DURHAM - Students struggling with reading by Grade 3 can thank
the whole language teaching philosophy, a critic charges.
"Children who aren't introduced to letter combinations and their
sounds (phonics) through direct instruction get off to a louse start. -\ lot

The Pickering resident is responding to comments made by the
directors of education at school boards here in a series of articles pub-
lished recently by the News Advertiser. Pauline Laing of the public
board and Earl Lagroix of the separate board both stated their support
of whole language instruction.

PICKERING - The central core of Pickering was left in the
dark for about an hour and a half Friday morning when a hydro
pole burst into a "fireball".
The power outage affected the Pickering civic complex, the
Pickering Town Centre, the recreation complex, the SuperCentre,
the Hub Plaza, the Pickering Corporate Centre and the Tridel high-
rise apartment buildings.
Pickering Hydro general manager John Wiersma says the out-
age occurred after a wire in an electrical switch burned on a pole
near the Corporate Centre at Liverpool Rd. and Pickering Park-
way.
One eyewitness at the Corporate Centre described a resulting
flash of sparks from the 44,000 -volt system as "quite a fireball".
The flash of fire immediately extinguished itself and didn't create
any hazards, Mr. W iersma says.
The Pickering fire department responded to keep people away
from the scene until Hydro officials arrived, he adds.
There was speculation lightning might have hit the hydro pole
but Mr. Wiersma says an overheated connection is another possi-
ble cause of the burned wire.

The concept in question is
described by supporters as child -
centered and a less -structured
method of instruction than phon-
i ics. It's "language kept whole,"
! and assumes language and litera-
cy development are best facilitat-
ed when the subskills of reading,
writing and talking are interrelat-
ed.
According to Ms. Laing,
phonics is still "one of a variety
of techniques that good teachers
use to help young children read."
But phonics is much more
than just a technique, argues Ms.
Howes, who has a Master's
Degree in cognitive science, the
�tudy of how the brain processes
formation. She specializes in
how the brain operates while
reading.
"Phonics is not a technique to
be used when kids are having
trouble," Ms. Howes says. "It's
how the brain matches spelling
patterns to sounds and the written
word. In fact, the automatic
recognition of sound/symbol rela-
tionship is what allows fluent
reading to take place in the first
place.
"Whole language says that
reading is not an exact process,"
she adds. "In fact, quite the oppo-
site is true. Reading is an exact
process."
Whole language also says
skilled readers do not read every
word on the page (but) just pick
up parts of words, the beginnings
and endings, and predict the
i rest," she notes.
+ However, Ms. Howes points
to research which "reveals skilled
i readers do read every letter on
the page."
She believes it's "essential" to
introduce children to the relation-
ship between sounds and spelling
patterns and refers to research
which indicates one-third of all
children "don't even catch on to
the fact that words can be divided

Pickering resident Patti Char-
i bonneau, a cognitive science stu-
dent who specializes in linguis-
tics, is also critical of whole lan-
guage instruction.
When her son was experienc-
ing reading and writing problems
in Grade 2, Mrs. Charbonneau
didn't buy the school board's
argument that "he shouldn't be
good at everything. It took me a
long time to get someone to
acknowledge he was having aver-
age problems," she admits.
"They told me I was lucky
because such problems aren't
usually caught until Grade 5.
That didn't reassure me at all."

However, Mrs. Charbonneau
points to a number of drawbacks,
including the argument that a
child's creativity shouldn't be
tapped by placing emphasis on
spelling and grammar.
She recalls her son's pride
when he showed her a piece of
school work which had been
marked as correct. But when she
took a close look at it, she
observed many spelling and gram-
matical errors.
"Words were spelled phoneti-
cally correct and it wasn't until we
looked the words up in a dictio-
nary that he believed he actually
made mistakes," says Mrs. Char-
bonneau.
"He asked, 'Why would (my
teacher) lie to me like that?' He
felt she was being dishonest with
him. After that, anything she
praised him on, he didn't believe
her."
Her son, who'll begin Grade 5
in September, has since switched
schools and has been taught the
basics of reading at home.
"He's starting to do well," says
Mrs. Charbonneau. A reading test
in January 1991 indicated he had a
Grade 1.4 reading level. A test in
June rated him at a Grade 4.4
level.

Turnoing twheel
The feeling of relief is palpable throughout Ajax and Pickering this
week, following General Motors' announcement that its endangered car
plant in Oshawa will have a product to build throughout the 1994 model
year.
It's good news for workers in the 25 feeder industries in Ajax and Pick-
ering that exist, in part, because GM exists. It's good news for all Durham
Region taxpayers, who'd have to make up the shortfall if Oshawa lost GM
tax dollars.
It's as though a great weight has been raised, and local people can lift
their heads to see a brighter future, instead of the murk our gaze has been
focused on in the months since GM's first announcement — that some
plants somewhere have to go.
Of course, some plants still have to go, and one of those will be a mid-
size plant, of which there are two in Oshawa. There are only three other can-
didates for closure. The future of the auto business in Oshawa may be
brighter, but the light coming down the tunnel isn't exactly blinding, not yet
anyway.
Still, for the workers on the line who previously had no car to build in
1994, the uncertainty about their jobs has been lessened. If the Oshawa plant
had continued to have no product up to the day of GM's plant -closing
announcement there is a very good chance that it would have been the loser.
Now, it may not be. It means the workers can make plans that include
spending, instead of saving every nickel against the possible rainy day, and
that is very good news for everyone else in the community.
Oshawa particularly, but also Ajax and Pickering, have been suffering
from more than just recession. All have been victims of the GM hangover.
GUI's impending decision has been poised over the community like a rain -
cloud, sending investors scurrying for shelter to wait for better days, or to
set up shop elsewhere. Local people have postponed major purchases, like
houses and, ironically, cars, because their incomes and jobs were threatened.
The latest bit of news may loosen a few dollars to help the economy grow.
The best part of the good news is that everyone links the GM decision to
the local autoworkers' concession on overtime — workers, management and
politicians are all agreed. Local events really can turn the big wheels in
Detroit — that is the cheering message.
There is one more wheel to turn — the wheel of fortune for those five
'.north American mid-size plants. It may be that the efforts of local workers
will be enough to make it tum the right way.

This letter may be of interest to
any of your readers who are won-
dering how the people of Picker-
ing Beach are faring against the
relentless takeover march of the
land developers. It was written
following an information meeting
held for Pickering Beach property
owners in late June, several weeks
after a community questionnaire
was mailed to us.
The good news is that the
sewer project has been scaled
down from 512 million to S3 mil-
lion so the taxpayers of Ajax will
not be expected to donate $9,000
to the sewer lobbyists' cause.
However, we will all make dona-
tions on our future water/sewer
bills, and the people of Pickering
Beach will still be forced to hand
over several thousand dollars
each. (See below.)
Following are comments we
trade to Ajax town council regard-
ing the proposed municipal sewers
at Pickering Beach_
We sincerely thank council for
this questionnaire and public
information meeting, but feel they
were presented in the wrong order.
How can anyone make a wise
decision on this matter if they are
not given the information until
after they have returned the ques-
tionnaire? We have, therefore,
waited until considering the ideas
presented before returning our
decision and comments.
In our own situation, our septic
system which we purchased and
maintain at our own expense is
adequate and workable, and has
never allowed sewage to flood our
basement as happens in other parts
of Ajax on sewers.
Our sewage does not flow into
Lake Ontario to pollute the shore-
line as municipal sewers do. So
not only do we not require or want
municipal sewers, we consider our
system to be superior — safer for
us, safer for our lake, and at no

cost to our neighbors or to any
other regional or provincial tax-
payer. If Ajax council considers
private septic systems unaccept-
able, then in all conscience coun-
cil should not give approval for
their use in any other part of Ajax,
such as the Deer Creek, Staxton
Glen, or any other rural home
application.
We feel strongly that present
homeowners at Pickering Beach
should not be forced to pay 57,000
to 510,000 or more each for the
benefit of those who wish to
develop vacant land here. We also
believe that Ajax taxpayers,
Durham region water/sewer users,
and other Ontario taxpayers
should not be forced to subsidize
the land developers at Pickering
Beach for the remaining $1.5 mil -
lion presently estimated for this
project. We do not object to sew-
ers being installed at Pickering
Beach, if they are paid for entirely
by the developers, as is done in
every other new subdivision,
because this is a new subdivision;
it is not simply a continuation of
an existing subdivision with the
same planning guidelines and lot
sizes used by the rest of us. The
existing homes were built on quar-
ter- or half -acre lots with private
sewage disposal; the proposed
subdivision would be on one-
eighth acre lots with public
sewage disposal. The two are
entirely different, and existing
self-sufficient homeowners should
not be forced to hand over thou-
sands of dollars to fund these
developers. The new home

To the editor,
Recently I had occasion to drive by our new
Pickering police station — nice -looking building, I
might add.
The first time I saw it I was driving north on
Brock Rd. and I remember thinking, "Where is the
sign indicating what the building is?"
The second time I was heading west on Kingston
Rd. I looked for the sign once again. This time,
almost too late, I did see it at last, perched about a
foot off the ground, a fair distance from the comer
on which the building is located.

private septic systems unaccept-
able, then in all conscience coun-
cil should not give approval for
their use in any other part of Ajax,
such as the Deer Creek, Staxton
Glen, or any other rural home

We feel strongly that present
homeowners at Pickering Beach
should not be forced to pay 57,000
to 510,000 or more each for the
benefit of those who wish to
develop vacant land here. We also
believe that Ajax taxpayers,
Durham region water/sewer users,
and other Ontario taxpayers
should not be forced to subsidize
the land developers at Pickering
Beach for the remaining $1.5 mil -
lion presently estimated for this
project. We do not object to sew-
ers being installed at Pickering
Beach, if they are paid for entirely
by the developers, as is done in
every other new subdivision,
because this is a new subdivision;
it is not simply a continuation of
an existing subdivision with the
same planning guidelines and lot
sizes used by the rest of us. The
existing homes were built on quar-
ter- or half -acre lots with private
sewage disposal; the proposed
subdivision would be on one-
eighth acre lots with public
sewage disposal. The two are
entirely different, and existing
self-sufficient homeowners should
not be forced to hand over thou-
sands of dollars to fund these
developers. The new home

Recently I had occasion to drive by our new
Pickering police station — nice -looking building, I
might add.
The first time I saw it I was driving north on
Brock Rd. and I remember thinking, "Where is the
sign indicating what the building is?"
The second time I was heading west on Kingston
Rd. I looked for the sign once again. This time,
almost too late, I did see it at last, perched about a
foot off the ground, a fair distance from the comer
on which the building is located.

stun gun has been handed over
to Durham Regional Police who
are urging other holders of the

the suspect jumped over the
counter. She was ordered at gun-
point to open the cash register
and hand over the money.
After doing so, the suspect
became angry and demanded
more and then threatened to
blow a hole in the victim if she
was lying. The victim was not
harmed and the suspect left the
store walking westbound on
King St.
The business was victimized
on May 14 and police feel the

The suspect is described as
male, white, five -feet six -inches
to five -feet eight -inches tall, 18
to 22 years old, 145 pounds,
curly brown shoulder length hair,
wearing a blue baseball hat, dark
blue sweatshirt with a two-inch
faded yellow stripe around the
mid-section, new blue jeans,
dirty white running shoes, and
wearing a white handkerchief
over the lower portion of his
face.

$1,000 for information leading to

a campus?
DURHAM - A former choco-
late -making factory may become a
facility that serves up food for
thought.
The ministry of colleges and
universities is expected to announce
Tuesday that Durham College will
buy Whitby's former Cadbury plant
and tum it into a training centre for
sldlled trades.
Cheryl Bird, Durham's public
relations officer, coniums that col-
lege officials applied to the ministry
to buy the Cadbury plant with plans
to renovate it to be used for a skilled
trades program.
Since the ministry has
announced a press conference to be
held at the Champlain Ave. plant,
one can only assume the funding
has been approved, says Ms Bird.
The plan calls for existing training
programs being offered at campuses
in Oshawa and Ajax to be relocated
to Whitby. This will "free up space"
in the Oshawa and Whitby campus-
es, says Ms Bird. "It's growth. We
are in a growth situation."
The programs offered will not be
post -secondary. `They will be used
for upgrading skills," she says.
The cost of the facility would be
in the millions, suggests Ms Bird.

The Town of Pickering Yard Waste Collection Program will be continued through
the summer.
Collection dates are July 27, August 31, September 28, October 26 and
every Monday in Novenber.
Yard waste materials can no longer be included as regular garbage and therefore
must be prepared for pickup as follows:
Leaves, flowers, grass clippings and plants must be placed in bushel baskets,
hampers, trash cans or clear plastic bags.
Branches, shrubs and brush must be cut to 1 metre lengths and bound in
manageable bundles.
All bags, bundles, or yard waste items must be divided into quantities weighing
not more than 23 kg (50 lbs.).
Materials must be placed at the roadside for collection by 7:00 a.m.

*Knighthawks planning Bahamian tourney
AJAX - The Ajax Knighthawks slo-pitch team
fared well in its first annual softball tournament in
Nassau, The Bahamas in early June, losing the finals
to The Bahamas Defence Force team.
"We're very pleased with the success we had in
:Nassau this year," says coach Wayne Dalton. "Not
only did the team and our friends enjoy a week in the
Bahamas, but we've begun a tradition of sportsman-
ship and friendship with the Bahamian teams."
The Knighthawks presented baseball bats and
gloves to Brad Smith, president of The Bahamas Soft -
'ball Association, for distribution to children in Nas-

sau. The ball equipment was donated through the
Sports Charity Drive.
The Paradise Island Fun Club hosted the
Knighthawks and will be the headquarters for the
1993 tourney.
Sponsors of the Knighthawks included Discover
Sports, Maxi -Drug, the Sapphire Bar, town of Ajax,
the Ontario government and the Toronto Blue Jays.
The 1993 tournament is scheduled for Nov. lel to
21.
