firearm smuggled
into Canada.
• Effective Jan. 1, 21 types of mili-
tary and paramilitary rifles, such as
AK -47s, will be banned. Current
owners of those guns can keep them.
but won't be able so sell them.
• Crossbows will be considered a
firearm and banned.
• Only people 18 years and older
will be allowed b billy ammnoidon.

Tighter gun control legislation tabled in the House
of Commons Wednesday will ensure that responsible
gun owners continue to be responsible.
The proposed law, however, is unlikely to shoot
any holes in the careers of gun -toting criminals.
The legislation will force law-abiding hunters and
skeet shooters to, as explained by Oshawa MP Ivan
Grose, fill out an extra form and shell out $50 to $6o
to register their firearms for a five-year period.
No one, however, really expects killers and bank
robbers to step right up and register their weapons.
The registration information will go to police, who
can use a computer to check whether guns are regis-
tered at any given address before they respond to a
call. It stands to reason then, that the brighter crimi-
nals won't bother filling out that extra form.
This legislation is designed to send a message to
Canadians that the illegal use of guns will not be tol-
erated in our country. It's another example of govern-
ment aiming at the wrong target.
As well meaning as it might be, the legislation has
no firepower when it comes to the criminal, who will
continue to obtain weapons illegally. If it aids police
at all, then it will have at least that positive benefit.
Stiffer penalties should be handed down for the
illegal use of guns.
Politicians like Mr. Grose who argue how much it
costs taxpayers to incarcerate someone would do bet-
ter to work on legislation streamlining and improving
the clogged justice system.

V MERCY KILLING
Terminal illness a case for terminatio g lifeI?
To the editor:
An open letter to Dan McTeague:
I just learrhed about the outcome of the trial
of Mr. Latimer in Saskatchewan who was con-
victed of second degree murder of his 13 -year-
old daughter who was suffering a most severe
case of cerebral palsy. I also heard on the news
that the federal government is planning a free
vote on the issue of euthanasia
I find it appalling that we. as a so-called
superior species, are so cruel towards members
of our own species. If a member of a so-called
inferior species is found to be in unspeakable
suffering, we would, justifiably, be convicted
of cruelty for unnecessary prolongation of its
suffering. Yet within our own species, we go to
extreme lengths to prolong a life. no matter
bow futile or indeed how cruel such life prolon-
gation would be.
In the case of Mr. Latimer, he must have
agonized over his decision to end his daugh-
ter's life, yet he is convicted of a despicable
crime, which carries a 10 -year minimum sen-
tence. I understand that the case will be
appealed.
I believe it is high time we returned to some
common sense. I'm not opposed to cases, such
7 SOCIAL CONTRACT
as the tragic one I refer to, ending in court to be
judged on their own merits. But I feel a law
should be put in place to take euthanasia of per-
sons like Mr. Latimer's daughter and British
Columbia's Sue Rodriguez into consideration
and thus be an acceptable legal defence.
I would therefore urge you to consider the
issue very seriously and consider the implica-
tions of letting a person suffer needlessly. with
no hope of improving their fife.
I realize right -to -life people will argue that a
life is a life no matter what and that we have no
right to play God. I consider the quality of life.
rather than the quantity, but if a person is
severely handicapped but feels he or she a valu-
able member of society, I would be the fust one
to acknowledge their contribution and support
them. However, I feel a person in great pain
from disease or handicap, without hope of
improvement, is entitled to end their suffering
in a humane way.

When he calls home, which is
usually once a week, Master Cpl.
Sutton never talks about the
fighting or any of the horrors of
war, his father says.
"He asks how people back
here are. He tells us what he's
doing over there. He says it's
exciting, but he's a bit bored."
Sometimes, Master Cpl. Sut-
ton will talk about the country
The family can't call him in
Bosnia, but can get a message to
him by going through the armed
forces at the Petawawa base in
northern Ontario.
Despite the holding of 55 sol-
diers, Mr. Sutton says Canadian
peacekeepers are "well-respect-
ed" by the Bosnian people.
The Ontario Regiment is a
reserve armored regiment. Mas-
ter Cpl. Sutton has his name in
for the regular force and is wait-
ing for a call-up, his father says.
Canada has about 2.000 sol-
diers serving with the U.N.
peacekeeping effort in Bosnia.
Anvone interested in sending
a Christmas greeting to Master
Cpl. Sutton or other Canadian
peacekeepers can do so by writ-

goons Battle Group, Operation
Cavalier. CFPO 5004, Belleville,
Ontario, KOK 3RO.
Messages can also be sent by
phoning Radio Canada Interna-
tional at 1-800-216-3443. Greet-

was orgdnbrd by the Durham Child
Poverty Action Group to mark the
fifth anniversary of the resolution.
Campaign 2000 is a national
movement to promote action on the

co-ordinator Rosemarie Popham,
'Mis is a tragic fifth anniversary,

The report reveals Carladiarl kids
are more likely now than five years

in families with unemployed parents.
Nearly one in five kids in Canada
was living below the poverty lime in
1992 — a total of 1,265,000 kids.
That's 331,000 more poor children
dram in 1989, a 35 per cent increase.
One of the most alarming trends
is the child poverty rate among
young families_ It has increased by
39 per cent since 1989 and nearly
doubled over the last 10 years. The
most recent figures show that two of
every fen children in young families
are poor.
Ahhough the incidence of child
poverty in Durham may not be as
high as it is nationally, the region is
not c ompt from it.
"Child poverty is right here in

of the South Oshawa Community
Development Project, citing data
that show one in seven children here

Accident changed Claremont teen's life forever
❑ Young head injury
victim Nichole Price
appreciates small
victories of life
By LEO ANTONELLI
SPECIAL TO ME NEVS ADVERTISER
AJAX-PICKERING — One of
the first things one notices about 19 -
year -old Nichole Price's sprawling
family home in Claremont is the row
of motorcycles and dirt bikes lined
up in the garage. Nichole rode away
on one of those bikes one August
evening last year and began a jour-
ney that would change her life forev-
er.
Just metres from her Salem Road
home, a blind crave, some tall grass
and a moving car combined to alter
Nichole's tape. She collided with the
car and plunged head -first into the
door post adaoent to the windshield.
"Diad she not had a helmet, with. -
out a question she would have been
killed," says her mother, Donna -
Marie Price.
But at the time, with her daughter
quivering on the ground, Mrs. Price
feared the worst. And when a team
from Sumnybrook Health Science
Centre met Nichole in Ajax, she was
not expected to live through the
night. But miraculously she did sur-
vive and didn't break a single bone
in her body. Nichole did suffer a
severe head injury. Her brain was
swollen — the left side bleeding,
cells dying. Mrs. Price remembers
watching her daughter laid out on a
table at Sunnybrook. stripped and
surrounded by a team of medical
professiorak-
"You try- to make sense, your try
b justify and you try to reason how
your life has been so suddenly
turned upside down," Mrs. Price
says. "It was a horrible experience."
After a week Nichole could
breathe on her own. She was trans-
ferred from surgical intensive cane to
neurological intensive care, where
she remained in a deep cava Doc-
tors could not tell if Nichole would
ever wake up or what kind of state
she wound be in if she did
Mrs. Price kept a vigil by Nic-
hoie's bedside. She was besieged by
horrible visions of Nichoie's future.
F nilly she just accepted the way
Nichole was at that moment — still
and silent, but beautiful.
"`This is what I have'," Mrs.
Price remembers saying to herself.
"'So why torment myself with the
past and the f w=? I have this now.
I wii go b bed with this naw'."
Mrs. Price was daatmined so do
evevtbm sbe could io brim¢ Nic-
bole back. She got Nichole her own
clothes, her pillow case, things she
could feel and smell. Nichole's two
brothers and sister would visit as
often as they could. Nichole's father
read her favorite childhood story to
her.
After three weeks Nichole came
out of her coma. Mrs. Price was
always optimistic about Nichole's
recovery, placing great significance
on the fact her daughter's middle
[tame is Faith.
"We always thought there was
hope. There's no question. We never
gave up hope-"
But Nichole still had a long way
to go. Mrs. Price gave her a pad and
pen, trying to get her to respond to
questions. Soon Nichole was writing
on the pad. astounding the hospital
staff.
Nichole was improving, but still
could not talk.
Eventually she began to speak.
She remembers hating the get -well
cards and balloons that surrounded
her hospital bed. One of the first
things she said in a low trembling
whisper was: "Get well soon."
"" Ibe only way to get these cards
down would be to get well soon' "
she remembers thinking at the time.
It was almost as if she felt sorry
for the recipient of those good wish-
es tecause in her own mind she was
fine. The whole time in the hospital
had felt like a dream to ber.
It wasn't until Thanksgiving of
1993 that Nichole began to realize
what bad happened b her.
Almost two months after her
accident. Nichole checked into the
Hugh MacMillan Rehabilitation
Centre in Toconio. The mishap had
left her partially paralyzed on her left
side. so she had to learn to walk
again. She also had to relearn speech
and language. Rehabilitation would
mean learning to organize herself
and get her life together again.
Nichole found physiotherapy
challenging, but she was an eager
Snndent.
"They weren't prepared for my
determmirnation."
After more than five months at
Hugh MacMillan, Nichole went
borne for good.
"Wben I was there I wanted out,
but once I got out I had forgotten
bow tough it was on the outside and
I wanted back in." Nichole went
back to Pickering High School and
gook two classes. At school she was
losing more friends than she was
making. Once outtgoing and even a
little rebellious, she was now reticent
and self-conscious.
"I didn't like the way that I

talk. I didn't feel comfortable with
myself and the physical things — the
way I walked and the way the left
side didn't move."
While socially awkward, Nichole
was excelling academically. She had
always been an a,6=age student but
this semester she is missing the
honor roll by less than a percentage
p(ML
As well as she is doing at school.
Nichole realizes she may never go to
university and study psychology. a
dream she'd always had. Although
she has accepted she won't be the
same person she was before the acci-
dent. it is the uncertainty of what's
ahead that bothers her.
"If I'm not going to be the same
person lira[ I was before, what am I
going to be Ince?'
In a way she feels cheated out of
what should have been some of the
happiest years of her life "If I could
go back and charge one second of
my life, it would be the second that I
decided ID even ride dirt bikes. -
But Nichole is getting on with her
life now. When she is not in therapy
or school, she has plenty to keep her
busy. Her accident has made her
appreciaw the small victories of life.
"I don't look at it as a step back-
ward. I can take a step forwrard and
it's something. It's made me grow

If you're in your late 50s and

retirement is fast approaching.
Late -starters should take
these initial steps:
• Reduce your debt so you
can boost savings.
- Take advantage of
employer-sponsored savings plans.
• Use an RRSP to defer
savings and investment income
until retirement.
- Examine your investment
portfolio, including any employer-
sponsored retirement plan. You
should know where your money is
invested, who manages it and how
well it performs.
Now Analyze
Analyze your expected
expenses, factoring in inflation.
Do you plan to move or stay in
your present location? Figure out
a price tag if you plan a major
change. Make a realistic
projection of your cash flow in
retirement. Add any employer-
sponsored plan, your own tax-
deferred and other investments.

A walk could save obituary
your life
By James S. Todd,
M.D.
We all know that
exercise is good for
us. It lowers blood
pressure, reduces
cholesterol and
helps relieve anxiety, depression
and stress. But finding the time and
the energy for a strenuous workout
can be difficult.
Just thirty minutes a day of
mild activity such as gardening,
raking leaves, taking short walks or
climbing the stairs is all you need.
You don't even have to do it all at
one time. Instead, you can scatter
your workout throughout the day.
Take a 15 -minute walk at lunch,
spend ten minutes raking leaves
and five minutes vacuuming.
With Canada searching for
ways to cut soaring health care
costs, this news couldn't have come
at a better time. Nearly 25,000
deaths each year can be attributed
to physical inactivity. Those who
don't exercise are at risk for stroke,
heart disease, hypertension, gout
and gall -bladder disease. Smokers
put themselves additionally at risk.
These problems add significantly to
our health care bill and diminishing
quality of life.
We can help save millions of
dollars and lives by taking a few
preventive measures. So next time
you reach for your car keys, think
about walking instead.
