DURHAM - Tuesday's federal
budget promises a "leaner and more
efficient- government and provides
Canadmis some extra tax breaks.
Finance minister Don
Maz-ankowski's budget will let you
withdraw up to S20,000 Lax -free from
RRSPs to buy or build a new home,
and it will add an extra SI 1.0 a year in
allowance for families of four

In addition, there are no tax
increases on tobacco or alcohol.

DURHAM - Dun Drake helped
deliver more than 40.000 people ai.J
a strong message to Parliament Hill
on Friday.
Mr. Drake, an Ajax cash crop
farmer and Canadian Federation of
Agriculture rally organizer, -a-as
more than impre;scd with the way
Canadian farmers took their mes-
sage to Ottawa. That message: Save
Canada's $10 billion dairy. egg and
poultry industry.
At 5 a -m.. Mr. Drake welcomed
the first group of farmers waiting at
the Brooklin arcria. The bus, one of
five from Durham. picked up farm-
ers at four separate stops in the
region.
Four hours after leaving
Durham's eastern border, 180 farm-
ers from here joined more than
40,000 to stage the -largest demon-
stration ever held in front of
Canada's parliament buildings".
according to the RCMP.
The rally even attracted 250
farmers from the United States. The
Americans came to support their
Cmmdm in farm colleagues. The U.S.
farmers want what Canada has: mw
keting bowds.
Mr. Drake not only fens there's a
threat to hundreds of thousands of
farm jobs, but a lifestyle is under
Siege.
Mr. Drake is pinning his hopes
on the negotiating strength of a
Canadian delegation presently try-
ing to preserve agricultural market-
ing boards in a new international
Uade deal.
Proposed changes to the 108 -
member General Agreement on
Tariffs and Trade (GATT) would
outlaw the dairy, egg and poultry
marketing boards.
Trade minister Michael Wilson is
facing an uphill battle: So far, only
five of 108 GA7T members support
the Cmiadian position.
There's a lot at stake: To
Canadian farmers, including Mr.
Drake, the markeung board means
security.
Under rulings set by the market-
ing board. a farmer has set quotas to
produce only enough to meet the
needs of the marketplace. At the
same time. the marketing boards set
the prices at which the products arc
sold to processors. Only retailers
compete.
Mr. Drake worries the introduc-
tion of tariffs will mean American
producers will destroN the industry
by flooding the C=adian market.
The well-being of the dairy
industry is critical to the cash crop-
per. Dairy farmers buy from Mr.
Drake. A threat to the dairy industry
has **a snowball effect- on the cash
crop business, he said.
TIr deadlux for the GATT nego-
tiations to be completed is April 15.
Waiting for the outcome is difficult.

Passing the farm from one gener-

the farmers the government is on
their side. "We are not the enemy."
Mr. Mulroney should have
appeared, said Mr. Drake. "He's the
Prime Minister. More than 40.000
people were waiting. He should
have been there. Nobody explained
why he didn't come out and talk to
us.

DURHAM - Nine days have
been set aside for the preliminary
hearing of the widow of a chartered
accountant and her friend charged in
the man's execution -style siaying.
Debbie Feige, 33, of Willowdale,
and Tracey Armstrong, 23, of Ajax,
were arrested by Durham Regional
Police Jan. 2 for the first-degree
murder of Harry Feige, 35. His body
was found in a parked vehicle on the
Pickering-Uxbridgc border by a
4rserby Oct. 10, 1991.
A preliminary trial is set to begin
April 28 in Oshawa, and is expected
to wrap up by June 1. At that time, a
judge will decide whether the pair
will stand trial.
Ms. Armstrong 'Is also facing
charges of obstructing justice in con-
nection with the murder after she
was arrested Oct. 21, 1991. That
preliminary hearing will continue
April 3.
Ms. Armstrong remains in cus-
tody at Whitby Jail, while Mrs.
Feige has been released on $80,000

being adopted because councillors
have had trouble agreeing on it and

Councillor Maurice Brenner
argued against covering the deficit
with a tax increase and suggested
interest and penalties from late tax
payments could be applied against
it. Failing that. he said, council
should reduce funds going into
reserve (savings) accounts.

AJAX-PICKERING - Federal finance minister Don Mazankowski's
budget rates a seven out of 10 with Ralph Bradley, president of the
Ajax -Pickering Board of Trade.
"I think it's a positive direction from a business and economy point
of view," he said. "I like what he's saying about co-operating with busi-
ncss and labor. nc measures to help small businesses look good."
Mr. Bradley says the budget shows a trend toward deficit-reduction
that "looks good." Alluwlng first-time home buyers to borrow funds
from RRSPs for downpayments is -excellent," he adds.
Further, Ottawa is sctting an example by eliminating first-class travel
for federal politicians and by cutting ministers' salaries. -says Mr.
Bradley.
"From a business point of view, the budget deserves at least a seven,"
he concludes.

in the federal budget, says Durham
West MPP Jim Wiseman.
"Banks are foreclosing on busi-
nesses that are still solvent, putting
people out of work," he says. "The
banks are nervous. Maybe they
have too much in one portfolio.

It's not often that a Canadian makes it to the big leagues in base-
baH. And it's even rarer when a local athlete makes it.
But Ajax resident Nigel Wilson has done just that and is off to
Dunedin, Florida, this week for spring training with the Toronto
Blue Jays.
Nigel was named to the Jays' 40 -man spring training roster late
last year. He has accomplished something ball players -- young
and old alike -- dream of every time they walk on to the field.
His toughest task, however. still lies ahead of him -- trying to
crack the line-up and stay with the Jays. Realistically, hell proba-
bly spend the season with the Jays' 'AA' minor league squad in
Knoxville, Tennessee. But like Nigel says, "You never know.
Baseball is a funny game." Stranger things have happened.
On Monday, Nigcl received a hero's send-off as the community
rallied behind him with a show of support at McDonald's
Restaurant in Ajax. A huge card was signed by residents and pre-
sented to Nigel wishing him all the best.
1`he 22 -year-old outfielder expressed his gratitude noting that
the fans and community have been great -- "100 per cent behind
me." We at the News Advertiser also send our best regards to
Nigel, in hopes that he can fulfill his drearn and play in the big
leagues.
You never know, maybe well all be watching him in the outfield
at SkyDorne. After all, baseball is a funny game.

To the editor,
There have been a number of
letters in your paper of late com-
menting on the recent v I sit of
Preston Manning. I thought I would
respond to one of the issues that
some people think is a great idea.
The Reform Parly says -the tax
system must be reformed for the
. e of fairness, simplicity and vis-
ibillty-. No one will argue with that
statement as it relates to faimess
and simplicity.
The Reform proposal, simply
put. is as follows. Individual tax-
payers total their income and take
one deduction — S10,000. The tax
rate is 25 per cent on the balance.
Reform calls that fair.
Thus, the single earner has the
same deduction as the wage eamer
with three dependants. The senior
Citizen would lose their age deduc-
tion- The disabled would lose their
deduction. The deductions for
union dues, pension plans and relo-
cation expenses would be can-
celled. All family deductions would
be cancelled. Contributions to char-
ities such as the United %Va,., Big
Brothers. humanitarian aid. help for
the homeless and so on would no
longer be deductible.
Similarly, tax credits for child
care expenses, child tax credits,
spousal tax credits and others
would be cancelled.
Having lost all of the above, the
income tax rate for those who
report taxable income up to
$27,000 would increase from 17
per cent to 25 per cent. For those
who report higher incomes up to
about S100,000, they would pay
more tax.
At this time of year, you can all
look at your own return and com-
pare. Complete your return, then
compare with the Reform proposal.
Take line 150 of your income tax
return. deduct $10,000, and deter-
mine 25 per cent of the balance.
Then compare that to line 420 on
your return.

The Conservative systern results
in the following variable rate of
contribution in taxes across Canada
based on the latest info. Those
income earners who earned less
than S15,000 amounted to 43 per
cent of the taxpayers but the) paid
3.5 per cent of the taxes.
Those %%,no earned between
$15,000 and $30,000 were '19 per
cent of taxpayers and they paid 20.4
per cent of the taxes. Those who
earned between S30.000 and
$50.000 were 19 per cent of taxpay-
ers and they paid 33.1 per cent of
the taxes. Those who earned
between S50,000 and S100,000
were seven per cent of taxpavers
and the) paid 24.6 per cent of the
taxes.
And finally, those who earned
over S 100,000 were one per cent of
taxpayers and they paid 18.4 per
cent of the taxes.
Now fairness is a matter of opin-
ion, but I would not think it Is fair
that 99 per cent of my constituents
should pay more taxes so that one
per cent can pay less. I also am
concemed about the overall level of
taxation and therefore continue to
support government restra I nt in
spending. Deficits today are taxes
tomorrow.

Householder pockets are empty
To the editor,
After reading in your paper that the tax arrears
have risen from S2 million to $6 Million in '91 you
can imagine how much higher they will be in '92.
The tax revolt we are having right now should send a
message to council that the householder pockets are
empty -
They can't make ends meet. They are being taxed
out of the house they bought 20 years ago. Just take a
walk around your neighborhood, look at the sale and
power of sale signs. People are not selling because
they want to — they have no choice, even if they
have a job today, they may not have it tomorrow. We
are in a depression and don't think '92 is going to be
better, it's going to be much worst. Myself like hun-
dreds and thousands of other Canadians who went
through the dirty '30s know what lies ahead. Don't
be deceived by any of the three parties that try to tell
you we are in a recession and coming out. They don't

I am surprised at the school board and teachers.
Every paper I pick up they are asking for raises. Who
Pays these raises? The ordinary working people who
can't even pay their own taxes. At the present time
they should reake how lucky they are to have a job
to go to each morning and two months holiday during
the summer months.
Cut back building schools. Open the ones you
have at the present time. Let the teachers be released
for their holidays whether it be two weeks or three
weeks. The cuts have to be made somewhere. This
would be a start. They better make a start, the last
depression lasted 10 years. I hope this one is much
shorter. I know this will hit some sore spots but we
better face up to it and tighten our belts. We have to
make cuts somewhere.

DURHAM - The first of
General Motors' promised cost-cut-
ting swoops has missed Oshawa.
Instead, the blade landed in St.
Catharines, which bore the brunt of
Canadian cuts.
St. Catharines operations are
being cut back by more than 2,300
workers — leaving a work force of
about 5,400 — with the closing of a
foundry plant by 1995 and discon-
tinuing production of V-6 engines
at another plant.
Cutbacks in several American
communities were also announced.
GM has now announced 14 of the
21 plants it is planning to close.
Speaking to North American
media through a satellite link, GM
boss Robert Stempel said, "We do
not expect to have any further
announcements for several
months."
That appears to he good news
for Oshawa operations, which now
have time to cut costs at the local
plants to make them more attractive
to head office.
Mr. Stempel vigorously denied
that government incentives from
local communities are playing any
part in the decisions, and advised
local politicians to keep their offers
off the table.
"The plant decisions were based
on internal factors and the econom-
ic real I ties of the world automotive
market," he said. "Political consid-
erations were not part of our deci-
sion process."
The plants that will remain in
production, he said, are those the
company feels will be more com-
petitive in the long term in quality,
cost, how long it takes to get the
product to the customer and cus-
tomer satisfaction.

Plant chairman optimistic with contract talks
DURHAM - The newly elected
union boss for Oshawa's General
Motors operations is hoping an
agreement with the company can be
worked out "and ratified by the
membership" within four weeks.
John Caines, who officially
assumed the job of plant chairman
for Oshawa on Monday, said he
hoped to get the ball rolling in his
first official meeting with Canadian
president and general manager
George Peappics — scheduled for

DURHAM - General Motors' year-end results, posted on Monday
showed a record loss of $4.5 billion, which included a one-time cost of
S 1.8 billion to pay for the closing of 21 plants over the next few years.
Last year the company also set aside $2.1 billion for restructuring,
offsetting a profit that otherwise would have amounted to S102.1 mil -
1 ion.
-In 1991 the North American automotive industry sustained losses
unparalleled in its history," said GM chairman Robert Stempel in a satel-
lite address to the media on Monday.
"General Motors is taking aggressive action to reverse this trend and
improve our prospects for future prosperity."
The silver lining in the cloud was that results for the fourth quarter
show a definite upswing.
Losses for GM were $500 million, compared to SIA billion in the
same period the previous year.

�Hospital expansion
could begin soon
AJAX-PICKERLNG - The site plan for the expansion of our local hospi-
W has bmn approved by Ajax council's executive and development com-
mittec (E&D).
Grant Whittington. the business development director for Ajax. told the
committee Thursday the Ajax-Pickertng General Hospital will tender the
construction contract soon. The tender will be awarded by the end of March,
with construction to begin shortly after.
The long-awaited hospital expansion includes a four -storey, 11,759 -
square -metre (126,576-squam-foot) addition. With the expaftsion. the num-
ber of beds will increase to 192.
In a report to the E&D, Mr. Whittington said the hospital has applied for
a building permit valued at S21 mil -
bon and has paid the permit fee of
$141.500.
Mr. Whittington said another
180 -bed expansion is in the long-
term plans for the hospital.
However, Durham region won't per-
mit another expansion until the
capacity of sewer and water systems
isincreased.
Sewage could be handled by the
proposed Carruthers Creek Pumping
Station, but the development indus-
try, which has agreed to construct
the station, won't build it until the
water supply plant issue is resolved.
The region wants to build the
water plant on the Ajax lakefront
and has submitted its plans to the
provincial ministry of the environ -
merit. Residents near the site of the
plant have asked the MOE to con-
sider a more stringent review of the
plans.
The residents' request could add
two years to the review of the water
plant.

DURHAM - A Pickering man

adults is facing new charges.
Rafeeq Ahmad Khan. 56, of
Dahlia Cres., was found guilty on
!'our counts of sexual assault and
one of assault at a Whitby

Later that day, the father of four

charged by Durham Regional Police
with one count of sexual assault and
one of breach Of ognizance '
Mr. Khan, wh pled not guilty to
the first five charges, was released
from custody Friday and will be
sentenced April 22.
Throughout the five-day trial.
which began late last month, Mr.
Justice John Sheppard heard from
three women who said Mr. Khan
fondled their breasts and a man who
said Mr. Khan forced him to have
anal sex. (A publication ban was
imposed to protect the identity of
the victims and Mr. Khan's employ-

DURHAM - Public school board
trustees won't take a pay cut.
A majority of trustees voted
against a pay cutback Monday
despite other trustees' wish to show
restraint in these tough economic
times.
"It's most inappropriate for
Durham trustees to accept the six -per
cent increase," Brock trustee George
McLaughlin said at the Durham
Board of Education meeting. "I think
trustees should he prepared to face a
rollback * "
Oshawa trustee Cy Elsey agreed.
"When I decided to run I was
informed unofficially that the pay
would be S 12,800. 1 just felt that was
satisfactory. If we go hog wild ... tax-
payers today are in a pretty ugly
mood already about everything."
The previous board voted last
June to increase trustees' pay to
V 3,600 from $12,800 and the chair-
man's to S23,800 from S22,900,
effective November 1991.
The vice-chairman gets 25 per
cent more than a trustee, jumping to
S 17,000 from $13,800.
Oshawa trustee Audrey MacLean
said she would not support a pay
rollback.
-1 couldn't support any motion
that would support a rollback for any
employee group," said Mrs.
MacLean. "It's a very dangerous
precedent. We would be sending a
message to our employees that if we
can roll back our own salaxics we
could roll back theirs. -
She said rollbacks for trustees
would make for a threatening aLmo-
sphere for employees when they
come to the bargaining table.
Ajax trustee Colleen Jordan said,

received the highest award
in Scouting at a ceremony

among 46 Pathfinder Scouts
to pick up the Chief Scout

Vaughan Community
Recreation Complex in

each had to OnStI21C pro-
ficiency in camping, hiking and
leadership sUills, within their
troop and in the community. Each
Scout also had to volunteer at least
60 hours of community service,

should be recognized for their acts of selflessness,
humanity and kindness?
If so, the province wants to hear from you.
Nominations are now being sought for the Ontario
Medal for Good Citizenship, an annual award honoring
individuals who exemplify the virtues of generosity, car-
ing and compassion for fellow citizens.
Nominees can do such things as help the less fortu-
nate, work with youth, comfort the sick and elderly, or
provide support to disabled people. They do this work
with no expectation of a reward.

submit a list of norninees to the Lieutenant Governor of

The medals will be presented at a special ceremony at

Bill puts
a
ceiling on
federal
spending
The federal government has
received a clear message sent by
Canadians. The message? Cut gov-
ernmcnt spending.
Don Mazankowski. on behalf of
th e federal government, recently
addressed this demand by unveil-
ing a bill entitled the Spending
Control Act. This bill puts a ceil-
ing on government program
spending for each of the next five
years. It also fulfills the govern-
ment's commitment to reduce the
deficit and control taxes. For the
first time in history, we have intro-
duced legislation that will make it
illegal for a government to over-
spend on programs.

Through my own consultations
with you, my constituents. I've
received a similar message.
Whether through debates on the
GST, open discussions during my
Vox Pop Forums, or other plat-
forms where you have made your
ideas clear, tiie demand for con-
trolled government spending was
unmistakable. Clearly. high levels
of government spending leads to
high levels of taxation, deficits
and vast public debts. The fact
that the growth of the debt since
1984-85 is entirely the result of
compound interest on the original
,debt — the debt that we inherited
from the government before us —
matters link now. It must be paid
down.
This bill will eventually be
used in conjunction with the Debt
Scrvking and Reduction Account
— a government bill that steers all
revenue into an account to pay off
the deficit. As Cmiada's economy
begins its upswing. as indicated
by =ny national ecomomic OrW
nizations� government revenues
will continue to grow. However.
gove�t spending will am be
increased accordingly. as this bill
will be in effect for at least five
years. The surplus government
revenues will be put against the
deficit and, in time. against the
public debt.
This legislation is proof posi-
tive of the federaj government's

and debt reduction. Though we
have been exercising strict spend-
ing restraint over the past eight
yearC this bill will help accom-
�plish even more.

Yet there is an attractive alterna-
tive for individual investors who
have not got that much cash, time
or experience: mutual funds.
Managed by professionals, mutual
funds enable investors to pool their
money together and to diversify
their investments while remaining
liquid. By not concentrating all
their money in one investment,
investors reduce their risks. As
well, their money is available any
time they may need it.
In choosing a fund, the investor
must decide which fund is most
compatible with his or her personal
investment philosophy. Investors in
Canada can choose from more than
400 mutual funds. They reflect a
wide variety of investment philoso-
phies from the ultra-conservativc to
the highly speculative. Their port-
folios may include common stocks,
bonds, mortgages, foreign common

Each fund's portfolio is selected
by a professional manager or group
of managers who decide what to
buy and sell. The majority of mutu-
al funds in Canada are open-ended,
allowing investors to invest or
withdraw their money at any time.
The number of shares or units a
new investment receives depends
on the value of these assets at that
time. Of course, when new
investors join a mutual fund. they
add their money to the pool of the
other investors' contributions there-
by increasing the funds' total
assets. When an investor redeems

his shares or units, the amount of
money received depends upon the
value of those assets then.
Each unit or share, which rcprc-
sents a small fraction of the fund's
total assets, has a net asset value
known as NAV. The underlying
value of the securities in the fund
determines the value of the units or
shares. The NAV is calculated by
taking all the fund's assets, sub-
tracting the administrative expens-
es, and dividing the remaining fig-
ure by the number of shares or units
outstanding.
Less popular with investors are
closed-end funds. Unlike open-end
funds, these funds have a fixed
number of shares outstanding. They
are usually traded on an open Stock
Exchange and sell for less than
their underlying value. Closed-end
funds havc a limited following in
Canada.
The value of most open-end
mutual funds is determined on a
daily basis at the close of the stock
markets. However, some are valued
on a weekly basis while others,
mainly featuring real estate invest-
ments, are valued monthly. Most
mutual funds can be bought and
sold on a daily basis.
Mutual fund investors are most
often charged a fee for getting into
the fund and for the fund's ongoing
management. Some funds charge a
sales commission, referred to as
front-end load", which can be as
high as nine per cent but is nego-
tiable deperiding on size. Yet some
funds charge no "load" at all. Some

reduced by the fact that the invest-
ments of thousands of shareholders
are being managed by one manager.
This is considerably less than the
fees an investor would pay to his or
her own professional money man-
ager. These fees are paid by the
fund itself, not by individual
accounts.
When choosing a mutual fund,
do so carefully. There are many
funds in the market. Some have
consistently performed well, while
others have not been consistent.

tured grapplers from three

Vanier. Argule Academy and
Howard S. Billings — as well as
many local schools.
While the number of schools
participating in the tournament was
lower than expected, due to the
separate school teachers' work -to -
rule campaigns in Durham region
and Toronto, the quality of
wrestling was outstanding, says
Dunbarton coach and organizer
Stan Tzogas.
"I think what we may have

AJAX - An Ajax curling rink has captured the Ontario Provincial
Mixed Curling Championship this past weekend.
Skip Bob Turcotte and his team of wife, Kristin as vice, Dick
Howson at second and Mary Bowman at lead defeated the John Base
rink of Oakville 54 in the final to capture the Seagrams V.0. Mixed
Provincial Championship at the Southampton Curling Club, near Owen 41
Sound.
The Turcotte rink will represent Ontario at the Canadian Mixed
Curling Championship at Grande Prairie, Alberta March 14 to 21.
To get into the final, the Turcotte rink defeated Wayne Middaugh
and his team from Brampton in the semi-finals by a score of 5-2.
The Turcotte rink has a wealth experience at the provincial level,
having won the Ontario crown two years ago. It's also the third consec-
utive year the rink has qualified for the provincial championships.
