That's the good news, which
can be attributed in part to
Durham officials' expectations
that the Region will pay out less
in welfare in 1994 than in '93.
The bad news is that, to curb
taxes in this municipal election
year, the politicians have decided
Durham Regional Police will
operate with 45 fewer officers.
That has police services board
chairman and Ajax mayor Jim
Witty "a little concerned" but he's
confident public safety will not be
jeopardized.
Of the $320 million Durham
will spend this year, property
owners will pick up $93.7 million
of that on tax bills. Some funds
will come from those of you who
pay for water and sewer and resi-
dents who'll be charged user fees
for other Region services. The
remainder conies from provincial
grants and reserves.

DURHAM - Depending on who you listen to.
the new provincial Substitute Decisions Act will
either make it harder or easier to ensure that
friends or family will be able to manage a per-
son's affairs if he or she becomes incapacitated in
some way. But the one thing everyone seems to
agree on is that the public seems to have a lot of
misconceptions about the new legislation.
"This isn't radical stuff, this is good stuff,"
says Durham West MPP Jim Wiseman, who has
been receiving a lot of calls and questions about
the act from concerned citizens. "I don't under-
stand, all of the sudden you have all these lawyers
and phone-in shows and articles. There appears to
be a group of Liberal lawyers in southwestern
Ontario who are attempting to make political hay
out of this."
Mr. Wiseman insists a lot of the information
that has been cumlating about the act in Durham
— particularly in copies of articles faxed between
businesses — is simply wrong.
"There's a tremendous amount of misinforma-
tion that's floating around out there," says Harvey
Storm, a local lawyer whose specialties include
estate law. He says a lot of people seem to have

the mistaken impression that the
provincial government will be able
to "swoop down and seize (resi-
dents') assets" if they become ill
and unable to make their own
decisions.
The Substitute Decisions Act
has been passed by the provincial
legislature but is not expected to
be proclaimed and in effect until
early 1995. It updates laws on
what may happen when someone
is no longer mentally capable of
making important decisions about
his or her life.
One concern that many people
seem to have is that power of
attorney documents already drawn
up to appoint someone to manage
a persons affairs if be or she is
incapacitated will no longer be
valid under the new legislation.
That is not the case, according to
Trudy Spinks, a lawyer with the
Office of the Public Trustee.
"It (the power of attorney) will
be treated in all respects as if it
were made under the new act," she
explains.
The only major difference,
according to Ms. Spinks, will be
that two witnesses wiu be required
for a power of attorney under the
new legislation, where only one is
currently required. As well, a few
more categories of people — such
as children of the person giving
the power of attorney — will be
disqualified from acting as wit-
nesses.
Another concern is that the new
legislation will make it harder for
family members to become substi-
tute decision makers if no power
of attorney has been previously
established. But according to
information provided by the Min-
istry of the Attorney General, it
will actually become easier
because a family member will no
longer necessarily have to go to
court to be appointed guardian, as
is required now. A guardian may
be appointed by the Public Trustee
after an assessment process.
Mr. Wiseman points out the
changes that have been trade were
in response to the concerns seniors
and other advocacy groups
expressed to the province when
the new legislation was being
planned. The whole idea, he
explains, is to protect people who
become incapacitated.
"It's an attempt to give some
security to people so they know
someone isn't going to raid their
estate," says Mr. Wiseman.
Mr. Storm, however, says the
new legislation may make the pro-
cess of establishing a power of
attorney more expensive.
"It's my understanding the
whole process is going to become
more difficult," he explains, most-
ly because the forms required for
the power of attorney are expected
be longer and more complex.
The province is planning a pub-
lic education campaign on the new
act, for which it will distribute
power of attorney forms and
guidebooks.

concerned" about choosing basic,
general or advanced studies, Mrs.
Snow recommends they listen to
the advice of teachers, while con-
sidering their marks, skills and
future goals.
"If a student has any aspiration
for a career that requires a universi-
ty education, they must obviously
select advanced studies," she notes.
Students who plan to attend col-
lege but have the academic ability
to do well in advanced studies
should do so, believes Mrs. Snow.
' They should be challenged to their
maximum level.
"When they enrol in general,
they have closed one major door.
Still, some kids have to be realistic
of their abilities when making that
choice."
For Grade 10s, decisions can be
even tougher because math, science
and history will be optional courses
it Grade 11, while only English
remains mandatory (and religion,
for Catholic students).
While a wide range of options
allow them to "hone in on what
they really want to do," malty stu-
dents may be tempted to take the
easiest route through their final
years, Mrs. Snow reports.
But some universities and col-
leges have very specific entrance
requirements, and even a graphic
arts program may demand some
senior math credits. Students should
check with their guidance depart-
ment to ensure their long range
plans won't be affected if they elim-
inate a subject from their program.

Let's get one thing straight — graduated licensing is a GOOD
thing.
Many teenagers who are approaching legal driving age are
deriding the provincial government's plan to gradually introduce
new licence holders to the world of responsible driving.
They say it is unfair — that it punishes the majority of innocent
for the crimes of a few.
But that is really missing the point. The point is that young peo-
ple are prone to getting into traffic accidents. In fact. driving
mishaps are the number one killer of drivers between the ages of
16 to 24, and new drivers are three times more likely to be
involved in a collision than experienced drivers.
A car can be a lethal weapon in the hands of an inexperienced
driver. The answer? Give young people more experience.
The graduated licensing program calls for new drivers to go
through a number of levels before they earn complete driving privi-
leges.
The first level lasts a minimum of 12 months, or eight months if
a driver has gone through a driver education course. During this
phase, the new driver cannot travel on 400 -series highways and is
only allowed one passenger in the front seat of the car. and that
person must be an experience driver.
The second level also lasts at least one vear and calls for stu-
dents to refrain from drinking and carry only as many passengers
as there are seatbelts in the car.
After completing each level, new drivers are tested on their new
driving skills.
It is true that many young people are responsible from the
moment they first get behind the wheel. and that it's a small minor-
ity of drivers who need the extra practice.
But this is one case where it is better to say 'guilty until proven
innocent.' Because, with luck. it will save more young lives.

Hospital stay most pleasant
To the editor,
My hat goes off to the nurses. doctors and other staff at this hospital,
they're the best.
My wife, Ruth, and 1 moved to Ajax six years ago. I have had Dr. Hoff-
man wbo is a,.ery fine doctor and has looked after me since we moved. He is
a good doctor to me and everyone else.
Recently, I was admitted to Ajax -Pickering General bosotal by Dr. Hoff-
man The care I have had by all the ruses, doctors and other staff has been
outstanding. I have been in and out of many hospitals in Ontario and nowhere
bas the care been bearer. Even the meals are good.
I am presently in a section of the newly constructed wing and what a dif-
fexeaoe. It maks your stay a lot more brighter and enjoyable which 'increases
your outlook, on getting better.
Ruth and I feel honored io have this fabulous hospital in our community.
We think that if we want n beep it this way, we can with community effort
by either volunteering or donating, because one day it could be one of you in
here and I would think that you would want the same excellent care hum the
nurses, doctors and other staff as I am getting.

Studied to death
To the editor,
On March 2, 1994, it will be 22 years sive the federal government declared
its intention to expropriate about 20,000 acres, mostly in Pickering Township,
for an unwanted and apparently unneeded international airport to serve the
greater Toronto area
Now our MP Dan McTeague says by way of your newspaper dot the pre-
sent government needs to do another study to determine whether it should sell
or keep the land taken from marry families. Surely he jests. We have been stud-
ied to death at great personal and financial Cost. It is not mach wander that our
country is in so much trouble when many of the supposed brightest people of
Canada apparently haven't been able to make a decision in 22 years regarding
the expropriated federal area Members of Parliament come and go but the civil
servants are there and surely mast have some credibility.
Some of us on the site would just I*e to have the government or their arbi-
tram do us the service of making a commitment and implementing it now, not
in another 22 years or any portion thereof. Come on Members of Parliament,
say yea or nay. If you [bink tlnis is loo much to ask try very hard to put your-
selves in our situation. It has not been easy.

Time to revolt
I've decided to change my
ways from a law-abiding, mem-
ber of the 'silent majority type'
citizen.
It's giving me nothing but
grief, causing me nothing but
frustration.
I've never marched on Parlia-
ment Hill and I've never started
a letter -writing campaign.
Being the type of person who
sits at the dinner table and com-
plains about government gets
me nowhere. But 1 do it and
then go to bed.
When 1 see how much tax
came off my paycheque, I roar.
Then I silently cash my cheque.
I curse the high costs of
bilingualism and multicultural-
ism and forget about it minutes
later.
Then along comes a group of
fugitives who convince the two
highest forms of government in
the land to cut tobacco tax.
What about welfare reform,
how about MP pensions? Aren't
millions of Canadians more
concerned about those issues
than tobacco tax?
For those of us who don't
smoke -- we've just been had
big time. And what are we
doing about it? Not a thing.
The federal government was
too frightened to play political
football with native Canadians.
Fearing another Oka scandal,
the government took the easy
way out and cut the tax. Then
some yahoo smokers joined the
bandwagon and pushed a little
harder until the province, too,
caved in.
Tax reductions are a joy to
any Canadian. But when they
come in the back -handed,
manipulative way the tobacco
reductions did, all Canucks lose.
A large part of our huge
health-care bill comes from
smoking-related illnesses. You
can bet your first-born the ill-
nesses will increase.
I'm ashamed that I didn't take
the time to do anything about
the tax reduction. I almost feel
robbed. It's funny how fast gov-
ernment moves on issues that
could put them on the hot seat.
On second thought, no, it's
not funny at all.
But, it's the route we've
allowed our government to take
for years.
If you want to be pan of his-
tory, if you want to make a dif-
ference, it's time to take action.
Get ready to revolt.

DURHAM - Two police officers are
responding to a break and enter at a town-
house complex.
They go to an upstairs bedroom where
the suspect tries to keep them out by lean-
ing against the door. When they force it
open, he challenges them to go ahead and
shoot him.
The officers don't draw
Their guns. Instead, they try to ,.
talk him down from his agitat-
ed state. But the
suspect lunges at
one of the offi-
cers, grabs his
revolver and tears
it out of its bol-
ster. The officer reacts quickly
and manages to get a grip onthe cylinder of the revolver —
kceping it from being fired.
What ensues in this police
training film, a re-creation of
an actual incident, is a life -and -
death -struggle that shows how
dangerous and at the same time
how ineffective an officer's
gun can be.
Over approximately 10 min-
utes, the suspect is shot 10
times at close range — the
sixth time in the head from
only inches away — before he
finally falls for good. In fact,
he continues to beat the officer
with a tire iron after be has
several bullets in him.
At the same time, the sec-
ond officer at the scene is shot
once by the suspect after the
latter manages to grab her
revolver, and she goes down
immediately and eventually
dies.
The notion that a gun will
make the bad guys drop like Vol
flies is just one of the miscon-
ceptions Sergeant Paul Wassill
encounters in his job as officer
in charge of use of force and
tactics training for the Durham
Regional Police Service.
Others include the idea that. while pur-
suing a suspect. an officer may hold his
gun in the ready position by pointing it
upwards. That may look good on a TV
cop skulking around corners and darting
down dant alleyways, but a real officer is
in danger of accidentally shooting himself
or someone else if he carries a gun like
that when he should be pointing it toward
the ground.

Fortunately, police officers in Durham
and elsewhere rarely have to draw their
weapons, never mind wave them around
and shoot them at people the way it's
done on TV. And every time they do draw
their guns, provincial law requires them to
file a report on the circumstances.
Last year, the reports indicate Durham
officers used their firearms
(including simply drawing a
gun) 132 times. Twenty-four
of the firearm -use incidents
involved destroying animals
injured in acci-
dents. No person
was shot or
even shot at.
In fact, •
most offi-
cers never `
have to fire
their service
revolvers during
their entire police careers.
Nonetheless, cops have to
be prepared to use their guns
to protect themselves and the
public. That preparation now
includes 66 hours of handgun
training at police college. addi-
tional training when they join
Durham police. and periodic
refresher courses (every year
at a minimum but usually more
often), after which they must
be able to meet pre-set stan-
dards of skill and accuracy.
Officers are not only trained
how to shoot but also when to
shoot. Use of an officer's
firearm is only allowed. under
provincial law, when it is nec-
essary to protect against the
loss of life or serious bodily
harm.
"There have to be some
grounds for you to believe
— you're in danger, or somebody
else must be." explains Sgt.
Wassill.

see on TV shows
"No matter bow serious they attempt to
matte those (TV) programs, they're still
entertainment first," says Sgt. Wassill.
The result, be adds, is that the public and
sometimes even police recruits are out of
touch with the realities officers face on
the street when they have to decide when
and how to use their firearms.
Sgt Wassill is particularly exasperated
by the public impression, created by TV
and movies, that officers can minimize
injuries by shooting a suspect in the leg or
blasting a weapon out of a suspect's hand.
"It's extremely difficult — I don't care
how good you are," he says. "If there's a
police shooting they start asking ques-
tions, like `Why didn't you just shoot him
in the hand?"'

"It's difficult to draw a weapon quick-
ly," says Sgt. Wassill, "even if you've
practised often."
Even though police shooting must, by
law, be defensive shooting, officers are
taught to aim for the torso area that con -

"We don't shoot to kill; we shoot to
stop, to regain control," he says. "In
extreme life -and -death situations, you
want somebody to stop immediately what
they're doing. The firearm is probably
still the best tool we have for immediately
stopping somebody from what they're
doing."

The Clothing
Exchange
When April Carr saw the need three years ago for a
consignment clothing store, she enlisted the help of
Laurie Griffin of the Almost New Shoppe in Oshawa.
Laurie had much experience in the consignment
clothing business, and was only too happy to lend a
hand to April.
At that time, the closest consignment stores were in
Oshawa and Scarborough.
Today, April, owner of The Clothing Exchange at 40
Old Kingston Rd., is happy she tools the plunge to
provide this service to the Ajax -Pickering community.
Response to date has been excellent. They carry an
excellent variety of previously enjoyed ladies, teens &
children clothing & accessories. Evening, wedding,
maternity wear and a section for designer clothing
only, are also available.

clothing into cash and the shopper can buy quality
clothing for a fraction of the original price."

month, the price is reduced 25%.
* The supplier receives 50% of the selling price when
the article is sold. For items that sell for $35 or more,
the supplier receives 70% of the price.
