"At this time we're not really contemplating (job action), but there will be a show of support," says police association president Dale Allan. :Members of Metro Toronto Police have been working -to -rule to show their displeasure with the province's proposals on policing, including one which requires an officer to file a report each time he or she draws a gun. Durham's plan of action will be formulated at an upcoming executive meeting of the association and then presented to the membership at a special meeting Oct. 26, says Const Allan. "We support Metro's concerti and have the same zoncers," he says. "From our perspective, we haven't been requested by the membership to take any action other than through press releases and writing letters to the (provincial) government." The association's beef with the goverment, is that it "keeps pushing more on police." He calls the most recent 'use of force' guidelines, which sparked the job action by the Metro police association, the "straw that broke the camel's back." A major concern of police is the requirement to file a repon every time a gun is drawn. Besides the time away from the beat the cops will spend doing paperwork, officers worry about what the reports will eventually be used for. Another concern is that complaints of racism against police officers are now to be investigated by an independent provincial body, says Const. Allan An accused officer will now have to face "months and months going by with a complaint hanging over his shoulder because (provincial complaints commis- sion members) don't work as speedily. They don't have the staff. It's not their fault; it was never designed for that process." Gerard Kennedy reports 350,000 people in the Greater Toronto Area use the food bank each year. That means eight per cent of the people in Durham, York and Peel regions, Metro Toronto and the city of Oakville need help putting food on the table. "More startling is one in seven children in the GTA use the food hank." he says. The Daily Bread Food Bank is in the middle of its seventh Thanksgiving drive, which con- tinues till Monday, with a goal of two million tons of food. "Summer is awfully quiet; the summer is full of people who are in need and not full of people giving.- In iving "In the past few weeks, the food bank has spent hundreds of dol- lars to meet the needs of approxi- mately 60 families it serves, she says, and organizers are counting on the Thanksgiving season to replenish food supplies. For this food drive, the Daily Bread is asking donors to fill out a questionnaire on the bags in an attempt to find out what role the food bank should play after the drive. The Salvation Armv, which doesn't get food from the Daily Bread, helped feed 136 families in September. reports Ms. Ham. When she started at the local Salvation Army in April 1991, about 90 families were receiving food aid. Since then, a food bank operat- ed out of the Dunbarton-Fairport United Church has closed and some of its clients have turned to the Salvation Army. A food bank coordinated by St. Paul's on the Hill Anglican Church has opened and serves about 60 families. Ms. Harry says the Salvation Army food bank is "suppose to be an emergency service." The Salvation Army would tide them over to the end of the month. "That's not the case anymore," she says. People on social assis- tance are out of money earlier in the month because of escalating prices. "The government has listened to scores of other people about how police should do their jobs. It is time they began to listen to the concerns of officers on the street." A provincial government spokesman, however, says there are no plans to alter the legisla- tion, which comes into effect at the beginning of the year. "It was developed in consulta- tion with the community and the ,police," says Cim Nunn, press assistant to Solicitor General Allan Pilkey. The legislation "best reflects our goals of enhancing officer and public safety". Planners believe the investment in the master plan will allow them to save thousands of dollars on environmental assessments that would have otherwise been car- ried out for each project. "With a master plan, we'll be able to pay for it once and do (assessments) with a broad brush," Mr. Prevedel explains. The region also believes recent concern for the environment can work in its favor. "People are more attuned to the environment," Mr. Prevedel notes, suggesting it may be time to change the design of subdivisions. The plan will also encourage residents to be more "transit con- scious," which will mean making it more available and cost-effec- tive. "Every person you convert is one less car on the road in peak hour," Mr. Prevedel notes. Allore's letter to the editor of Sept. 25 ("Do you really trust these men with the Constitution?") that he misunder- stands the purpose of the upcoming referendum. He should be remind- ed, at this important juncture in our history, of the difference between a referendum and an election. Although character may appropriately be questioned during an election campaign, it has no place in our cur- rent constitutional debate. At present, it is imperative that voters foeud on discussing the strengths and weaknesses of the proposals contained in the constitutional document, not the perceived strengths and weak- nesses of those who wrote it.
