Keeping tax hikes down 'major problem': Witty
FROM PAGE 1
people," he says. "It's a good coun-
cil you'll find will work well togeth-
er."
Joining Mr. Witty, an 11 -year
member, on the new council picked
in Tuesday's municipal election are
Wards 1 and 2 regional councillor
Roger Anderson, a four-year veter-
an, and Wards 3, 4 and 5 regional
councillor Susan Dulny, a newcomer
to Ajax council, but a separate
school board trustee for the past
three years.
Also returning to council for sec-
ond terms are Ward 1 councillor
Frank Schaper, Ward 2 councillor
Scott Crawford and Ward 3 council-
lor John Price.
Newcomers to elected office are
Jim McMaster, in Ward 4, and Pat
Brown, in Ward 5.
"We have three brand new, peo-
ple, but all three bring qualities that
will help the whole council," Mr.
Witty says.
Mrs. Dulny brings "a certain
amount of experience as a school
board trustee. She's a warm person.
She's prepared to investigate every-
thing thoroughly and make her deci-
sion based on her investigation,"
says Mr. Witty.
Mrs. Brown has an "association
with some of the special interest
groups in the town, but she'll speak
her own mind. She'll be a voice for
the environment.
"I know she'll work with other
members of council," he says.
Mr. McMaster is "enthusiastic.
He brings a businessman's attitude
to council at a time when taxes were
the key issue in the election."
The experience of the returning
members of council "speaks for
itself," he says.
Ladies'
Suede
Vests
129.
Not returning to council are both
regional councillors — Pat Clark in
Wards 1 and 2, and Joe Atkinson in
Wards 3, 4 and 5 — as they didn't
seek re-election. and Ward 5 coun-
cillor Dodie Trempe, who lost to
Mrs. Brown.
The voter turnout
— only 33 per cent of
eligible voters — was
"a disappointment. I
expected a 40 -per cent
turnout. The weather
may have had an '
effect, but not that
much. Having said
that, the people spoke.
Throughout the
election, taxes were the
main issue, Mr. Witty
says.
,.In 1991-92, keep :, im Wit
ing a reasonable tax
level is going to be a major problem,
both at the local and regional lev-
els," he contends.
Keeping tax increases low will be
difficult because the recession cut
the town's income, and transfer pay-
ments from the province haven't
been increasing.
"The message I'm hearing from
the province is cutbacks everywhere
except welfare. Traditionally, in
November of each year, the
province adjusts welfare payments
and eligibility. It's never adjusted
down and it's made easier to get,"
Mr. Witty says.
Transfer payments will also be
affected, he feels. "What I'm hear-
ing from (premier Bob) Rae and
(treasurer Floyd) Laughren (makes
me believe) '91 is going to be a
tough year" for property taxpayers.
Also clouding the town's budget
picture was the recession. The 1992
bud -gel will he calculated usinc rev-
enues from 1991. Those revenues
include building permits, which nor-
mally "represent a big chunk of our
income", and lot levies, both of
which dropped because of a lack of
construction.
The town, Mr. Witty says, is
going to have to "look
closely at the levels of
service. There may
have to be cutbacks in
service.
r ,4 "The whole council
is going to be in a
tough position. We're
going to have to ana-
lyze everything. We
do that every year, but
we're going to have to
use a bigger micro-
scope this year," Mr.
Witty says.
On the positive
side, the mayor is expecting the
economy to turn around in 1992.
"The '93 and '94 budgets won't be
as difficult as '92."
The town "has to build the A4
community centre. We just have to,"
he says. "1 don't know how we're
going to build that and keep taxes at
a reasonable level."
At the regional level, the main
issue will he "welfare, welfare and

Policing levels will also be an

among councillors, a review of the
town's core area and the implemen-
tation of a commu-
nity -town strategy.
"I'm ready to go;
I'm excited," says
• mayor Arthurs. "It's
going to be a good
three years."
This time
around, council will
work as a team, he
says.
For the fust time,
the mayor will
invite councillors to
get together — pos-
sibly on an
overnight trip using
the mayor's
untouched seminars
It account — to get to
know each other,
talk about priorities in each of the
town's three wards and identify
what is and isn't achievable.
Mayor Arthurs says he's calling
the extended meeting based on past
experience with bickering among
councillors in an effort to ensure
teamwork.
"The group is supportive and
willing to work as a
team," he says. "I'm
optimistic and excit-
ed about the new
group."
The new council
includes veterans
Maurice Brenner,
Kip Van Kempen
and Rick Johnson as
regional councillors
with newcomers
Doug Wellman,
Eileen Higdon and
Enrico Pistritto as
their local counter-
parts.
Election results
Tuesday, which
returned Mr.
Brenner and Mr.
Johnson to council by narrow mar-
gins but showed substantial support
for mayor Arthurs, indicate the com-
munity is happy with the approach
the mayor has taken in chambers but

An orien-

The first order of business is to

he says.

central core of Pickering with an eye
to developing the retail/commercial
sector, he says.
Mayor Arthurs says councillors'
individual agendas of what they
want to 7chieve in their wards will
also be important. Council as a
group will identify priorities and
determine if specific goals are
achievable, he says. "We all should
be going in a collective direction,
even if we don't agree," he com-
ments.
Other issues that council can
expect to deal with over the next
three years include Seaton, waste
management, the Ajax water plant
and the fate of the Altona Forest.

To the editor,
1 would like to clarify a few
statements about the Family Life
program, "Fully Alive", which
were made in an article entitled
R.C. Sex Education - A sign that
"moral collapse pretty well com-
plete", in the Friday, tion. 8 edi-
tion of your paper. This program is
taught in the separate schools of
Durham. Region.
1. The program Fully Alive is a
Family Life program, composed of
five themes, of which physical
sexuality comprises one theme and
is not the core of the program.
2. The program is certainly
founded on positive moral values,
which represent the current teach-
ings of our Catholic Church, par-
ticularly in regard to fostering a
deep respect for human life from
conception to natural death. We
are a post Vatican II Church of the
1990s, not the 1950s, attempting
George Martin (retiring
Pickering councillor) says, "I
thought it was a satisfactory
reflection in Pickering that the
public's disgusted at the antics
of some councillors."
Robert McNeil says, "It was
expected, mostly."
Betty Long says, "Terrific.
The person (running for mayor)
won who I voted for."
Life course positively accepted
to address the needs of the present
society in which we find our-
selves.
3. The Bishops of Ontario have
shown active leadership in the
development of the program, have
been closely involved in the con-
sultation and evaluation of each
grade level of the program prior to
publishing it, and strongly endorse
its use in the separate schools of
Ontario. Individual school boards
make the decision about its imple-
mentation. The content of the pro-
gram, carefully scrutinized and
approved by leaders in our church,
can in no way be equated with
pornography.
4. Parents have always been
recognized as the primary educa-
tors of their children by our
church. This has been supported
by intense collaboration with the
parent community throughout the
development of the program,

Offiial clost control of game
To the editor,
If you wonder why officials are
abused you should have been at the
game between Pickering Fairview
Glass and Mirror Bulls major atoms
and Peterborough, played at
Kinsmen Arena in Peterborough.
Both sets of parents became
enraged when one official took this
opportunity to showboat. His lack
of patience and understanding of 1I -
year -olds was most evident. What
he did was lose control of the game
situation. Had he been a mature,
nurturing individual he would have
gained control, and the respect of
fans and players. His failure to be
neutral and consistent robbed both
teams of the pleasure of playing
hockey.
His work in this game hindered
both teams. Peterborough took a 2-0
lead into tate third period. A goal by
Chris Papanikolov sparked the Bulls
when he scored at 14:29 of the third
period. At 7:11 Justin Vertolli
scored to tie the game at two. David
Gillespie gave the Bulls the lead for
the first time in the game at 3:37.
At 1:39 Peterborough tied the
score while Pickering was short
handed. With only 36 seconds left in
the game Derek McNamara scored
the game winning goal. One referee
gave Pickering 14 minutes in penal-
ties in the second and third period
alone, while giving Peterborough
only four.
Coach John Templeman was
given a Gross Misconduct Penalty
when he questioned the referee.
Referee abuse should not be tolerat-
ed, but the children who play the
game deserve better. An adult who
referees is like a teacher who must
be not bias, be willing to show a
sense of humor and at the same time
be an authority figure. The players
gain respect for his judgement and
integrity.
Surely there must be a way to
protect the spirit of the game by
officials who overstep their roles or
undermine the game. When talking
to both sets of parents following the
game, it was interesting to note that
most people spoke of only one offi-
cial, the other went unnoticed. At
the end of the game when tension
was high and anything could happen
this person thought it was more
important to pick up the puck than
separate the two teams. Winning or
losing under these circumstances
brings no joy, but embarrassment to
all and takes something out of the
game.
