And the ball is now in the union's court. Regional officials -net Friday with representatives from the Canadian Union of Public Employees (CUPS) locals 1755, 1764 and 132, as well as Ontario Nurses Association representatives, to discuss the sectoral agreement package reached July 21 at a dosed -door meeting. Union officials have until noon on Friday to responc to the region.. "Regional government has not served the Town of Ajax very well — it has cost us more than it has given us," he said. "You've got two levels of government, you've got two levels of bureaucracy... and I think, in these times, the amount of government has to be looked at." "If it was in the private sector we would have had to take a hard look at it years ago." Van Kempen and Parish ate planning and public works as two major areas of service duplication. Ajax Mayor Jim Witty, white admitting local governments usually work better than regional governments because of better "hands-on" knowledge of the .ssues, doesn't take quite as radical an approach as Van Kempen and Parish. "It's safe to say the closer government is to the people, the better off it is," he said. "But I think Durham is more effective and more responsive than Metro. While there may be some duplication (of services) I don't think we have the same probiems as Metro." Regional Chairman. Gary Herrema meanwhile, scoffs at the suggestion by Forth York council, calling it political grandstanding. "It's just politics. Instead of wasting time on this they should be making a plan to save money," he said. "This is a popular game that we could get into but where would it get us% It's a simplistic, political attitude that will spend money instead of save money." Herrema does admit to some flaws in the 2 -tier system but said modest changes are all that is required to make regional government run smoother. "I think we could find ways save money, espec.a.. planning. We don't need six planning departments," he said. That's the message conveyed by Ontario Riding Reform Party representative Don Sullivan during a July 21 all -candidates debate on crime and the Criminal justice system.. A crowd of more thar. 120 people attended the forum a; the Annandale Go:-' and Club in Ajax. Sullivan, a member of the Reform Party task force that drew up a draft paper on the Justice system, said Canadians will get an immediate opportunity to vote in a national binding referendum on capital punishment if his party is elected. The referendum question, requiring a "Yes" or "Nd' answer. would ask, "Do you favor capital punishrnera for those convicted o- prernec:tated, first- degree are- a:: appeals have been exhausted?" "Canada is a farce and a joke to the criminal element. The punishment has to fit the crime," Sullivan told the crowd, many of them Reform Parry supporters. The debate was hosted by Victim's Action Coalition, a group started last fall by Dianne Lupton of Pickering who was a victim of a stalker for five years. Panel members for the debate included Sullivan, incumbent Progressive Conservative MP Rene Soetens. Each was given an initial 5 - minute speech on the topic. Candidates then fielded written questions from the audience. The debate was not an official all -candidates meeting — a federal election has not yet been called, although it will likely be Oct. 15. Many in the crowd were friends and supporters of one of the four candidates. The biggest cheers went to tough -talking Sullivan, an ex - policeman and now an officer with Toronto's Harbor Commission. Soetens hedged on how he would vote, however, saying he would have to listen to his constituents first. The fourth panel member, NDP candidate Lynn Jacklin, said the platform for her campaign is "jobs and justice," adding that the two go hand in hand. Her party wants to put more money into job creatio-,. and crime prevention, to ge: would-be criminals off the stree-s and into meaning-,' : employment, she said. Jacklin said she is against capital punishment because hasn't proven to be a deterrent. Other issues raised during the debate were rising crime rates, the length of sentences for people convicted of violent crimes, gun control, paro:e board qualifications, the Young Offcrlders Act, rehabilitation for criminals, violence against women, judge selection, the perceived crime rate of non - Canadians, and victims rights. Despite the increasing awareness raised about the benefits of breast- feeding, there's still an uneasy sense about it all for a great many people. Canadian society, in general, seems unaccommodating and a significant number of women, who might choose this infant feeding option, are made to feel harassed and persecuted. The Durham Region Breastfeeding Coalition hopes to change some attitudes and educate everyone during the second annual World Breastfeeding Week from Aug. 1 to 7. The theme this year, Breastfeeding — What's Stopping You, will examine ways to overcome barriers to breastfeeding in health care settings, workplaces and local and global co m ulnities. According to the Coalition, women around the world are victims of unethical marketing practices which persuade them to abandon this natural practice in favor of expensive and less -healthy substitutes. The group quotes statistics from a United Nations children's agency that estimates 1.5 million babies will die this year because they are not breastfed. It really does boil down to a matter of individual rights for mothers. there's a significant segment of society that still tends to look indignantly upon the practice of natural infant feeding. That makes the alternative a tough choice for a mother who isn't up to dealing with the stupidity and ignorance of some. Among other things, the Coalition hopes to eliminate the practice by Canadian hospitals of giving infant formulas to mothers of newborn babies. The group also seeks legislation to ensure breastfeeding moms can feed their children whenever and wherever they need to. When you consider the benefits of breastfeeding — it's a physically, nutritionally and psychologically healthier option — one has to wonder why the practice has been treated with so much disdain. The new Hockey Hall of Fame swung open its doors June 18 to the public at BCE Place in downtown Toronto. Make no mistake about it — the new hall isn't anything like the cramped quarters of the old one across from Exhibition Stadium. At 51,000 sq. ft., it's seven times larger than the old facility and built at a cost of $24 million, considerably more expensive. But it's also a deserving shrine to Canada's game and at that, it's well worth the money. The new hall combines state- of-the-art technology with the century -plus traditions of the game. The purists can enjoy displays honoring past greats such as Mr. Hockey himself, Gordie Howe, and other hall-of- famers such as Howie Morenz, Rocket Richard, Terry Sawchuk and Bobby Orr. The Hockey Hall of Fame also promises to be an interactive, educational and entertaining experience. Staff have also been directed to make necessary preparations for a possible sale of the town - owned property. "Our idea is to solve some of the problems that are ocauing on the path," Stevens told committee. He Called the link a "path that Wads niowiiere" and a "harVut for teens." The area is Tittered with broken bottles and other trash, is a location for drinking, and is noisy at night, Stevens said. "It's a dump. If there was a light there, perhaps this wouldn't occur. Failing that, Stevens said the town should at least maintain the interlocking stone walkway. He argued that eliminating the path will rid the town of a headache.
