Dump search for hooker's body
Metro police to scour Brock West landfill site
PICKERING - Police will begin scouring the dump here Monday in
their search for the body of a high-priced Toronto call girl presumed
murdered.
Metro Toronto Police have decided to go ahead with their search for
the body of Grayce Baxter after visiting the Brock West dump Tuesday.
When asked if her body could have been placed in a dumpster then
transported to the site, which is owned by Metro Toronto, Detective
Sergeant Tony Warr agreed, "There's always that possibility."
A first-degree murder charge has been laid against a prison guard
who was a client of Ms. Baxter, a transsexual prostitute who specialized
in dominating her clients.
Ms. Baxter was last seen Dec. 8 in Mississauga.

in election scandal

against councillor Enrico
Pistritto laid in connection
with the last municipal elec-
tion were dismissed by a
provincial court judge Fri -
Clay.
Justice Sam
Murphy dis-
missed a charge
of personation
against Mr.
Pistritto, laid
after a 103 -year-
old man voted
under the wrong
name during the
1991 election.
In his summa-
tion, Justice
Murphy said Mr.
Pistritto accom-
panied the senior
citizen to a polling station at
the Metro East Trade Centre
and helped the polling clerk
locate a name on the voters'
list. The polling clerk wrong-
ly failed to ask the senior for
identification when he
couldn't produce a voter's
card, said Jmstitx Murphy.
The error was discovered
when the man wbow name
bad been taken as the
senior's low went to the poll
to vote.
The senior's same bad
been left off the voters' list
due to a composer error, the
judge added. Iia ruled that
Mr. Pistritto did sot fivulu-
lestl so#ate due vote
wrongly crossed off, and that
there was no evidence that
Mr. Pistritto had the intent of
gaining an advantage for
himself, as the crown
alleged.
The senior
citizen testified
that he gave the
polling clerk
,.my own name"
and that Mr.
Pistritto had not
advised him
which candidate
to vote for.
At best, Mr.
Pistritto assisted
the senior in per-
sonating the
other voter, but
the senior was
not charged due
to his health and age, Justice
Murphy said.
In an interview after the
ruling, Mr. Pistritto said con-
fusion arose when the
polling clerk read aloud two
first names from the voters'
list and asked the senior citi-
mea which name was his. Mr.
Pistritto said he told the clerk
one of the names she'd men-
tioned was a woman's name.
"I'm very thankful to
(defence lawyer) Bruce
(Aftleck) and my friends for
their support," said Mr.
Pistritto. "ft's been a power-
ful learning experieaoe. I'm
flad the people know what

of budget concerns
AJAX - Most of the Town's
council was there, but the pub-
lic wasn't.
On Thursday, only eight
people took advantage of a
dance to tell councillors what
should or shouldn't be in the
Town's 1993 budget.
Five -and -a -half hours over
two sessions were set up on
Thursday for the public to
speak. Most of the time, howev-
er, the public wasn't there.
Those who did attend spoke
about playground equipment,
traffic lights and Pickering
Beach sewers.
Sonia Wylie, of Rollo Dr.,
and Roy Marshall, of Hewitt
Cres., both requested some
equipment for a playground on
Pickering Beach Rd. north of
homes on Rollo.
The closest parks to the
Rollo Dr. area are Kinsmen
Park on Clover Ridge Dr. and
Paradise Park on Ebony St.
Both are more than a kilometre
away, Ms. Wylie said.
Glenn Squires, of Squires
Rd., and Frank Medeiros, of
Hufton Crt., would like traffic
lights installed at different inter-
sections.
Mr. Squires requested a traf-
fic light at Squires Rd. and
Taunton Rd., saying it's the
only intersection on Taunton
Rd. between Durham 23 (L.ak-
eridge Rd.) and Westney Rd.
without a signal.
Mr. Medeiros wants a traffic
light on Westney Rd. at the
intersection of Coughlen St. and
Sullivan Rd. because there are
two elementary schools in the
area
Lakeview Blvd. resident
Emmie Emerson asked that
people in the Pickering Beach
area not have to pay hook-up or
frontage charges until they con-
nect with sewers being installed
there.
Isabel Rauh-Wasmund
requested the second phase of
the Pickering Beach sewer
installation program proceed in
1993- She also asked for a plat-
form for the northeast corner of
Rangeline and Ruthel Rds. for
children to stand on while wait-
ing for school buses.
Ann Ablack of the Pickering
Beach area inquired about hav-
ing leaves in the ditches vacu-
umed in the fall.
All requests will be forward-
ed to the councillors for consid-
eration during budget delibera-
tions.
Council will gather on Satur-
day, Feb. 20 to hammer out a
budget.
Ajax man robbed at knife point
An Ajax man was robbed at knife
point by two men Thursday night
The 44 -year-old man was walk-
ing eastbound on Doric St., at Man-
drake SL, just before 11 pm., when
a man came up behind him -and
held a knife to him.., said Staff Sgt-
Sandy

AJAX-PICKERING - The
Ontario Riding Progressive
Conservatives will select their
candidate for the next federal
election during a meeting
Wednesday.
Current Ontario Riding MP
Rene Soetens has announced
he will seek the candidacy,
and other nominations may be
taken from the floor.
Only association members
who are residents of the riding
can make nominations or vote.
New members must have paid
their dues by Jan. 1 in order to
participate, but anyone who's
been an association member in
previous years can vote by
paying outstanding dues at
anytime prior to the meeting.
Everyone, however. is wel-
come to attend the meeting.
The federal election will be
called no later than November.
.Keynote speaker for the
meeting is Bernard Valcourt,
federal minister of Employ-
ment and Immigration. Doug
Lewis, Solicitor General of
Canada, will also attend and
will give an update on
Ontario's political campaign.
Mr. Soetens says he hopes
to serve Ontario Riding, which
includes all of Ajax and Pick-
ering and part of Whitby, for
another tern in Ottawa.
"As a long-time resident of
Ontario Riding, I've represent-
ed the community in many
capacities over the years," he
says. "None has been more
fulfilling than the role of
Member of Parliament."
The nomination meeting
will begin at 7:30 p.m. in the
H.M.S. Ajax Room, Ajax
Community Centre, 75 Cen-
tennial Rd.

Dead pup's owners blameless
AJAX - The owners of a puppy which died after
being attacked in its pen by its parents have been
cleared of any wrongdoing.
It was an unfortunate incident," a Humane Soci-
ety agent concluded after visiting the Cedar St. resi-
dence in Ajax. '"The owner is concerned and is very
upset...
The Oshawa & District Humane Society looked
into conditions under which the surviving dogs are
kept after receiving reports of the attack from Picker-
ing -Ajax -Whitby (PAW) Animal Control.
PAW agents removed the three -month-old pup,
part hound, from its pen following a call from a con-
cerned neighbor. The pup, seen as competition by its
father, suffered the attack because its mother was in
heat.
Though Ajax has a municipal bylaw which allows
only two dogs per household, the owner "wasn't
intending to keep the pup," according to the Humane
Society agent. He planned to give the pup to a friend,
who was on vacation when the attack took place.
"The animals appear well looked after," adds the
agent, who says the owner was "receptive" to recom-
mendations to spay the female.
Classes offer help to families
DURHAM - Helping your child
cope with separation or divorce is
among the self-help courses being
offered to families this winter.
The four -session study group,
offered by the Durham House
Child and Family Centre, is aimed
at parents with children up to 12
years old.
It's designed to help parents
help themselves and their children.
Common post -separation or post-
divorce problems will be discussed
and parenting strategies will be
suggested.
Classes begin Monday, Jan. 25
at the centre, 1521 Simcoe St. N.,
Oshawa. Cost is $32 per person.
Also offered this winter is Liv-
ing With Teens, a discussion group
for parents of teenagers. The 10 -
session group encourages mutual
respect between parents and
teenagers and promotes increased
co-operation and a more responsi-
ble, self-reliant attitude.
Classes begin Wednesday, Jan.
27 at St. Isaac Jogues Catholic
School, 1166 Finch Ave., Picker-
ing. Cost is $60 per person.

If ever a government body was to make a resolution, this would be
the year to do it.
And the only promise it must keep is to protect its citizens as best it
can and within its capability — from second-hand smoke.
Controversy over the smoking issue has increased each year for the
last 15 years. Although statistics continue to prove that smoking is
responsible for a wide range of health problems, the latest statistic
must be the piece of information we use to react strongly: The state-
ment by the U.S. surgeon general that second-hand smoke was
responsible for the deaths of 3,000 people last year.
Those individuals were the victims of others' habits.
Smokers have long demanded their rights as citizens have been
infringed upon if they weren't allowed to light up.
Smokers do have rights and should continue to have them. They
can smoke whenever they want, wherever they want, however many
they want, provided there is not someone else nearby that is also reap -

cigarette.
Durham's health department wants municipalities to adopt its
model smoking bylaw, calling for signs to be posted where there is
smoking. The signs would warn the public there is smoking going on
at the particular location. The sign would also describe the various ill-
ness and diseases associated with breathing tobacco smoke —
whether you're a smoker or not.
The Region calls for tighter regulations where people can smoke,
including a ban in laundromats, hair salons, municipal buildings and
malls.
We have to ask whose rights should be protected more — that of
the smoker or that of the non-smoker.
Let's adopt the new bylaw, let's help save some healthy lungs.

Municipalities urged to adopt
Region's model smoking bylaw

DURHAM - In a move to pro-
tect non-smokers, Durham's
health department wants munici-
palities to adopt its model smok-
ing bylaw that would limit the
places where people can smoke.
And where smoking is permit-
ted, the bylaw calls for signs to be
posted with the warning, "This
area contains tobacco smoke,
which is known to cause cancer,
heart disease, lung disease, and
may harm your baby."
"People know that smoking
causes lung disease, but many
aren't aware that it causes heart
disease, respiratory disease and
can cause harm to the fetus," says
Sandra Schmidt, a public health
nurse on the Tobacco Use Preven-
tion program of the Durham
Region Department of Health Ser-
vices.
The model bylaw was
approved by regional council on
Dec. 9.
In order to be adopted in Ajax
and Pickering, those municipal
councils have to approve it.
"We're hoping to see each
municipality address it now," says
Ms. Schmidt. "We anticipate a
high level of public support."
She encourages people in the
community to call their local
councillors to support the bylaw.
"The principle behind this
bylaw is to protect non-smokers
from second-hand smoke. We're
trying to control chemical sub-
stances, not human behavior,"
says Ms. Schmidt.
A recent American study states
that second-hand smoke is respon-
sible for at least 3,000 lung cancer
deaths in the United States each
year.
The bylaw still allows smokers
to light up in many public areas,

The annual week-long aware-
ness campaign to get people to quit
smoking starts Monday and runs
until Jan. 24.
The Council for a Tobacco -Free
Durham Region's Marilyn
Mankiewicz promises a strong
awareness campaign focusing on
the dangers of smoking.
This year's events will specifi-
cally target young people. There's
an excellent chance they will
remain smoke-free if convinced at
a young age of the dangers of
smoking, Ms. Maniewicz says.
The tobacco -free council, an
umbrella group of anti-smoking
groups, will hold a number of
events to mark the special week.
Its highlights include a photo
contest in keeping with the week's
theme, "Smoking. It's not a pretty
picture." There are two categories:

which may be purchased from the
local council.
Prizes will be awarded to the
province's top 12 photographers.
The winner will receive a video
camera, and the runner up a cam-
era. The other 10 will receive photo
supper.

Local restaurants to are encour-
aged to recognize Weedless
Wednesday on Jan. 20 by banning
all smoking on their premises.
That day is also a special one for
new mothers. All babies born on
Weedless Wednesday will receive
a bib from the council which fea-
tures two babies with the caption.

Markham and Ottawa have adopt-
ed similar ones.
Dr. Robert Kyle, the Region's
medical officer of health, urges
Durham residents to offer their
support in strengthening their
community's smoking regulations
by directing their comments to
local councillors.

PICKERINIG - Politicians have
spoken out loudly in favor of a
taxpayer -funded voice mail sys-
tem for the Town's municipal
offices.
The system, which will cost
$28,325 to install and $86.80
monthly, was approved during
Pickering council budget talks
recently. With voice mail, senior
staff and politicians will be able
to leave personalized recorded
messages at their desks when
they're unable to answer their
phones. They'll also be able to
retrieve, from any other tele-
phone, messages that are left for
them.
In a report, the system is pre-
dicted to be of particular benefit
to the planning department, which
receives "lots of messages", and
to councillors, who will be able to
check messages around the clock.
"It would be tremendous
around here," enthused councillor
Kip Van Kempen. "The installa-
tion cost is not that substantial."
Mayor Wayne Arthurs pointed
out the system will provide resi-
dents "direct access" to him, as
his administrative assistant spends
half -days assisting in another
department and isn't always avail-
able to take messages.
Other politicians said it would
help staff productivity, eliminate
the need for secretaries to chase
down staff and enable people to
quickly connect with the person
they need to speak to.
But councillor Rick Johnson
vehemently opposed buying voice
mail, saying he expects secretaries
to track down staff when they're
needed on the phone. "We're get-
ting away from trying to give peo-
ple service," he maintained.
The town's 1993 budget, of
which the voice mail is a small
part, will come before council's
executive committee Jan. 25.

Questions on developing business systems

If a computer business system
needs to be developed, is there a
procedure that a company should
follow? How many different types
of procedures are there? Who can
best answer these types of ques-
tions?
When a system is developed and it
is successful, you hear very little
more about it. But if a system is
developed and there are some bugs,
everyone usually has an opinion
about what should have been done
instead. and what new guidelines
should be followed in the future.
This event, in the system's devel-
opment life cycle, consists mostly
of finger -pointing by those who
usually did the least.
The irony is that those who did the
least have the most complaints to
direct (or misdirect) at the develop-
ment team.
There are numerous System
Development Life Cycle
methodologies (ways to develop a
.vstem) available. These method-
ologies usually claim to be the best.
Who judges which is the best for a
particular company?
The same principles that apply to a
large scale project such as designing
and constructing a building also
apply to designing and developing
large computer systems.
If you invite an independent con-
sultant to perform a study of your
company for the purpose of recom-
mending a methodology, how can
you be sure about the particular
consultant's bias, be it conscious or
subconscious.
Typically. the System Development
Cycle has the following stages.
I. Introduction or Proposal Stage.
?. Feasibility Study Stage.
3. Finalize Requirements.
4. System Design Stage.
5. System Development Stage.
6. System Testing Stage.
7. System Implementation Stage.
8. System Maintenance and
Enhancement Stage.
9. System Post Evaluation Stage.
In some methodologies, one, two
or three stages are grouped together,
but are divided into subtasks.
If any methodology is chosen, do
we test it on a half -a -million -dollar
system, or should we do what many
companies do, that is, assume that it
works and implement it without
Wig?
In some companies, the
Methodology Standards are simply
guidelines; in other companies, it is
mandatory that they be followed,
without exception. This is one area
of great concern. If I were in a com-
pany which followed one or other
method, I should expect some prob-
lems. Why?
If the Methodology Standards are
guidelines, then no one should be
penalized for not following them. If
the Methodology standards are
mandatory and if a person follows
them, he or she should not suffer
job loss if the developed system
does not work
If someone lost his job based on
the above conditions, we can easily
see that this would be unfair. The
two ideas are trying to be the
proverbial cake, and eat it too.
Why should someone lose his or

Some companies tried to solve
such problems with Joint
Application Design (JADs). In this
scenario, the company throws a
whole team at the project. The
problem I have with this approach
is, what do we do if the project is a
flop? Do we fire the whole team?
Conversely, if the system project is
successful and we have a new high-
er position available within the
company, how do we decide who
gets promoted to the new position
from the team? Wouldn't some
members feel deprived? Will they
do their best on the next project?
If one or two members in the team
perform below their levels of
expectation, would we know?
When members of the team com-
plain, how would we know truth
from accusation. If a company team
develops into a clique, who would
look after the rights of the new
member? How?
The computer industry is not the
,;,
only industry to face some of these
problems. NASA has its occasional
problems, also.
The organization has so many fac-
tors, components, systems and sub-
systems and details to be concerned
with, that it becomes very difficult
to be perfect all the time. Yet, per-
fection is what it has to strive for. in
order not to lose even one human
life.
A company computer system does
not have near the same complica-
tions that NASA faces, but system
failures have occurred in industry.
Even when developing relatively
simple computer systems, there
have been utter failures in these
developments.
There were also some beautiful
systems developed.

A dark look at the life of Charlie Chaplin
Charlie Chaplin the movie,
doesn't live up to Charlie Chaplin
the man.
It never stood a chance.
Robert Downey Jr. plays The
Little Tramp in this look at the life
of the genius.
It is a dark look back.
Sometimes too bleak.
The moviegoer expects a fluff
piece praising Chaplin for his con-
tributions to the movie kingdom.
We get that in this movie. But we
get more than we want at times,
too.
Richard Attenborough isn't
squeamish about presenting the
flaws in Chaplin's character. The
director/producer refuses to sugar
coat Chaplin's clay feet. Hats off
to him for that.
Chaplin's troubled life as a
youngster is exposed. We watch
review

four-year-old through to the time
he lands a job on a showboat.
It's easy to understand why the
impoverished comedian chose this
line of work. If you were dirt poor
wouldn't you want to make mil-
lions? Chaplin was and did.
He was the champion of the lit-
tle guy. His Little Tramp character
is the most recognizable the world
over. His comedy, while silent,
spoke every language on the
globe. No comic has come close
to his universality, and it's doubt-
ful any will.
His willingness to fight the
establishment, or show it up,
appeared in all his movies despite
Robert Downey, Jr. plays Charlie Chaplin in the new movie release
Chapin.

THE DISTINGULSED GEN-
TLEMAN (AA): Eddie Murphy
stars as a con man who makes his
way into Congress. Once let loose
on Capitol Hill, Murphy starts
playing the big wigs of Washing-
ton to his advantage. However,
Murphy's assault on Capitol Hill
groes tiresome very quickly.
the pleas of his staff. Chaplin
wouldn't back down from the
authority figures, like J. Edgar
Hoover (Kevin Dunn), and it ulti-
mately had him cast out of the
United States. Hoover believed he
was a communist sympathizer and
when Chaplin made the Great
Dictator it was Hoover's opportu-
nity to link the comic with the
Red Menace.
Being cast out of America,
where he founded United Artists,
broke Chaplin's heart. It's this
disappointment that seems to per-
vade the movie. If Attenborough
wants to show us that Chaplin was
a bitter, broken man when he died
on Christmas Day, 1977, he has
succeeded.
Downey deserves any award he
can garner for this portrayal. It's
not every actor that can play a
man when he's 20 and when he's
70. Downey does. He has the walk
down pat. Not to mention the prat
falls, the slap stick, the shoes, the
cane, the hat and the tuxedo —
everything says he is Charlie
Chaplin.
That's what works about this
movie. Robert Downey Jr. could
be Charlie Chaplin, he is that
good. He went as far to learn to

Chaplin was a southpaw. He read
Chaplin books and even studied
the comic's mannerisms on news-
reels.
His diligence paid off.
The same can't be said for the
rest of the cast. The supporting
cast featuring Chaplin's grand-
daughter Geraldine Chaplin, Dan
Ackroyd, Moira Kelly, Kevin
Kline, Anthony Hopkins, Paul
Rhys, Diane Lane and James
Woods is adequate. All but Kelly
and Chaplin stick out.
We have to believe Attenbor-
ough's adaptation of Chaplin's
biography and Chaplin: His Life
and Art by David Robinson is as
close to the truth as we will get.
It may turn out to be a bit too
personal.

named coach of

PICKERING - A Pickering elementary school teacher
is the coach of the year in Durham Region for 1992.
Sue Wright, a physical education teacher at Gandatseti-
agon Public School, was presented the first Paul Wright
Award for Coaching Excellence, named for a former
Oshawa elementary
school teacher and
coach.
She received the
honor at the Durham
Elementary Athletic
Association (DEAA)
meeting at Henry
Street High School in
Whitby Tuesday.
Presenting Wright
the award was outgo-
ing DEAA president
Phil Ovsenek, who
was also honored at
the meeting. Ovsenek
praised Wright for her
fine work with ele-
mentary school ath-
letes this past year.
"Sue's success is
the result of hard
work and not excep-
tional athletes," noted
Ovsenek.

facets of physical education at the school and board level.
As well, she has coached the school's girls' volleyball
teams to the top at both the regional and provincial levels.
Wright guided the Gandatsetiagon Public School inter-
mediate girls (Grade 7 and 8) and junior girls (Grade 4, 5
and 6) to all -Durham Region volleyball championships
this year. The intermediate girls also finished second in
the 96 -team Provincial Cup Volleyball Tournament in
Durham Region in November.
Wright is "very surprised" she won the award. "There
are a number of great coaches in Durham Region. I guess
I have an advantage because I have great support from the
school administration, and co-workers and all the teachers
who cover classes so I can do the coaching.
"I also have great parent support and super kids to
work with," she adds.
Wright's also a gymnastics coach at Gandatsetiagon
Public School.
And, she serves as the gymnastics convenor, folk dance
committee member and the Quality Daily Physical Educa-
tion representative for the Durham Region Board of Edu-
cation.

hockey team recorded several narrow wins and a close
loss in its last four league games.
Pickering blanked Bowmanvtlle 3-0 in a game
played Jan. 11. Paul Ruta, Keith Rhodes and �Q

novices in the scoring department. Bradley

In a closely contested game with Markham,
Pickering prevailed by a 1-0 margin. Rhodes

The Gordon House I
once a fine,hotel
The following Living History
article is one of a series by the
Ajax Local Architectural Conser-
vation Advisory Committee.
AJAX - The Gordon House,
on the south side of Old Kingston
Rd. in Pickering Village, is a fine
example of the hotels and inns
which once stood in small
Ontario villages,
Built in 1881, the Gordon
House provided reliable accom-
modation and meals for travellers,
during the decades when Hwy. 2
was the main route between
Toronto (York) and Kingston.
It was constructed by a Picker-
ing -born hotel proprietor, named
John Cuthbert.
Red and buff brick are com-
bined in complex patterns to cre-
ate a mosaic -like front facade; it
remains a challenge to count the
number of different patterns cre-
ated.
It is believed that, in approxi -

mately 1884, the east bay was
added, and the brick was skilfully
matched to the main building,
both in color and pattern.
A separate entrance was pro-
vided, for the Ontario Bank was
located in this addition, until it
folded in 1920: reportedly, many
local residents lost their life sav-
ings. The massive foundation for
the bank vault still remains in the
basement.
In the early 1890s, Mr. Cuth-
bert sold his hotel, the Cuthbert
House, to Robert Secker, who
owned the Liverpool House at the

three times each week
corner of Liverpool and Hwy. 2.
Mr. Secker reportedly purchased
it for his son-in-law, James Gor-
don. Renamed the Gordon House,
the establishment prospered, and
earned a glowing reputation for
the home -cooked meals prepared
by Mrs. Susan Gordon. The din-
ing room, now the office of MP
Rene Soetens, was elaborately
decorated with a plaster ceiling
medallion, and alternating dark
and light striped hardwood floor.
A tavern was also located in
the Gordon House, serving as a
popular gathering place for local
residents.
The advent of the automobile
and prohibition resulted in the
decline of small hotels in Ontario
villages, and the Gordon House
was no exception. The Gordons'
son, Robin, continued to operate
the hotel after his parents' death.
The war years provided a
renewed, albeit short-lived, pros-
perity as rooms were let to war
munitions plant workers.
In May 1952, the Gordon
House was sold, ending the family
ownership it had enjoyed for so
many decades. The hotel was then
converted to a rooming house, and
