Ajax Mayor Jim Witty says he knew provincial cutbacks were coming from the
sociakontract talks.
All he didn't know, he said at a recent committee meeting, was "what kind of
knife (Premier Bob) Rae is going to use and how far he's going to push it in."
Witty now knows what kind of knife Rae used — a sharp one. He also realizes
how deep the cuts to municipalities will be.
In Ajaxs case, the town wit see $452,408 sliced off their unconditional grant.
That's in addition to a $111,600 reduction of their expenditure control grant
announced last month, putting the total grant reduction at almost $600,000. Ajax
budgeted for $857.000. They will get only $293.000. The province initiated
sociakentract talks in an attempt to pare $2 billion from the $10 billion provincial
deficit.
The news is no better in Pickering. According to Mayor Wayne Arthurs, the
town will lose approximately $600,000 in unconditional grants and another
$146,000 as a result of the province's Expenditure Control Program.
Pickering staff are currently investigating where this unconditional grant shortfall
might be recovered. Arthurs said the town will not cut programs or go back to
local ratepayers for additional taxes. The most likely targetted area will be town
staff — specifically salaries and benefits, the mayor said. Surplus money in other

Is the price right for two retail warehouse outlets
in Durham Region?
The future became cloudy for at Ieast one
operation after last Wednesday's blockbuster
announcement that American retail giants Costco
Wholesale Corp. and Price Co. had merged, creating
an instant discount superpower with 29 Canadian
outlets and nearly $3 billion, in sales.
Plans for a Costco location in Ajax at the
proposed Durham Centre shopping centre are on
schedule, with a late -November projected opening
date. But a Pnce Club store i; Whitby, expected to
be tied up at the Ontario Municipal Board level at
least a year, rnight not have t^:e same assurance of
success.
Some of the players involved who spoke to The
Bay News said there should be enough room for
both stores, but hedged their bets on whether The
Price Club outlet would get off the ground.
"Do they go ahead in Whitby? No comment, I
mean I really don't know," said Tim Sanderson, vice-
president of Northwest -Atlantic (Canada) Inc. of
Toronto, Costco s real estate broker.

be at liberty to say."
The merger must still receive approval from
regulatory agencies in the United States and Canada.
Sanderson noted that he had to "walk a fine tine" on
what he could say.
He did say that Costco will get the jump on its
rival and soon-to-be partner The Price Club by
opening its Ajax store first. However, he added, the
area should be large enough for both outlets.
"It's ahtrays been my position that Durham Region
can support two warehouse clubs," he said.

Ajax Treasurer Greg Kirkbride,
who called the cuts draconian,

budget.
"If we don't do something to
minimize the effect of the
reduction this year, it's going to
be double trouble next year," he
said. -Next year is going to be
very interesting. We've got to see
what we can do as far as damage
control."
The cuts represent
approximately 65 per cent of
Ajax's provincial grant budget and
represent a four per cent increase
in the mill rate.

Orchestra looking for players
Did you know that the Pickering
and Ajax area now has its own
orchestra?
A gala concert held in March
brought the new philharmonic
orchestra (PPO) to Pickering.
Since then, behind -the -scenes
activity has increased to build the
aspirations of two local individuals,
Stephen McKean of Pickering and
John Kent of Ajax.
The month of May was a busy
period of time for orchestra
committee members. Auditions of
individuals for principal positions
of the orchestra were held at the
Fairport/Dunbarton United
Church in Pickering. The
successful musicians chosen are
highly skilled and bring an
exceptional degree of musical
talent to the orchestra and the
community.
The successful applicants are:
String Section: concertmaster,
principal 1st violin Yuri Andropov,
principal 2nd violin Nancy Rose,
principal 1st viola Ron Andrusco,
principal cello Junus Borowiecz,
and principal bass Leob
Stracynsld.
Wind Section: principal flute
Nancy Nourse, principal clarinet

The orchestra still needs

Ajax CAO retiring after 43 years
After 43 years of public
service, top Ajax administrator
Dave Low is calling it a day.
The chief administrative officer
for the Town of Ajax announced
his retirement at the June 21
council meeting, effective later
this year. Low, who turns 65
next year, has been Ajax's top
administrator since 1973.
Originally from Fergus, Ont.,
Low began his at w.pai career
there in 1950, after a short stint
as a newspaper reporter for the
Guelph Daily Mercury. He was
appointed Deputy Clerk

the town, as well as holding a
number of positions — including
president — with the Ontario
Municipal Association.
He is an active Rotarian and a
charter member and past
president of the Fergus Club as

Ajax Rotary Club.

member of the Shrine. More
recently, Low is a former
president of the Ajax chapter of
the Heart and Stroke
Foundation.
Low and wife Helen have two

administrative officer on Oct. 1,
1973.

Pickering` firefighter's battle
still a smouldering issue

Ajax resident Marlene
Lambert's burning desire to be a
Pickering firefighter hasn't
abated.
Despite her situation not
being in the headlines lately,
Lambert is more determined
than ever to continue her fight
to become a member of the
town's volunteer firefighting
contingent.
Since being rejected for the
job last year — on the basis that
she didn't qualify because she
was not a town resident —
Lambert has worked quietly
behind the scenes.
She launched a formal
complaint with the Ontario
Human Rights Commission.
The Town of Pickering was
served with a copy of the
complaint on June 3 and have
until July 14 to respond.
The next stage in the process,
according to Lambert, will likely
be a meeting struck by the
commission with town
representatives to try and
negotiate an amicable
settlement. If no agreement is
reached then the matter goes 'o
a Human Rights Commission
tribunal.
Lambert says she is confident
the matter will be resolved. But
she admitted being surprised and
disappointed that local
politicians are seemingly
unaware of the Human Rights
Commission notification. No
one from the town council has
contacted her to follow up the
formal complaint.
Lambert is concerned that
some may believe she is
abandoning her fight to become
a firefighter.
"People probably think I must
have lost," she said during an
interview this week. "But 1
haven't given up at all. I'm
going to get in and Pm not going
to give up until I do. I don't care
if I'm 50 years oki when that
happens."
But all has not gone well in
her quest to realize a firefighting
dream. It's been four years and
applications to more than 21
fire departments stretching from
Oakville to Belleville, north to
Peterborough and all points in
between.
Since being rejected by the
Pickering Fire Department and
the battle that ensured,
Lamberts reputation, it seems,
has preceded her :o other fire
departments.
"I think (the experience with
the Pickering Fire Department)
is ruining my chances to get on
with a department anywhere
else," she lamented.
Lambert said she believes
some people perceive her as a
"troublemaker." Other factors
have also had a hand. Many fire
departments are not hiring —
nor do they expect to add more
staff in the immediate future.
There has been some positive
news. Lambert singled out Ajax
and North York Fire
Departments as being
particularly encouraging. The
East York fire chief also
expressed great interest in her
application, she said.
Unfortunately, these
departments are enduring staff
hiring freezes.
Lambert is still absolutely
determined to land a job with
the Pickering Fire Department.
Despite what has transpired in
the past, Lambert insists she is
ready, willing and abie to do the
job.

Two local cyclists peddling politics
Two local cyclists want
political change and they're
willing to ride 1,500 km to try
and achieve it.
Ed Lothman, 33, and James
Maingot, 30, left yesterday from
Ajax on a "ride for reform" trip
to Halifax to raise money for the
Reform Party of Canada.
Lothman, a Whitby resident,
said the pair thought up the
fundraising idea about six weeks
ago to "peddle understanding,
crank up funding and build
momentum" for a shift in,
Canadian politics.
They first thought of riding to
Ottawa but the idea eventually
mushroomed into a longer trek
to Nova Scotia.
"There's a core group of
supporters (in Halifax) but there
isn't a lot of support in the east,"
Lothman said, adding with a
laugh, that the trip east "is also
downhill."
The two have already
received $1,500 in pledges and
hope to raise $10,000 to help

Party candidate Don Sullivan
elected this fall.
Maingot, an Ajacian, noted
that many Canadians don't like
giving to political parties. But
he was optimistic the people
they meet along the way will be
generous. It's for a good
cause," he insisted.
Lothman, while recognizing
he isnt Terry Fox, believes that a
donation to the Reform Party is
for a good cause.
"This is for our kids," he
explained. "This country,
between the three levels of
government, is almost three-
quarters -of -a -trillion dollars in
debt. The ruling parties have
been fiscally irresponsible for 25
years and the people we keep
electing say there's nothing to be
done about it. But we know
different and it's time for us to
do something."
"In my opinion the lunatics
have taken over the asylum,"
Lothman added. "We want
them out and common sense
in."
Both Lothman and Maingot
consider themselves recreational
cyclists although they do have
some experience with long
distance cycling. Maingot did a
30 -day trip years ago —
approximately 2,000 km — as
well as a Halifax -to -Cornwall trip
two years ago (1,000 km).
Lothman's longest ride was
about 800 km, a round-trip
journey from Ajax to Ottawa.

summertime learning opportunities
pproximately 80 per cent of what
.. children have been taught in school is
lost within a mouth, unless that
knowledge is reinforced quickly and
continuously.
• Loss of newly gained knowledge begins in as
little as 24 to 48 hours, unless it is put to use
immediately.
• Those facts have been substantiated over many
years by educators and psychologist who have
observed a constantly recurring learning curve loss
of recently acquired information.
• Loss of knowledge retention is universal among
all countries and among children of all ages and at
all grade levels.
• The same degree of retention loss applies also to
adults at all social, economic and education levels.
• Summer vacation from school often puts
students into mental hibernation. without guided
learning activities, young minds go dormant and
classroom knowledge is lost.
• One solution would be year-round classes in
public schools; however, most communities resist
extending present school year terms of about 1:5
days.
• Parents have two main alternatives: enrolling
their children in supplemental education programs
or helping their children with summer learning
reinforcement activities at home.

summer with at-home help from parents is an ideal
way to help children retain and use the knowledge
they've pined in school.
• Parents should interact with their children,
creating summer learning activities by reading
together, talking together and exploring new areas
of knowledge. This will help to reinforce a child's
educational experience.
• Learning is a process, an on-going experience.
Students cannot stand still during this learning
process. They either advance or fall back.
Involved, interested parents can help their
children move forward with confidence, and have
fun at the same time.
• Performance records show that the
supplemental education provided by Sylvan

A hot prospect
The situation that has developed between
Marlene Lambert and Pickering's Fire
Department can be likened to a spark that
has ignited into an uncontrollable blaring
inferno.
Or a mountain made out of a molehill.
The situation is out of hand. getting
increasingly ugly, and should never have
happened in the first place.
For three years, Lambert has tried to join
the ranks of the town's volunteer fire brigade.
But because she resides in Ajax, she is not
eligible to join, say town bureaucrats.
The situation his escalated dramatically
during the course of a year. The town
adheres to its vague — and unwritten —
residency policy. Lambert. being the
determined sort of person she is, refuses to
take "No" for an answer.
The result has the look of a "Mexican
standoff" of sorts. the town has dug in its
beels — unwilling to overturn its vague ruling
despite Lambert's impressive qualifications.
Likewise, Lambert won't be pushed around
and vows to fight on.
The sensible solution to this unnecessary
,mess would be to simply hire on this amazing
and most capable woman before some other
fire department comes to its senses and
scoops her up-

Wiseman play numbers game with blue box program'
which appeared it The Bay News an June 2.
While I don't dispute the fact that the costs of
recycling are high, regelmg cannot be an option — it
is a must! We cannot just keep accumulating our
garbage and pretend itl somehow disappear.

North York's thoughts on recycling.
Like every municipality North York is also finding
"its just too expensive... nobody can afford it."
However, the article goes on to say "We can't just walk
away ... we'll never be able to build that momentum up
again."
The article informs us North York is studying several
alternatives to the popular box (e.g. color coded bags,
one truck collecting all garbage plus a number of
others). Maybe pick up newspaper every two weeks
and other recydabie materials once a month.
Most people go grocery shopping. Perhaps have a
central depot at major chains for glass and plastics.
Give the residents of Durham credit — we are flexible
and I believe will make that extra effort to maintain
Wig.
If Mr. Herrema and his staff dont have any good
ideas, rather than just giving up or waiting for the
province to get involved 0 wouldn't hold my breath) he
should give North York, and for that matter other
municipalities, a call to see what ideas they may have.
The City of Guelph has a fabulous rec}rcling program.
Perhaps then a creative solution could be had for al.

Police cuts put people, property at risk
Dear editor.
1 am upset and appalled that this govermnert has been

forced some detachments to dose the doors at 2:30 am.
because of the shortage of police officers to run them.
The response time to an emergency call is increasing
becim of this. At a time when crime is on the rise, these
cutbacks are putting people and property at greater risk.
If these c tbadcs are to save money, why then has the
Solicitor General's office kcreased by some 65 per oast? I
would think that the most needed people are the offices
on patrol and not a bunch of paper pushers in some
government office. Is this just another way the NDP
government treats this group of law edoroernent officers,
much the same way as the interference in the Metro Police
Canmisson and the poor and unpopular dnoice of Susan
&hg as the dhaiirperson?
I would think that if Bob Rae was not the most
unpopular premier this prance has eve had to deal with,
d wouldn't be neoessary to beef -up the security at Queen's
Park so that these police officers could tend to more
importat duties.

killed
A 22 -year-old Ajax woman died
Sunday morning when her
motorcycle was struck by a car
that was attempting to pass
another vehicle.
The accident occurred at
approximately 10 a.m. on
Durham Regional Road 23 near
Rossland Road. According to
Durham Region Police, 22 -year-
old Carol Foster of Palmer Drive
in Ajax and a man on another
motorcycle were struck in the
southbound lane b , a northbound
car attempting to pass.
"We think he (the car driver)
pulled out to pass somebody
because the accident was in the
southbound lanes," said police
inspector Jim Fishley. The driver
of the car was described as a 42 -
year -old man, from Don Mills.
