"We are one of the fastest grow- ing boards in the province. Our needs are obviously very critical," says Grant Andrews, associate director in charge of business affairs of the Durham Region Roman Catholic Separate School Board. In its five-year capital spending forecast for i993 to 1997, the board is requesting approximately $97.6 million for its English Language Section and S9.97 million for its French Language Section. Last year the board asked the ministry for S97218 million for 21 projects in the English sector, including nine new schools. The board got S92 million for additions to three schools and for a new site in Scugog. "Like every other school board we certainly didn't get the amount of allocations we hoped to have got- ten,- says Mr. Andrews. The board was "very disappoint- ed" when it didn't receive funding for its top three priorities. These -urgent needs" include the relocation of Relocatable Classroom '.Nodules (RC\1s) from Paul Dwyer school in Oshawa to St. Catherine of Siena in Ajax and a new French school to accommodate Junior Kindergarten to OAC. During the 1990-91 school year, rivestigations were launched into 55 ,!legations of physical assault at httario's public elementary schools, nd 49 of sexual assault. Charges vere laid in only 17 cases, says Mr. .ewis. Five teachers were acquitted, hrce were convicted and two harges were withdrawn. The seven ,mal ning cases are still before the ourts. Joan Teague, president of OPSTF )urham District, says, "1 think the uidelines will be helpful and I fink they're very necessary because f the alarming escalation of allega- ons against (male teachers)." In Durham there are 560 male lementary teachers, compared to bout 1,700 female teachers. Mrs. Teague says elementary teachers, both male and female, are very caring individuals. ""Elementary teachers particular- ly are teaching because of the love of kids. And it's a natural tendency to be a parent and feel that the kids are yours. The male teachers don't stop to think that what they're doing as a caring person can be perceived (as sexual abuse) to another person." The federation has seen a steady decline in males wanting to be ele- mentary teachers over the past few years. Statistics from the faculties of education show that out of 2,758 students enrolled for training in the primary/junior division only 16 per cent are male. Mr. Lewis says, "Males simply do not find teaching as attractive a career as they once did". He says the reasons for this vary, but adds the issue of allegations is raised on occasion as one of the rea- sons. "A lot of the difficulties arise through innocent and naive behavior on the part of the teacher treating the students as if they were his own children," says Mr. Lewis, and this is where the guidelines can help teachers avoid wrongful allegations. The teachers, all employed at Ecole Secondairc Catholique Charles Garnier in Whitby, want parity with their public school counterparts, so they're asking for an 8.42 -per cent raise — six per cent in the first-half of a one-year contract, and an additional three per cent in the second half. The board has offered the teach- ers a 4.5 -per cent increase retroac- tive to Sept. 1, and a further one - per cent hike effe-tive Feb. 1. That same package is being offered to the board's 290 English high school teachers, who are set to stage a work -to -rule campaign in mid-January. They're asking for a -1.5-per cent raise retroactive to Sept. 1 and a 3.25 -per cent increase effective Feb. 1. (Following a recommendation from Dr. Valiquette, the board has granted its French teachers parity with their English counterparts. There had been "significant differ- ences" between the tAo branches in a number of categories.) It is my humble opinion that this set of negotiations is contingent on the negotiations between the board and the (English) secondary school teachers," he says. "Once these negotiations are settled, everything will fall into place." He also recommends teachers head a fact finding report involving Sudbury's separate school board because the two boards "demon- strate highly identical profiles: they are poor Catholic boards." That report discusses the issue of full funding, which took effect in 1985. While public funding was extended to Grades 11, 12 and 13 at that time, it did not put Catholic boards on "anything close to the same financial footing as the public boards," it states. That's because all boards spend more than the amount allocated to them by the province and must raise additional funds through local Taxation. Since there are "considerably fewer people and businesses who will choose to support the separate school system with their tax dol- lars," separate boards would have to levy a "much higher" mill rate than their public board counterparts to bring in the same amount of funding. But if they did so, they would risk losing supporters to the public system, especially those who don't have children in school. According to the report, parity with public teachers "would seem to be a logical impossibility" if par- ity of mill rates is also maintained. As the province reviews the entire education financing system, the separate board "must fervently hope that the financing system will be reformed in a way which removes some of the inequity between it and the public board," states the report. Durham's separate board has 214 francophone high school stu- dents. R IM Editorial Teachers be warned: hugs on the way out Hugs in the classroom or congratulatory pats on the back could soon be a thing of the past -- particularly from male teachers. Increased sexual abuse allegations against male elementary school teachers has prompted a teachers' union to provide a set of guidelines to its members to help avoid charges of sexual assault. The union warns that male teachers in Ontario should be wary of giving a child a hug for fear of risking a sexual assault charge. It's unfortunate that incidents of sexual abuse and harassment have taken us to the paint where people are almost afraid to associate with each other -- except on the strictest of business terms. Joking around the office is no longer a smart thing to do. It could be misinterpreted and lead to charges. In the case of a teacher, a sexual abuse 6harge -- even if the accused is proven innocent -- could be career -ending. While many of the Ontario Public School Teachers' Federation's (OPSTF) recom- mendations are common sense, they should be heeded by all teachers and people working with children. While some of these may seem extreme, they are necessary for teachers today. During the 1990-91 school year, investigations were launched into 49 allegations of sexual assault, and into 55 cases of physical assault. Charges were laid in only 17 cases. Five teachers were acquitted, three were convicted and two charges were with- drawn. The remaining seven cases are still before the courts. For some that includes international news, for others national, and for those community papers such as the Ajax -Pickering News Advertiser, that means reporting on our community. As one colleague put it this week, we are mirrors of what is happening in our society. There are those critics who say the media is making the recession worse by writing about it. There are those who say if the media would only write more positive things about the economy, the con- stitution and Brian Mulroney, Canada could pull itself out of the mess it's in. But when I ask them what it is they would have us write about, I hear a lot of I don't knows. From the Recycling Council of Ontario's publication Ontario Recycling Update comes news that residents of Germany who purchase a 1992 Volkswagen Golf will be able to return the model for recycling. The metal, representing three-quarters of the car's weight, is totally recyclable and the plastics are also suitable for recycling. Volkswagen intends to grad- ually expand the idea to other models and introduce it throughout Europe, subject to local conditions and regula- tions. If you've been concerned with the progress on tire recycling, you'll be CHILDREN Pleased to know the National Rubber Company Inc. has announced it'll build a new tire -grinding facility in southern Ontario. The location has not yet been decided. The new plant, called National Rubber Recycling Inc., is expected to take five million tires within five years. This number would represent about 60 per cent of the scrap tires generated in Ontario each year. The company will not only grind the scrap tires into crumb, but also will convert the crumb into a variety of manufactured goods. The Ontario ministry of the envi- ronment will support this project with nearly $8 million in grants. More than half of the MOE grant is slated for research and development. GRANT ARNOLD Durham Regional Police DURHAM - Crime Stoppers and the Durham Regional Police are again asking for the public's help in solving two ?sexual assaults which occurred in Whitby. At about 9:40 p.m. on Sept. 23, 1990, a woman left the Tim Horton Donut Store at 301 Dundas St. W., walked directly across Dundas and then north on Kent St. As she walked past the rear parking lot of 312 Dundas St. W., she was grabbed from behind by an unknown male. The sus- pect wrapped his anus around the vic- tim's torso and grabbed the victim's left breast. He then attempted to drag and push the victim to a more secluded area The victim was off balance and fell to the ground and her attacker attempted to jump on top of her. The victim then kicked the suspect in the groin and was able to escape. A re-enactment of this assault will be shown on CITY TV, channel 57 cable 7 on Thursday, Jan. 9, during the ICC 1CC ;R =M_ CRIME 6 pm. and 10 p.m. news. It will also be shown on CHEX TV in Peterborough and CKVR in Barrie on Friday, Jan. 10, again during the news. Another similar incident occurred on Apr. 20, 1991 at about I a.m. in Whitby. A woman was walking east- bound on the south side of Manning Rd. when she heard a noise behind her. The victim started to tum, but was gabbed by a male. The suspect started to scratch at the victim and punched her in the face. During the assault, the victim was able to knee the suspect in the groin and then run home. The team of 10 year olds advanced all the way to the champi- onship game before bowing out to Orillia 5-1. Playing six games in four days, Pickering won 3-0 over the Oshawa Bruins and 3-2 over Leamington), tied London 2-2 and lost 4-3 to the Oshawa Canadians in the prelimi- nary round of the tourney. In the semi-final game Pickering had to recover from a three -goal, first -period deficit to take a hard- fought 5-4 overtime win over the Oshawa Blackhawks to advance to the final.
