DURHAM - Public school board staff
"must keep chopping away at this year's
budget, despite some concern that -we
can't go any deeper or we'll be bleeding all
over the place. -
Those words of warning were issued by
.,Scugog trustee Joyce Kelly at the Durham
Board of Education's budget talks Tuesday.

Still, staff have been told to trim another
$280,000 to bring in a budget of $358.1
.million. The highest tax increase would be
just under five per cent, a number most

average increase of 3.67 per cent would see

added costs for introducing the
program, staffing and operation.
"We have nothing concrete at
the moment," says the chairman,
of the alternatives. "But we want
to find the best possible way to
meet the needs of young children.

Peel Board of Education has
been running the junior kinder-
garten program for one year. In
recent budget deliberations, Peel's
board of trustees made the deci-
sion to eliminate the JK program.

decide "when and if" the program
will be implemented. -That's the
wbole issue for Durham."
The ministry of education has
set some guidelines for boards to
include in their proposals in alter-
nate programs. These include: a
description of the program; demo-
graphic treads of the community;
parmers involved in the program;
:how program will be staffed; a
'budget; capital; and an action

That's the conclusion of a sur-
vey released by Daily Bread Food
Bank, which supplies food banks
in the Toronto area (including
Durham). Daily Bread is in the
midst of its annual Easter food
drive.
According to the survey, the
people forced to use food banks to
survive increasingly include two-
parent families and more of the
healthy, educated, highly -skilled
and employable, though single
mothers and the disabled remain
principal users.
In February 147,000 people
sought relief from food banks, up

seems to be a major contributor to
the hunger problem. More than a
fifth of food recipients were most
recently employed as factory
workers. Of the rest, 12.2 per cent
worked in offices; 11.2 per cent in
the restaurant and food business;
9.3 per cent in construction; 6.7
per cent in maintenance; 4.3 per
cent in stores, 3.4 per cent in hos-
pitals; and 2.1 per cent in manage-
rial positions.
Overall, food bank users are
younger and are more often mar-
ried couples with children. Some
even own their own homes.
Almost a quarter have some col-
lege or university education. The

Unemployment in the area has
reached 10.6 per cent, compared
to a high of nine per cent during
the last recession in the early
1980s.
The Daily Bread survey indi-
cates 50 per cent of food recipi-
ents have lost their jobs during
this recession, and 30 per cent lost
their jobs in the last year — half
of those within the last six
months. More than 40 per cent
were employed in their last jobs
for two years or more.

Food Bank.
The Toronto organization
distributes food to banks in
Metropolitan Toronto and
Durham, York, Peel and Hal-
ton regions. Daily Bread
receives much of its food from
its annual Easter and Thanks-
giving food drives, and from
major corporations and food
manufacturers.
On Friday, April 10, a Share
Bag was distributed with your
copy of the News Advertiser.
Readers are being asked to fill
it with ran-perishabie food and
take it to your local fire station,

The Daily Bread Food Bank
says it ships about 450,000
pounds of food per month to
the various food banks it
serves. Last year Daily Bread
received about 230;000 pounds
of donations from Durham ns -
idents, and shipped about
130.000 pounds back into the

The provincial government has come to its senses --sort of. / �?
Ontario's ministry of education has told Durham's public school
board it can study alternatives to implementing junior kindergarten. \
The province had previously ordered school boards to start junior
kindergarten 1994, setting aside $50 million for that se. '\

That figure sounds like a lot, but it's not when one realizes the `1
money is meant for distribution to boards throughout the province. >:
In fact, former Durham Board of Education chairman Ian Brown
had said it would cost about $12 million in this region alone to con-
vert schools to add a junior kindergarten program. That money would 0
only cover capital costs.
Mr. Brown's successor Louise Farr notes there would be additional
costs to introduce and operate the program, costs that taxpayers can't
handle as we struggle to wrestle free from the grips of this recession.
The board's currently fighting an uphill battle to limit the tax hike its
budget will. necessitate. Adding a junior kindergarten program would ,
make that battle impossible to win
What would be preferable to ordering alternative programs
would be for the province to let the boards of education make their
own decisions. If the province refuses to keep out, the Durham
board should tell the Province that its alternative to junior kinder-
garten will take place in existing facilities, funded by parents and
the Province, if it so chooses, and with absolutely no involvement
from the Durham Board of Education, its teachers or its ratepay-
ers.

As a parent of a child at High -
bush Public School, 1 received
notification that our school had
demonstrated an interest in Year
Round Schooling (YRS). Just
who displayed this interest is not
yet clear.
At the taxpayer's expense, the
Durham Board of Education has
been researching the YRS concept
Chat is being used in some parts of
Florida, California and Utah. It is
proposed that YRS will save the
taxpayers money by utilizing the
schools more efficiently, reducing
overcrowding and improving aca-
demic performance.
After doing some extensive
research, I find myself wondering
how our school board can justify
an interest in a multi -track calen-
dar year. YRS is a concept which
has been around since 1904 and
one which has never really caught
on. The number of states on YRS
has dropped from 28 in 1976 to
14 in 1986. If this is such a won-
derful concept, why are so many
Slaves discontinua YRS?
In Arnerican schools the actual
savings are quite ammmial unless
air conditioning is already in
place. Even then, the savings is
Iess than anticipated. The person-
al cost per family, however,
increases for day cart: costs K the
family does not get on the same
track.
Testing done on students in the
YRS are not scoring better marks
academically and not retaining
more information. In fact, in many
cases they are finding poorer test
results. YRS is broken up into
many segments with a number of
warm-up and wind -down times.
Many teachers feel that these mul-
tiple breaks cause a tremendous
disruption to the learning process.
Also, hyperactivity will undoubt-
edly occur at track change time.
Have the educators pushing for
YRS forgotten what is was like
before the March break? Do we
really want this atmosphere most
of the year?
As stated, YRS is 88 years old.
Of the districts who originally
experimented with this calendar,
not one is still using YRS. So far,
19 school districts in the U.S. have
recently gone off of YRS due to
the fact that the advantages that
were expected to occur did not
materialize?
You may be wondering why
there is no available information
on Ontario schools. As Monica
IKrawetz (Durham Board of Edu-
cation) testifies, this is due to the
fact that there are no schools in
Ontario that have adopted YRS!

Due to the tremendous turnout
of parents, the proposed YRS for
York Region was cancelled. I urge
you to ask questions and decide for
yourself if you want your children
to be involved in an experiment
that has such a low success rate.
No YRS project should be under-
taken unless there is clear commu-
nity support.

AJAX-PICKERING - The
town of Pickering won't com-
pete against the town of Ajax
on Challenge Day this year.
Pickering isn't taking part
in Challenge Day Wednes-
day, May 27 because of
financial constraints. The
event saw the two communi-
ties encourage participation
of its citizenry in 15 minutes
of physical activity.
According to Sharon Mil-
ton of Pickering's community
services and facilities depart-
ment, the town still supports
Challenge Day, but cutbacks
have forced the department to
eliminate the planning of
events to coincide with the
event-
-We still endorse it, but
due to various cutbacks,
(Challenge Day) was one of
the things we couldn't do this
year," says Milton.
Last year, Pickering won
the fitness showdown with 64
per cent of its residents par-
ticipating, while Ajax had 62
per cent. It was the second
year in a row Pickering had
won the friendly competition.
"It should be a
fun event full of 'e,
spirit and commu-
nity pride. We want Q
to make it so we can
forget about the economy and the
problems. It's a chance to show
what the town and the country
means to you,- she says.
Unfortunately, Ajax and Pick-
ering won't this year continue
their friendly rivalry over which
town encourages more citizens to
participate in Challenge Day (see
accompanying story).
In 1991, Ajax registered 62
per cent participation in Chal-
lenge Day. This year, Cork is
counting on schools, businesses,
community groups, fitness clubs
and many others to increase par-
ticipation.

events planned to help citizens

- CORPORATE CHAL-
LENGE. It's a fun -filled event
for local businesses. Last year's
champs the Harwood Eliminators
have "double -dog dared" all Ajax
firms to try and pry away the tro-
phy they won in 1991. It's a free
event for 10 -member teams at the
Ajax Community Centre soccer
fields from noon to 1 p.m. on

placed third on beam and sixth on bars, but
did not compete in all events after having

Many Canadians chooie to renovate their
homes when they want more space, instead
of moving to a new home. A well planned
renovation can provide high quality living
while adding to a home's value. This
makes it a wise financial decision as well.
Renovation can bring many other
advantages, too. It allows families to stay
in their own neighbourhood, close to
familiar schools, shops, community
facilities and, of course, friends.
Renovating avoids the problems of
finding a home you like and selling your
current home. It means no real estate
commissions and moving costs. It means
you don't have to find a new commuting
route for both husband and wife to get to
work.
And so we Canadians often renovate our
home. We fix it, and improve it, and add
rooms to it, and finish its basement, and
put decks on and modernize its kitchen and
bathrooms. We re -roof and paint and build
additions on top, out back and along side.
In fact, Canadians spend around $20
billion every year on renovations,
additions, alterations and repairs. This is
expected to increase through the 1990s.
How much should you think about
spending?
i The answer is different for each home
owner, but three simple questions may help
you decide:
- How much is the extra room or the up-
to-date kitchen or bathroom worth to me?
- How much will the improvement add to
the value or saleability of my home?
- If I want to borrow the cost of the
renovation, how much additional debt am I
comfortable with?
Additions. fmishing a basement or attic
to add more rooms, and upgrading a
kitchen and bathrooms, are among the
most popular forms of renovation.
The pay-off, in higher value, better
saleability and more enjoyment can be
substantial. In some cases. the increase in
the value of your home can be more than
the cost of renovation!
Lenders are interested in financing
renovations because homeowners are often
good customers with good assets -- their
own home. If you choose to barrow, you
have many choices.
For many projects, you may choose to
take out a new mortgage or increase the
mortgage you already have on your home -
Your bank may offer a hire of credit based
on your home — the advantage is that you
can draw on the money only when you
need it. Other options include tem loans
