"During 1989 and 1990, the drinking water surveillance program sampling results indicat- ed that the Ajax Water Supply Plant produced a good quality of water at the plant and this quality was maintained in the distribution sys- tem," Ruth Grier recently told council in a let- ter. Ms. Grier was responding to an Oct. 8, 1991 letter from the town about levels of tri- tium and other particles in drinking water. At an information session Thursday after- noon, about 60 parents of students attending Highbush Public School on Strouds Lane expressed curiosity, frustration and anger at the prospect of losing traditional summer "How do you tell your young child that the kid down the street doesn't have to go to school today, but they do?" one woman asked. Under a modified calendar, students would be divided into several groups, there'd always be one group on vacation. There could also. be a common break for all students, who'd still receive the same number of instaruakmal days as they do now. Several parents expressed con- cern that, even with a modified calendar, the school would still be overcrowded in a few years. One suggested shifts would see just 500 students on school prop- erty at one time, while a modified calendar would see several hun- dred more. Shifts would also save schools the cost of air condition- ing because they would continue to operate from September to June. Superintendent Dave Snodden reminded parents shifts would almost totally eliminate extra-cur- Whcular activities and increase day care concerns. "Everyone wants to go to heav- en," he said, "but no one wants to die." He questioned "how you maximize the resources you've got" when you can't expect the ministry of education to approve new schools - Parents also questioned the quality of staff a modified calen- dar would attract. Staff selection would be "vol- untary and invitational," accord- ing to modified school year steer- Krawetz. "Some colleagues see flexibility and choice, an opportu- nity that's never been there before." While families with more than one student at a school adopting a modified calendar would "have ownership over a track," Ms. Krawetz admitted families with children at high school could have different holidays. Families could, however, "opt out" of a modified year by moving to another school. One woman criticized the board "putting all its money in a high-tech school when the rest of Pickering needs the money. (Pine Ridge Secondary School) is get- ting everything imaginable." Mr. Snodden said the new high school came in nearly $1 million under budget. Seventy-five per cent of par- ents at schools being considered to test a modified calendar must approve of the idea if it's to be developed further at that location. They'll be given a chance to vote May 4 and 5. Ones who didn't vote will be contacted May 6 and will have chance to vote May 7. Ms. Grier said the annual aver- age tritium levels from 1987 to 1990 were below 72 becquerels per litre (Bq/L). The highest weekly level was 320 Bq/L., which was in March, 1988. The maximum acceptable tri- tium level is 40,000 Bq/L. Water samples are taken once a day and, at the end of the week, they're mixed together and ana- lyzed for tritium, Ms. Grier said. Durham region wants to build a new water supply plant on the Ajax lakefront, next to the exist- ing plant. The Ajax Save the Waterfront Committee (ASWC) opposes the new plant's location. Wards I and 2 regional coun- cillor Roger Anderson said, based on Ms. Grier's letter, the com- ments by Ms. Willard and the ASWC "didn't make any sense." People can "carry on. Friends PAGE (.THE NEWS ADVERMER SUNDAY, APREL 12,1992 -Opinion A student's life is hard enough To hear Durham Regional Police tell it, gang warfare on the streets of Durham Region isn't the cause for concern it used to be. Today. police are being kept busy with gang activity in the region's high schools. And despite their best efforts, it continues to surface. Police repre- sentatives have been visiting arca schools to offer parents a glimpse of what makes up a school gang, what motivates the teenagers involved, and methods to curb the violence. School gangs are a new breed: there is no leader, no organi/ational structure and no real motivating factors for the people involved. such as money, drugs or 'turf. The only common thread that links street gangs and those that are found in our high schools is violence. And chances are if your teen isn't involved in these looscIN formed groups, they are the victims, either directly or by association with someone who has leen victimized. And the best methods are being employed by Durham Regional Police to curb the violence. Through education and presentations such as those being presented at schools, parents and students in the conlrTlu- nity are being made aware of the emerging crisis. And awareness is the best weapon in the fight against the problem. As in anv other ongoing; police investigation, however, the public holds the key to its success. For parents, open and candid discussion and debate with your children will help keep you informed. For their part, students must work to bring criminal activity at their schools out into the open. The only thing school gangs have working in their favor is the fragile cook of silence that protects them from prosecution. But police are quick to point out there is little gang loyalty and that silence is rarely held. There are enough obstacles facing our youth as they live through the turbulent teen years. Being caught with, or harmed by, a school gang shouldn't be one of them. Letters Keeping drug abuse in check Drug and alcohol abuse are problems that will likely be with us forever. They have become commonplace in our society arid something that manv people have to deal with on a daily basis. To many it probably sears like a no- win situation, a losing battle. But, despite this, we must continue the light by educating our youth and helping those in need. Statistics show that progress is being made in this ongoing strug- gle. But, while there is room for opti- mism, other statistics show that the fight is far frons over. Drinking and driving remains the number one killer of Canadian teenagers. According to police, 70 to 90 per cent of all crime across Canada is alcohol or drug related. Family violence, sexual abuse, AIDS and alienation of our youth are all linked to substance abuse. Community programs and groups like PRIDE (Please Reduce Impaired Driving Everywhere) are doing remarkable work. And the results are started to show. But efforts must continue and be enhanced if we are to curb this drug abuse problem. Education programs do work. Look at the stigma now attached to drinking and driving, Look at the decrease in the number of impaired driving charges. Smoking is another good exam- ple. Non-smokers are starting to stand up for their rights and smokers are feeling the pinch. More and more people are quit- ting and those who aren't are hav- ing a much tougher time finding a place to smoke. So while it may often seem like a never-ending losing battle, the fight must continue. Keeping our children informed of the dan- gers of substance abuse starts in the home. By working together — parents, teachers, police, business people, government — we can keep this deadly problem in check and our communities the kinds places anyone would he proud to live in. Wiseman that appeared in your paper on the ject of the proposed reforms to the Ontario Labour Relations Act are full of misinformation, and I would like to take this opportunity to address them. To begin with, no one is chal- lenging employees' right to orga- nize. The proposed cttarlges, howev- er, make it a lot easier for unions to be certified, to the detriment of those who do not want to belong to any union and do not want to pay union dues for something they do not believe in. A much different scenario in terms of fairness would be for Mr. Rae to repeal the "Rand Formula", a piece of antiquated (1946) legisla- tion, and allowed those who wanted to organize to do so, without forcing those who don't want to into the same mold. Would Mr. McKay not agree that this would be fair'' But I don't think that this kind of reform would ever be proposed by the NDP. The provision banning the use of replacement worker.,, during a strike is a major bone of contention, because a union could then hold an employer hostage to whatever demands it makes. The use of man- agement to run the compan% or to contract work out are not viable solutions and Mr. Wiseman cannot be so naive as to suggest these alter- natives with a straight face. What union would not take effective mea- sures such as slashing tires, pound- ing on cars, threats against individu- als and so on, against anyone cross- ing its lines or doing its work? We have all seen examples of this in the past. Just like a union has a lever to persuade the employer to see its point of view, the employer must have a lever to counterbalance it. One must look at the effect the whole set would have on labor/management relations — one could perhaps live with one or two, but when the whole set is to be foist- ed on Ontario industry, then it becomes dangerous. Mr. Wiseman states that these suggested reforms have as a goal enhanced co-operation in the work- place. How can an employer not "co-operate" when the union would have the legislated power to shut it down? And if 95 per cent of all con- tracts are settled without strikes, why is such a sledgehammer being proposed for the other five per cent? Mr. Wiseman is of the opinion that the current system does not work well (a 95 per cent success rate does not mean "well" to him?), and yet offers only the weak argument that some new companies and new professions have recently been cre- ated in Ontario, that these have been excluded from collective bargaining, and that some of these firms are not twing fair. What is he talking about? The Japanese auto plants'' The CAW tried to organize these workers and failed. Because of this, the govern- ment needs to bring in a set of dra- conian laws to make it easier for the union the next time? Mr. Wiseman holds out the economics of the Western and Northern European states as shining examples of co-operation between employers, unions and government. Zis true, but what has this got to the situation in Ontario? The economics of those coun- tries, ie. Germany, are where they are today because the unions there have (at least to date) a different phi- losophy from those in Canada, and have worked together with manage- ment to achieve common goals, without the need for comparable leg- islation. Compare this attitude to the recent union demonstration of co- operation in Oshawa, where it took four days of argument and arm twisting to get the union to shift two hours of overtime from Saturday to weekdays. How will the proposed reforms achieve this needed co- operation between the parties? As for Mr. Wiseman's last mis- conception, where he addresses the question of union membership and certification, our MPP is being less than honest when he describes the situation. Or maybe he is not full` aware of his own governments intentions? This is a complicated part of the proposals, but suffice it to say that the intended reforms would make union certification substantial- ly easier, would not take into account wishes of employees who had changed their mind after signing a union card, would eliminate the use of the "adequate support" test, and so on. Finally, I would like to correct one of Mr. McKay's misconceptions when he states that, "the voters selected the NDP government because they were not happy with the existing way of doing things." He may wish that it were so, but 30 per cent of the popular vote can hardly justify such a statement. think it has been generally concede that the NDP won by default, that it was a protest vote against the tradi- tional parties, brought about mainly by Petersen's arrogance. In closing, I can only hope that if these proposals, in spite of all the "consultation", find their way into law, as Mr. Rae has recently stated they will, the next government will have the backbone to repeal it. Public pressure will decide, just as union pressure is driving the NDP's agenda now. "I've been labelled as contro- versial and someone who chal- lenges the system," says the for- mer Ajax High School teacher. "I think it will be difficult for me to get a job in Ontario. In B.C., I won't have to carry that particular image." He believes his search for a teaching position will be easier in Vancouver "because the economy may be stronger out there ... Left, right, left, right, left, right. It may not sound or look like your idea of a regular school, but for 23 students, the Oshawa Armoury is their classroom for the next few months. From 0800 hours to 1600 hours Monday to Thurs- day, the students are in the hands of the militia. The new co-operative education program is a part- nership of the Durham Board of Education, the Durham Region Roman Catholic Separate School Board and the Ontario Regiment. "We have a number of students interested in the police force and the fire department," says Maric Gabriel, co-op education consultant for the public board. "These careers are very popular with our stu- dents and (the militia) gives them the self-discipline they'll need for these careers." Durham Regional Police can take only five students at a time for placement, which doesn't meet the demand, says Ms. Gabriel. "The militia approached us (about a co-op), and we had a number of students who were interested," she says. Fifty-seven students from nine high schools in Durham applied for the militia co-op, and 21 were cho- sen to take part in basic military training. Two other stu- dents will assist in training the cadets. Dumbarton High School student Peter Cuciurean was among the successful applicants. "It's nothing like regular school,- says the 18 -year- old, who is looking at the military as a career. "hot a lot of people could hack it because it involves a lot more self-discipline. Some kids at school talk back to teach- ers. You do that here and you're in trouble." Since starting the program in February, the former cadet has learned the importance of team work. "It's a good thing to understand in the world today," says Peter, "and it's essential to survive in the field." Students have also learned military drills, discipline and use of firearms. Of course there's the standard rig- orous physical training, but students also learn fust aid, winter survival, team building, driving a jeep and marching. Those skills were put to use on a recent trip to Camp Meaford near Owen Sound, says Clive Baxter, also a former cadet from Dunbarton who'd like to stay in the militia. He enjoyed spending a week camping in Arctic F, _. _ �� - .. � -:iii:::::: j'S Yii:• .. .. �. tents, patrolling and cooking outdoors and values the friends he's made. "Friends in civilian life are different," explains Clive. "Your friends in the military could save your life one day." Sergeant Rick Hartwell, Captain Fern Martins and Lieutenant Thom MacDonald of the Ontario Regiment have been busy the past five months preparing for the co- operative education program. They conducted interviews, aptitude and medical tests, and prepared cause outlines for the students. "Ihese co-op students are doing particularly well," says Lieut MacDonald. "Already they have a cama- raderie and they seem oo enjoy it" He says the students are part of the primary reserve of the Ontario Regiment and when they're finished they have the option to move into a job with the military or take other courses. Lieut MacDonald says training in the militia will pro- vide good experience for students wanting a career in the police force. "In the regiment we have a number of police officers. This is a good reference for them," he says. Students will earn four credits toward their high school dipkxna through the militia co-op program. The program will start again next February, and appli- cations are being accepted now. Co-operative education leachers at schools have the details. Sea Cadets tune up for band competition AJAX-PICKERING - The local Sea Cadet Corps has captured the Flotilla Band Competition for the first time in its history. The 244 Royal Canadian Sea Cadet Corps Harwood now moves on to the provincial competition in May. The flotilla, held at the Oshawa Armoury at the beginning of March, also drew caps from Oshawa, Whit- by and Scarborough. The local caps has 27 boys and girls aged 12 to 18 years from Ajax and Pickering. Lieutenant Gord Heighway recalls the Harwood corps has been in existence for 18 years and com- peting at the flotilla for 15. The win is "very prestigious for the corps itself," Lieut. Heighway says - Each competition includes a compulsory music section, a drill routine and a 10 -minute freestyle routine. The local grouli begs preparing <'; .lye.- �•� for the event in September. The corps meets every Wednesday night at the Ajax Community Centre and the band gets together Thursday nights at Lord Elgin Public School. That's learning new music ..:from scratch," he says. The purpose of the flotilla is to instill a sense of competition in the cadets, Lieut Heighway says. The winner of the Sea Cadet event will then compete against tate winner of the Army Cadet and Air Force Cadet competitions for the title of top band in Ontario. The group auditioned for the academy when its scouts came to Toronto, and all express shock at being accepted. Toni sent away for a brochure on the school "because I just wanted to get mail. After reading about it, I thought it sounded neat." The three, who've become friends through endless hours of rehearsals, convinced one anoth- er to audition, and look forward to enjoying the glitter of Broad- way for the next two years together. First-year classes at the school emphasize training in technique and rehearsal, while the second year includes the preparation of audition material and perfor- mance pieces. It also boasts a graduation performance which is viewed by countless agents. Danny's worried the school will perform Ishtar (Warren Beatty and Dustin Hoffman's infamous flop) when it's time for them to graduate. "They're my hat trick." says Mr. Finan, sitting beneath a ceil- ing decorated with broomsticks, paper plates, paper bags and an assortment of other items. "I've had students go on to profession- al training, but this is the first time I've had three in one year. It's pretty remarkable. The school's annual musical will be offered as a full -credit course next year. While the students applaud Mr. Finan for supporting their dreams, he admits testing their mettle for sticking it out in show business. He tells them, "Don't do it. "I also ask them how they feel about being an actor -slash -cab driver or actor -slash -waiter, bex:ause that's what they're proh- ably going to be, at least for a few years."
