Province's consultants to study landfill ownership

Private consultants, hired by the province's environment ministry, will initiate a
study to determine who should own and manage a future dump in Durham
Region.
Durham West MPP Jim Wiseman confirmed that consultants will begin work
next week. Their mandate will be to recommend future owners.'L:) of landfill sites
in Durham, York and Peel Regions.
Environment Minister Bud Wildman has also enlisted the aid of Toronto
Waterfront Commissioner David Crombie to study long-term ownership of the
three Greater Toronto Area landfills. Crombie is expected to hold informal tally
with regional chairmen to hear local concerns.

tritium were accidentally
released into the lake.
Spielmann noted, however,
that with monitoring devices
available the tritium can be
detected in case of another spill.
And if the volume and proximity
of the contaminants were
deemed to not be a health
hazard, the water plant could
continue to operate.
The water plant committees
mandate is to look at 21 terms
and conditions set out by the
ministry dealing with such items
as water conservation, visual
impacts, water quality, and
emergency action plans.
The committee is, so far,
satisfied with about eight of 21
conditions, Willard said.

The 11th annual Ajax Family Festival and Trade Show will be

Most tenants support airport lands sale, says Soetens

Local MP Rene Soetens says
he's somewhat puzzled by the
opposition to the recent
announced sale of surplus
Pickering airport lands since the
deal should be no surprise to
anyone.
During an interview this
week. Soetens said the
opposition to the sale of 2,064
hectares (5.100 acres) of North
Picker.ng federally -owned
property is a recent
development.

and over the years residents
have been united in the concept
that the land should be returned
to private ownership," the
Ontario Riding MP told The
Bay News, adding that the
surplus land sale was first
announced in 1987.
"Never once in all of that time
did people say not to sell it. I've
been following the process all
the way through without
receiving any cl jectlons from
anyone."
In fact, Soetens suggested
objections to the surplus land
sale "isdt the overwhelming view
of residents who live on the
properties."
He specifically named Fred
Beer of the Green Door Alliance
and Lorne Almack as two
people who have spearheaded
the notion of keeping *he

the land they expropriated in

Oct. 1. Those tenants have 90
days to decide whether to buy or
leave. It's expected neither the
Ontario nor local municipal
government will elect to
purchase major portions of the
available surplus airport
property.
The province may want to
protect a future Highway 407
corridor and it wouldn't make
sense to sell these lands to the
private sector if the province will
expropriate at a later date,
Soetens said.
He added that, for those
looking to purchase, there will
probably never be a better time
to buy considering current real
estate prices. And the 15 per
cent "community stabilization"
discount could mean a down
payment for those willing to
remain on the properties for five
years, Soetens reasoned.
"I think that in all, the price
structure is fair," he said, adding
that he doubted that a better
deal would eventually be
negotiated between the
government and the tenants.
But Bryan Hurrle, chairman
of the Committee for a
Pickering Airport Community,
said the government will have to
do better than that if the
majority are to remain.
"It's a Waal community here.
Even at the best of times it's not
a place that's floating with
money," he told The Bay
News. Hurrle was quoted in a
Toronto newspaper last week
saying that 70 per cent of
current renters can't afford to
take advantage of the
government land sell-off.
But those who cant afford to
buy will be given consideration..

An important next chapter in the Durham
(legion larndfrll saga will begin next week.
According to reports, the province's
environment ministry will hire a private
consulting firm to consider who should own
and operate future landfills in Durham,
York and Peel Regions. Toronto waterfront
commissioner David Crombie is also on
board — having been asked by Environment
Minister find Wildman to study the question
of long-term landfill ownership.
It's been proposed that the next local
landfill should be managed and owned by
either the province, the regions or some
partnership arrangement between both.
Private ownership won't be considered.
Durham Region politicians, regional
staff, and local elected representatives and
administrators will have a vital part to play
in these discussions. It's important that
they all take the initiative to let local
concern be heard.
While the position of Durham Region
elected politicians has been to stay dear of
the Interim Waste Authority process and
the eventual dump site selection, it's time
for them to change their approach. There
must be a strong and unified voice
demanding that the region should operate

Provincial loan means more jobs for Ajax company
An $800,000 provincial term
loan to an Ajax company will
provide an expanded facility,
expanded business volume, and
increased local employment,
said the company's president.
Paintplas Inc., a custom
painter of plastic auto
components, received a loan
under the Ontario Development
Corporation's (ODC)
Manufacturing Recovery
Program.
The news has already paid
dividends, said Paintplas
president Richard Myron. He
told The Bay News he knew the
loan was "likely to proceed" a
couple of months ago and that
the company had already added
additional staff.
Paintplas, located on Finley
Avenue, now employs 340
workers — up from 290 at the
beginning of the year. Another
60 employees are expected to
be added to the company over
the next five years.
Plea for volunteer dogs
is a howling success
Pickering residents certainly
have a soft spot for seniors after
a call was made to volunteers
with dogs to make weekly visits
to nursing homes.
"The response has been
fantastic," said Pickering Dog
Therapy Club representative Jan
Morgan. "I was in a quandary
for a while. I thought five or six
people would cal]. But Ive now
got 60 vohinteers."
The response has been so
good, Morgan added, that she
has had to can on a long-time
volunteer, Sherri Levesque, to
help with organinng visits.

Nursing Home and orchard Villa
Retirement Centre in Pickering
to bring a smile to the faces of
residents.
Many nursing home residents
are bedridden and do not receive
visitors. A visit from a friendly

you,- Morgan added.

Ajax Public Library
Ajax Public Library is again presenting its popular Storytime
program for children.
Storytime is hearing stories, playing with other children, games,
fingerplays, music and more. It's free, but you must register for some
of the programs.
Storytime will run from the week of Oct. 4 to the week of Nov. 25.
The main branch will offer all drop-in programs this fall on Mondays
at 6:30 p.m. No registration is required. Drop in for the program of
your choice. Parental supervision is required.
All programs are one-half hour with the exception of Books for
Babies, which is 20 minutes.

Village Branch, 58 Church St. N., Pickering Village, Ajax, Ont., 683.

"Grubby-looking" Pickering mall flasher sought
Durham Region Police are on
the lookout for a "grubby -
looking" flasher who exposed
himself to a pair of 16year-olds
at the Pickering Town Centre
mall on Saturday.
According to police, the girls
were sitting in the food court at
approximately 3 p.m. when they
noticed a man staring at them.
The man exposed himself as he
was speaking to the girls.
Mall security was notified and
they, in turn, contacted police.
A subsequent search for the
man proved unsuccessful.
Police describe the suspected
flasher as a man in his late
forties with olive -colored skin,
approximately 5 ft. 8 in. and
160 lbs., with short black hair.
He was wearing a faded navy -
colored t4dit and black shorts.

A car was stolen at gun -point
In Pickering Thursday by six
men wearing bandanas on their
faces — the first such "car -
jacking" in Durham Region,
according to police.
Police said the six men pulled

A 27 -year-old Ajax man faces
a weapons charge after an
armed standoff with the Durham
Regional Police Tactical Support
Unit Thursday.
Steven Cole, of Burden
Crescent, surrendered peacefully
to police after a 90 -minute
standoff. A shotgun and a knife
were seized.
Police say a community and
social service ministry worker
went to Cole's home on Burden
Crescent late Thursday morning.
Cole answered the door,
carrying a shotgun -
The ministry worker then
returned to her office and
telephoned police, who arrived
at 12:45 p.m.
Cole surrendered to police
shortly after 1:30 p.m. He is
being held for a bail hearing on
Friday.
.A 17-year-oid Pickering youth
was attacked with a staple gun
and a screwdriver when he paid
a visit to a friend on Radom
Street Sunday.
The youth had stopped on
the street to talk to a friend
when a man hurled a staple gun
at the youth's back. He received
an 8 -inch scrape. When the

Police say they know who
they're looking for but have yet
to make an arrest.
Police have decided not to lay
any charges after a spectacular
crash at the Hub Plaza in
Pickering Thursday that saw a
car flip onto its roof and the

A 68 -year-old Pickering
woman lost control of her Buick
Le Sabre entering the plaza
from Liverpool Road shortly
before noon when she stepped
on the car's accelerator instead
of the brake pedal.
Witnesses say she entered the
parking lot at a high rate of
speed. A police spokesman at
the scene said the car hit a
median, then a light pole before
skiing — on its roof — into the
back of a parked Toyota Corolla.
A Pickering woman, who
didn't want to give her name,
was sitting in the parked car at
the time but did not suffer any
mi ries.
"I can't tell you anything. 1
was sitting in the car with my
back to (the Le Sabre) so I didn't
see a thing," the woman said.
The driver of the Le Sabre
was taken to Ajax -Pickering
General Hospital for observation
and then released.

Music fans howl at Eclipse Club

The Eclipse Club in Oshawa offers a
drastically different approach to a night
out. It's an all -ages, alternative music
format nightclub. In only its third week of
operation, but drawing bigger crowds
nightly, the Eclipse Club promises to be a
'-emendous success.

Who's responsible for education?
There are two basic levels of
responsibility for elementary and
secondary school education in
Ontario. They are the ministry
of education and your local
school board.
The ministry of education —
which is part of the provincial
government — determines what
students should be taught.
The ministry also sets out
Hiles and regulations about such
things as how long the school
day should be; what students
need to know to receive their
diplomas, requirements for
teacher certification; and the
duties and responsibilities of
teachers and school board
officials.
The minister of education is
an elected member of the
legislature responsible for setting
education policies.
Your local school board is
responsibie for ensuring studeM,s
are taught.
So, the board hires teachers
and other staff; makes sure
there are enough schools and
that they are adequately
equipped; and determines an
annual budget
The top administrative official
on the board is the Director of
Education. But, teachers and
school prindpals are the people
most familiar to parents and
