As in 1992, councillors will share $12,000 for conventions, S9,000 for public relations and will each have 54200 to spend on communica- tions. However, their collective allowance for seminars and education will jump from $500 to S2,000. Motions to lower allowances for con- ventions and communications were defeated. Salaries for the mayor and six councillors will be reviewed by a three-person citizens' committee, which is expected to make recom- mendations later this year. In the $6.6 -million capital portion of the budget, expenses are offset by reserve accounts (savings), Provincial subsidies and development charges paid by developers. Gary Lee Chow, of 555 Oxford St. in Oshawa, was rushed to Ajax and Pickering General Hospital where he died hours later. The driver of the second vehicle — 20- year-old Pickering resident Michael Winger — was treated and released. Police say Mr. Chow was southbound on Brock Rd., just before 5 p.m., when he attempted to make a left turn onto the east- bound Hwy. 401 ramp. His 1982 Honda Civic was struck by the Heavy rains cause flooding,. washouts PICKERING - There were wet basements and road closures in Picker- ing this week after heavy rains caused flooding and washouts. Flooding forced road closures at Finch Ave. west of Altona Rd. at the Pickering -Markham townline; and at Oakburn St. and Pine Grove Ave. Numerous Woodview Ave. residents, who are without storm sewers, had water in their yards and complained to the town about wet basements. There were several washouts in northern Pickering, including the 7th Concession and Kinsale Rd., says Town public works director Steve Vokes. The flooding in the western part of town was due to unusually high water levels in a pond close to the road at the Markham townline, he says. One inch of rain falling on frozen ground, combined with melting snow and a wet summer contributed to the water levels. Flooding problems occur about a half-dozen times a year, Mr. Voices adds. "We weren't overly shocked or surprised." There's nothing the town can do except wait for water levels to recede, he says. At Rosebank Rd. and Granite CrL, water was inches from the surface of a one -lane bridge over Peui- coat Creek, reports resident Ber- nice Ufnal. "I'm really surprised the embankments are still there," " she says, suggesting that the dan- ger of the bridge being washed away should preclude any more subdivisions from being built in the neighborhood. However, Mr. Vokes says Pet- ticoat Creek did not cause any ;;0,0 flooding and assures that culverts, bridges and storm sewers in the area arc designed for future development. "I'm highly optimistic," he says of the year ahead. "I think the municipality has the capacity both politically and administratively to assist and support the business community and attract industry ... I think we can look forward to a very healthy year." The Town's proposed budget, under consideration by politicians now, looks favorable for taxpayers, he says. "It's the best budget to come from staff in my 10 years on council." Politicians went into budget talks Monday looking at a two per cent tax increase not including operating costs of a new frrehall. Mayor Arthurs says hrchall costs represent at least another two per cent hike in taxes. This year, the Town will do as much as it can to improve econom- ically, he says. One example is a joint effort by Greater Toronto Area municipalities, including Pickering, to promote themselves at overseas trade shows. Developments to be completed in 1993 include a large expansion of Lymbird Lumber, the opening of Yorkville Sound, a medical/retail centre at Glenanna Rd. and Hwy. 2, and a new arena at the recreation complex. A new firehall at Dixie Rd. and Finch Ave. is also expect- ed to open late in the year. The largest residential project slated for 1993 is a low-rise condo- minium development of about 184 units planned by Tridel near Valley Farm Rd. and Hwy. 2. Ideas for new community facili- ties will be addressed by council and staff in discussing the Town's five-year capital forecast, says mayor Arthurs. He says discussion could include long-term fire ser- vice, the library board's plans and an arts theatre financed by the pri- vate sector. The Rouge Hill library may be lost to the expansion of Hwy. 401, he adds. Development of the Altona For- est will be the subject of an Ontario Municipal Board pre -hearing con- ference early in the new year. Mayor Arthurs says he's unsure of the procedure to be followed by the OMB or whether the pre -hearing will be open to the public. Opinion Taxing times After enjoying a zero -per cent increase in Town taxes last year, Pickering residents are facing a proposed four -per cent increase for 1993. However, residents should be reasonably satisfied with the efforts of Town council. After two days of budget talks, council- lors came away with a proposed operating budget of $34 million. Faced with a built-in increase of two per cent to accommodate new firefighters, councillors kept most other expenditures in check, leaving just an additional two per cent increase in the bud- get. The increase represents about $280,000 in expenses to be shared by all Town taxpayers. Big ticket items in this year's budget include $2.5 million for libraries. $1 million for public transit. $1.1 million for the plan- ning department. $1.3 million for parks, and $1.1 million for the recreation complex. With the operating costs of the new firehall -- $2 million over the next three vears -- accounting for half of this year's proposed increase, there's vers little left to hack off the budget when it gets to council chambers Jan. 25. Credit should be given to depan- ment heads who presented lean budgets for politicians to consider in the first place. There are small -priced items that could undoubtedly come out of the budget -- such as a voice mail system for the civic complex -- but those -nickel and dime" non -essentials are peanuts in a $34 -million package. There are token sacrificies that could be made by councillors hoping to get re-elected, and complaints will predictable be made be a vocal minorit%. It's too bad that Mr. Roger Anderson is upset at the pro- posed new bylaw which would tell smokers to "butt out" in a lot of public places. Perhaps if Mr. Anderson was a non-smoker or ex-smoker he would understand where we are coming from. Smoking is not even socially accepted these days... at best it's socially tolerated. People don't want it in their homes or their cars; businesses don't want it and many many people don't want its hazards inflicted upon them. It's a proven fact that sec- ond hand smoke is just as injuri- ous to one's health, or more so, than first hand smoke. Alcohol, in moderation, is much more socially accepted these days than smoking, but I don't hear torr. Anderson complain that he can- not drink in certain public places. We're not saying you cannot smoke... that's your right as an individual, but we have rights as well. If you wish to risk your life, then go ahead, but don't risk mine. If you wish to smell up your home, your car and your clothing, then eo ahead, but don't smell up mine. I have been in many public places where inconsiderate smok- ers will light up and almost blow the smoke in your face. I have been in bus shelters, auditoriums, lunch stands, washrooms, barber shops, laundromats, etc., where I have had to withstand the smell of second hand smoke and I have llaot_e �16wle_ even had my clothing burned by some inconsiderate and careless smokers. Don't get me wrong, not all smokers fall into this category. Some are vm courteous and will not smoke in your homes or cars if they know it bothers you. Card shows, workouts fill up off-season for Niael Wilson By AL RIN'FTT Sports Reporter AJAX - The off-season has been all hustle and bustle for Ajax resi- dent Nigel Wilson of baseball's Florida Marlins. The outfielder, who'll enter spring training in late February with the upstart major league baseball club, has been working out and attending sports card shows to keep bus} in his winter hiatus from the fit. Wilson has been in demand at sports card t shows this win- > ter• making appearances at six shows, including St. Catharines, Burlington and Nigei Wilson T o r o n to. Today, Friday, Jan. 8, he's makinc a two-day sojourn to Florida where he'll be signing autographs at shows in Miami and Fort Lauderdale. The fust pick of the Florida Mar- lins will be in his home town for a special card show at the Ajax Com- munity Centre's HMS Ajax Room Saturday, Jan. 16. He'll be signing autograpf6 from 11 am. til 1 p.m. With spring training looming, Wilson's been gemng down to the business of making sure he's in the best shape possible when the Mar- lins' camp opens Feb. 20. He's cur- rently working on his throwing and hitting at the Oshawa Civic Dome during the week. When he returns from the card shows in Miami, he'll start weight training in preparation for spring training. "I want to go there and be ready." says Wilson. "I have to be feeling healthy and feeling strong, that's about it." Wilson is anxious to get started with the Marlins. He hop's to make a good impression with the team's management and coaches from the first day of camp. "They've only heard about me and what I can do," says Wilson. "Niv stair show what I can do, their scouts have told them about me. now when I go to training camp, the owner and management will have a chance to know what I'm all about-" He's also excited about the off- season improvements the Marlins are making. He says the club's recent signing of San Diego all-star catcher Benito Santiago should be a boost to the team's fortunes enter- ing its first year of national league play. "Its a good thing to get players who can help the team. It will be good to have a player with major league experience, especially to help out the younger guys," says Wilson. A good place to start is with a recent mutual fund survey (These surveys appear monthly in The Globe d Mad Report on Business and in The Financia/ Posq You may also wish to obtain a prospectus for one or more funds. With this information in hand, it's just a matter of asking a few basic questions How well established Is the fund? Ultimately, the issue here is one of credibility If the fund — or the organization behind it -- has been in business for a number of years, then chances are it won't disappear ovemight Similarly, a large asset base — say, $50 million or more -- provides a good indlicabon of financial strength. Who are the fund's managers? It the name(s) aren't familiar, don't worry -- most fund managers do their work n comparative anonymity Experience is important, however, as is consistency. So look for a fund where the managers have established a track record over a number of years - - preferably, trom the fund's inception. How has the fund performed? While past performance is no guarantee of future results, a fund's historical rate of return still serves as a useful point of comparison- In general, look for funds with above-average performance (that is, compared to other funds in the same category) over periods of three years or more. Remember, too, that certain types of investments are more volatile than others. Consequently, an equity fund may show poorer short-term performance than a money-market fund, but provide higher rates of return when averaged over a five- or ten-year penod What fees are charged? All funds are charged a fee by their managers, which is based on a certain percentage of the fund's assets. The percentage is generally higher for equity hinds than for income funds, although it can also vary widely between funds of the same type -- from less than 1% to 39'0 or more. (In some cases, however, a fund may offer fee reductions if your investment exceeds a certain amount). How can the fee affect you? Wak if the funds performance is weak, a hefty management fee can eat up much (if not all) of your earnings An additional — and potentially more costly -- type of fee is the sales charge, or 'load, that is levied by some funds. Essentially, this is a commission paid to the salesperson from whom you purchase the fund. In some cases. it can be as much as 9% of the amount invested (a 'front-end' load), which means that a $10,000 investment is immediately reduced to $9,100. In recent years, however, many load funds have adopted a system of "deferred' sales charges. Here you pay a declining percentage of your investment in the fund if you redeem (or sell) your units within a certain period. Typically, this will be 5% in the first yeas 4.5% in the second year, and so on until the charge is reduced to zero. Do sales charges affect your return on investment? Definitely — depending on how much is charged and when, as well as how long you hold the fund. In fact, on a bad kind earring 10% annually, the real rate of return may end up being only 8.9%. By now, you wd probably appredafe why some mutual funds are different from others. But ultimately, the fund(s) you choose must be appropriate to your personal investment goals.
