Grani 2 The Bay mews, Aped 41, 1994 Landowner gets zoning change despite huge town tax bill A leasing company's request to broaden the zoned uses for its Ajax property was approved March 28 despite an outstanding tax bill of $26,000. General Leaseholds Ltd. (GLU of Toronto owns a block of land on Lake Driveway in south Ajax, currently rented to a day care centre. But Kids Kolege is behind in their rent, putting the landlord behind on their property taxes, GLL president Alex Speigel told Ajax councilors. He wanted the town to allow business, professional and medical offices added to the zoned uses for the property which already included uses such as churches, government buildings, art galleries and nursing homes. Ward 4 councillor Jim McMaster tried to amend the motion to force GLL to first pay all outstanding taxes but his request was defeated. Ward 2 councillor Scott Crawford said Speigel is "not going to stand a chance" of leasing the property to a "viable" tenant unless restrictions were eased on the land. Speigel said his company does not have the cash to pay the tax bill in full but promises to pay it off "as quickly as we can." The property is currently listed for lease or for sale. For the disabled, it's a W leap towards full accessibility. I may be more than 15 years before disabled riders can enjoy the Ajax Transit two-step dance of joy, because of the exorbitant cost of replacing all the company s vehicles with low -floor busses. But Ajax Transit took the first step March 21 with the unveiling of their plan for fully integrated accessible transit services. The long-term hope, said Ward 4 councillor Jim McMaster, the Ajax council transit committee chairman, is for all residents to have access to regular town buses rather than relying on specialized, expensive services like Handi-Trans. "I am not saying that we will be able to get rid of the Hard -Transit system altogether," McMaster pointed out. "Hopefully, we will be able to reduce the demands on this irxxeasingly over -used system and shift a good many of these residents to our conventional transit system." For full accessibility on regular busses low -floor technology — the platform is raised and lowered via hydraulics — is required, something that is only now in the prototype stage. There is also the cost to be considered. Regular buses now cost about $125,000 (75 per cent funded by the province) and low -floor busses will run at least twice that. In the meantime, says Ajax Transit director Terry Barnett, new additions to the fleet win come with a host of features designed with the needs of the disabled in mind. They include a kneel -down feature (a 9 -inch step), color -coded stanchion bars for the visually impaired, priority seating for the disabled, special fighting under the seats and outside the bus and non- slip flooring, among others. By the end of this year half the company's fleet will be equipped with the features. The two revaest additions to Ajax's fleet of 25 — delivered Monday —contain the easier access features. 'ft's an intermediate step, but full accessibility can only be achieved by replacing the entire fleet with low -floor buses," Barnett said. Acquiring the low -floor buses when they become available is the uttimmate goal, but that could take 18 years, with each bus having a transport ministry -approved 18 -year lifespan With the company that snakes the new buss in financial difficulties, it could take even longer, he added. Ajax Transit needs the new technology to become fully accessible to ofEnfzaf CE ramie -ALE _q,,.wap and floor t8e 9 marble granite Pickering Home & Design Centre TEL. 1755 Pickering Pkwy, 4&7765Unit 52 Pickering, Ont L1 V 6K5 COAEIN AND off OW&FECM& YOU WILL NOTBESO1111l1 a11. "A lot of people who ride Handi-Trans now would use conventional transit, 9 it were low -floor," he said. "Biii it's not intended to replace transit for the disabled. It's intended to take some of the pressure off the system." John Kuciks, an elderly Ajax resident who is wheelchair-bound, thinks it's about time more services became accessible to the disabled. He and his wife Jean use Handl-Trans buses now and will be able to access conventional transit when low floor technology is impl rnented. It will be great. It will be a lot better because I wont need a boost anymore," he told The Bay News. The easier -access features being implemented now will help a great deal in the interim, McMaster said, noting one in ten Canadians have some form of disability. 'The process has made me realize accessible transit is not just for people in wheelchairs. That's the picture on our minds when we think disabled," he said. "Not only physically challenged but hearing impaired, the visually impaired, (people with) arthritic problems, heart Hospital wants fire routes clear Staff at the Ajax -Pickering General Hospital and the Ajax Fire Department are asking for the community's cooperation in keeping the fire routes near the hospital's main entrances free of parked cars. "Even though we have updated our fire alarm and sprinkler system so that we can prevent serious fires, it is important that all aspects of fire prevention are complied with to ensure the safety of our patients, staff and visitors," said hospital president Bruce Cliff. Cliff said the fire department has told him cars are being parked on the fire routes. "We know that people understand the importance of having quick access for fire trucks in case of a lire, and we hope that everyone will check, when they are stopping near the main entrances, that their car is not parked in a fire route area," he said. "By working together we can further the hospital's fire prevention program." and lung disorders, people with temporary injuries, seniors and yes, even moms and dads with small children in tow have accessibility problems." The town's accessibility plan is the end result of a study by a citizens committee, struck after the ministry announced in June of 1992 that transit companies must have an accessibility plan in place or face losing provincial subsidies. The committee, chaired by McMaster, looked at the timetable for full accessibility as well as the interim measures. Ajax Transit currently operates five Handi-Trans vehicles, each with room for three or four wheelchairs and five to six ambulatory seats. The company also has a contract with a private taxi firm with six accessible vans. • Three good reasons to dao m plan ahead. E 12 Mw Bay News, April 6,19% -FIRST 'H010E:' OMEn More first-time buyers are finding new housing an affordable option, according to Canada Mortgage and Housing Corporations (CMHC) Canadian Housing Markets report, released March 21. til A new CMHC affordability indicator shows that in 25 of 26 major urban areas, newly built single and semi-detached homes were more affordable in 1993 than in 1989. "Most first-time buyers think new housing is out 1111M9 of their price range. Tunes have changed and that's not necessarily the case anymore," explained Kirk Duerden, Market Analyst with CMHC's Market Analysis Centre. "The rise in new home affordability is primarily due to the big drop in mortgage rates in the last four years, and also reflects the industry's efforts to build smaller, more affordable houses," said Mr. Duerden. Lower priced resales are also abundant. In 21 urban areas, more than half of the active listings are within the price range of potential first-time buyers. The percentage of renters who can afford to buy has risen in 23 of 27 centres in the last year and hit new highs in 15 areas. The most and least affordable markets are on the nation's coasts. St. John's remains the most affordable centre, where 52.6 per cent of renters could afford an average priced resale starter home in the second half of 1993. Vancouver, at 20.9 per cent of renters who can buy, and Victoria, at 9.6 per cent, remain the most costly centres as demand keeps house prices up and affordability down. Growth in potential home- buyers was strongest in Southern Ontario, where prices of resale starter homes have been falling in several centres. In Toronto, the share of renters who can buy is at a record high of 31.6 per cent — five times the 1989 level. The average monthly carrying cost of a resale .starter home in Toronto has fallen from $2,032 in 1989 to $1,450 in 1993, a savings of nearly $600. "The combination of low mortgage rates and stable or declining house prices have boosted both the percentage of renters who can afford to buy and the selection of affordable homes in many areas," said Mr Duerden. The Kingston Road firm, a Pickering mainstay since the late 1960's, stole the show at the association's recent Canada Design Competition, taking home seven awards — on only six entries — against designers from all the top Canadian design firms. That's quite a feat for a small company and one that has Raymond Binns justifiably proud. "It really is quite an accomplishment but the big strength of our company is our designers," he said. Raymond Binns himself earned a third place award at the competition for his kitchen design. The big Binns winner was brother Anthony, however. Anthony Binns took home a first for bathroom design and won the Ralph Witmer Award for Design Excellence — the competition's equivalent for best -in -show. Other winners from Binns Designer Kitchens include a first for Rory Mclean in kitchen design, third place honors for Jan Regis for his bathroom design place and honorable mentions for kitchen designs for Steve Turner and Timothy McKee. The Binns designs will be displayed April 8-17 in the Coliseum Complex, Exhibition Place, Toronto. You don't see many three -car garages on fifty foot lots. So, it is incredible that Mayor Arthurs, along with Councillors Brenner, Johnson and Pistritto are supportive of building a WASTE PROCESSING PLANT in South Pickering. In this project, Pickering would agree to be a WILLING HOST to accept and process 120,000 tonnes of "wet garbage" a year. This "wet garbage" would include food waste, dirty diapers, dog and cat feces, wet and soiled paper and used hygienic products. Ninety per cent of this "wet (smelly) garbage" would be imported from outside our town borders. Larry Britskey and Jamie Gilmour — both long-time local residents — rebounded quite well after deciding in September it was time to turn their love of sports into a business. The decision to open Rebound Sports, on Kingston Road just east of Brock Road, has paid off handsomely. "Business has been fantastic since we opened," Gilmour said. It was a lot busier than we thought a new business could be." Rebound Sports carries new and used gear for almost any sporting enthusiast, with a special interest in hockey, golf, baseball and soccer. The used equipment is about half the price of new gear and there are literaly hundreds of skates, dolens of different golf dubs and soccer shoes to choose from. Rebound Sports also carries rollerblades, baseball gloves, hockey The Bsy Newts, ApM 6, "% 21 1 Durham ri Brava sticks, racquets of all varieties, exercise equipment, basketballs and much more. Region challenges Official Plan Durham Region and staff from the towns of Ajax and Pickering will probably be busy over the next year or so fighting off challenges to the region's Official Plan. Durham released a list of objections to the Official plan — a planning document that will guide the region for the next 30 years — last week. There are a total of 56 referrals and deferrals on the list, with some destined to go an the way to the Ontario Municipal Board (OMB). The total includes 20 deferrals to the region's Official Plan, which effectively puts the proposals on the government's backburner, something that region planning commissioner Dr. Mofeed Michael believes is a 'waste of time.' "It's like a black hole.,' he said, adding that the region needs to act within the next six months or nothing will be done. Three deferrals on the list deal with transportation links between Durham and Metro, Including Lawrence Avenue- Bayiy Street, Rossland Road - Finch Avenue and 5th Conoession-14th Awenue. The three links have already been rejected by councils in Pickering and Scarborough. Mi hwA however, disagrees with the local decisions and warns the links to be a top regional pay. "in my opinion., it is wrong (to reject the links) and we as a council should fight h," he said "If there are no connections, how are we going to bring peq* nT Fkv other objections come from landowners in Pidtering.
