Exceptional training for student athletes

When a high school student athlete has to
devote 20 hags a week to training for his sport
and put in 30 hogs of school time, something has
'o give -
The result? Usually, school loses and a h&time,
.ee:age athlete is produced. When his career is
over, whether it was successful or not, we're left
�- an ex -athlete with no education and often no
.� We.
Sometimes school wins and an athletic career is
los. The school system has produced a lawyer or
a-: accountant who probably dreams about
`orsaken opportunities. Perhaps we've lost a
potential Olympian.
But it doesn't have to be that way. At
Du- Barton High School in Pickering, hone of the
High Performance Athlete Program, it isn't.
At Dunbarton, athletes from across the country
are given flexible timetables and most important, a
support team of teachers and administrators who
understand and encourage their needs.
Dunbarton is not the first school with such a
program. North York's Earl Haig Secondary was
the pioneer and there are elite -athlete programs at
Birchmoumt Park (Scarborough) and icing City.
Henry Street High School in Whitby also runs a
sir -.:lar, albeit smaller -scale, operation.
The program falls under the wing of co-
operative education at Dunbarton and the seed for
the program was planted approximately 10 years
ago in Oshawa in the mind of co-op coordinator
Ralph Reichert.
He had a student who wasn't showing up for
classes and when pressed, the youth admitted he
was skating eight hours a day, trying to qualify for
Canada's national team.
'He was trying to juggle his time and he was
doing the best he could, but I felt no one was
supporting the 'lad' No one was giving him any
credit for skating eight hours a day, trying to
become Canadian champion."
"So I asked, why don't we start something here,
to help these kids?" It took a while, but Reichert
Baily got the program up and running in time for
the 91-92 school year.
There are now 35 stunts in the program, aB
of whom are on provincial or national teams in
their respective sports. The group incUles figure
skaters, tennis, soccer and rugby players,
swimmers, gymnasts, siders, runners and even a
rode.

Fact finder recommends 1 per cent wage hike
for Durham's separate school secondary teachers
Durham Region's separate
school board and its 326
secondary school teachers
should seek mediation if
immediate progress can't be
made on a current labor contract
impasse.
That was one of the key
recommendations made by
Calum MacLeod, a provincially -
appointed fact finder, in his
recently released report.
MacLeod looked at contract
proposals from both parties and
offered a set of
recommendations that could
lead to a settlement. His
comments are intended to assist
current negotiations and are not
binding to either group.
Teachers have been without a
contract since September 1992.
In his report made public last
week, MacLeod suggested that
teachers accept a one per cent
wage increase — noting most
recent deals struck since
September at other school
boards have been at or below
one per cent.
If such an increase were
accepted, the maximum
teaching salary for Durham
separate school secondary
instructors would be $63,591.
In addition, MacLeod proposed
no enhancements to the
teachers' benefits package if the
one per cent salary hike were
accepted.
The fad finder also suggested
the board negotiate a maximum
size for de -streamed classes and
be prepared to add three
additional teachers to the
secondary school system if
required.
The report states that the
board has offered teachers a .6
per cent wage increase on the
grid effective from Jan. 1.
Teachers had proposed a 4.67
per cent salary hike retroactive
to Sept. 1, 1992.
"Clearly the board's offer is
insufficient to result in settlement
at this stage," MacLeod said in
his report. "On the other hand,
it may well be closer to the final
figure than the teachers'
position."
The fact finder noted the
teachers are negotiating from a
position based on comparisons
with Metro Toronto and York
Region school boards. He
added that the teachers may not
recognize how little room for
movement the board has with
respect to negotiations.
MacLeod criticized the
historically adversarial nature of
labor talks between both groups.
The fact finder noted that the
past three rounds of bargaining
between both groups have not
produced a settlement without
resorting to sanctions —
including a teacher's strike in
1990.
"I recommend that the parties
take a long, hard look at their
bargaining relationship and seek
ways to change the dynamic
which is currently operating,"
he said.
MacLeod added that, if
possible, both parties should
seek a contract beyond one year
but admitted they should also
accept a 1 -year deal if it can be
hammered out.
The Province Seeks Your Views
on the New Rouge Park
The Ontario Government plans to create North America's largest urban park in the
Rouge Valley. At more than 45 square kilometres, the park is 28 times the size of
Toronto's High Park.
The province has developed a Draft Rouge Park Management Plan. The plan was
prepared with input from the Rouge Valley Park Advisory Committee, which
represented 14 government and non-government agencies and groups, and other
interested groups and individuals.
The province is seeking public input on the draft plan. You have until April 19,1993
to submit your comments to the Ministry of Natural Resources (MNR).
Based on comments received, the Ontario Government will develop a final park
management plan by the middle of 1993. Once approved, the plan will guide the
establishment and development of the park.

Smokers, prepare to butt out

Durham Region model to
regulate smoking in public
indoor places. A bylaw is to be
brought back to council for
consideration on or about May
1.
During a presentation
Monday night, Sandra Schmidt
of the Durham Region Health
Unit said the proposed bylaw is
a key tactic in a prevention
strategy. She explained that
according to studies conducted
in the United States, 3,000
people die each year as a result
of second-hand smoke.
Schmidt admitted the best
way to eliminate the risk would
be to ban smoking in public
places altogether. However, a
regulating bylaw is "a step in the
right direction," she said-

aidSchmidt argued that limiting
smoking in public places would
have a minimal impact on local
business. Studies show that only
two per cent of restaurant
owners who restrict smoldng in
their establishments believe it
has impacted negatively on their
business, she said.
Since two-thirds of the
general population doesn't
smoke, Schnridt predicted most
people would comply with the
law. She suggested making the
restriction successful would be
accomplished by providing
enough non-smoking signs in
places to remind smokers and
adequate implementation time
for a new bylaw.
However, not everyone in
council agreed with the
imposition of a smoking
restriction bylaw. Resident
Gordon Potts called it a
"ridiculous law."
"1've never seen anything so
restrictive in my fife," he said
Potts said he began smoking
during the Second World War as
a result of being provided with
free and inexpensive cigarettes.

adding that the government
should do more to get people off
the addiction. Potts said if
council approves a smoking
restriction bylaw he hopes they
will add "with the exception of
Gord Potts."

During budget deliberation
last month, council approved
$85,200 for renovations to the
main fire station for a command
centre in case of a nuclear
emergency. The money will
also pay for resource material
and communication equipment
for the fire station and for the
Ajax Hydro building on Taunton
Road.
Anderson said the proximity
of the town to nuclear facilities
in Pickering and Bowmanville
means the chances of a nuclear
accident are higher in Ajax than
in other communities. Ontario
Hydro should be financially
responsible for protecting the
town's safety, he added.

fire station on Monarch Avenue
near Bayly Street would be
backup headquarters.
Ajax Fire Chief Tony Mintoff
said renovations would include
moving the upstairs
dormitory/training room
downstairs, into an old
maintenance bay. The upstairs
would then be converted into a
command centre, which could
also be used in the event of a
peacetime emergency such as a
train derailment, airplane crash
or tanker explosion.
Mintoff anticipates the work
will be completed by the end of
the year.
Dave Low, Ajax's chief
administrator, told council during
budget talks Feb. 20, that he
applied for a grant from Ontario
Hydro to help pay for the
renovations. Low said he is
confident the town would get
some of the money back.
But Mayor Jim Witty admitted
he didn't share Low's confidence
in getting the funding from the
utility company.
Establishing the command
centre is part of the town's
Peacetime Emergency Plan, Act, a 1983 edict from Queens
adopted last year. The plan has Park encouraging the town to
its roots in the Emergency Plan prepare for emergencies.

enjoyed moderate growth,
especially in the last quarter.
A number of local hwiesses
expanded their operations in
the October -December period
of 1992, and Ajax welcomed
16 new companies, bringing
with them a total of 59 new full
and part-time jabs.
The last quarter also saw the
ope: ang of the Durham Region
Roman Catholic Separate
School Boards Adult Education
Centre, with 43 new
empioyees.
The most active area in Ajax
for economic activity was the
Harwood-Bayly area in the
central part of town. In addition
to the adult education centre,
the Durham Board of Education
began construction of its
maintenance facility expansion
project and eight businesses
undertook renovations. A Taco
Bell restaurant was also given
the green light to begin
construction this summer.
Several development projects
were given the go-ahead in
1992's last quarter, including
Markborough Properties'
proposal on Highway 2 and
Dilhara Hones' Unity Village in
Pickering Village.
Pickering Village also
welcomed three new and two
relocated businesses to the
historic neighborhood during
that period.
Two companies in the heart
of Ajax's industrial core were
recently granted approval for
expansion of their operations.

"One of the biggest things is a
flexible schedule," Reichert
explained "Some of them train
in the morning then go to
school. Others have last period
off, so they have time to train."
Terry Fallis is the teacher
monitor for the program. He is
working at expanding the
program to include courses and
workshops specifically designed
for the student athlete. There
will be a course on issues in
contemporary sport next
semester and he is hoping to
introduce seminars on nutrition,
sports medicine and the
psychology of sport.
"What we're trying to do is
devise a complete program, not
just something with flexible
scheduling," he said.

Olympic Club), a 17 -year-old
Grade 12 student, loves the
leniency of the schedule. But
even more important is the
support she gets from her
teachers, she said

"It gives me more time to
complete my school work
because I have other goals
besides swimming," explained

"The program takes the
pressure off combining school
and sports because the teachers
are behind is," he said.
K9ebacha maintains an 80 per
cent average and is looking into
a possible NCAA scholarship for
next year.
Dunbarton principal Jim
Robb couldn't be happier with
the calibre of student -athletes at
his school. The system seems to
be the best way to combine
sports and education beyond
high school, Angela Graham
said.
"It's the key to getting into
university or even getting
scholarships," Graham said.

The Town of Whitby, with the professional consulting
services of Gartner Lee limited, is undertaking a Water
Resource Management Strategy Study for the Lynde
Creek Watershed. This Study is intended to procactively
address the changing scope of drainage issues and guide

Ajax approves 1993 town budget
,Ajax council rubber-stamped its 1993 budget Monday
night, holding the mill rate increase from last year at 0.84
per cent.
Council had agreed in principle to this years municipal
budget at a 9 -hour session Feb. 20. The increase means
an average $5 a year for Ajax ratepayers.
The only discouraging word Monday came from Ward 3
Councillor Steve Parish, who expressed concern about the
$7,322,000 A4 community centre price tag. Parish said he
foresees more layoffs, decreased services, increased taxes
— or all three — in the future because of the high cost of
the project.
The community centre will be paid through debentures
and money allotted to it in town reserve funds.
Ajax councillors earn $190,000
in total salaries and expenses
The nine municipal politicians who represented the
Town of Ajax last year earned a total of $190.15 in
salaries and expenses.
Most council members earned a base salary of
:17,896.96, plus benefits and expenses from the town.
Mayor Jim Witty, who is also given a monthly car
allowance, earned a total $56,871 in 1992. Witty also
received a total of $27,172 from Durham Region as a
council member, a representative of the MTRCA and the
chairman of the region's Police Services Board.
Regional Councillors Roger Anderson and Susan Dulny,
as well as Ward 4 Councillor Jim McMaster each earned in
excess of $20,000 in salary and expenses from the town.
Both Anderson and Dulny also received approximately
$22,000 for their work on Durham Region council.
Councillors Frank Schaper (Ward 1) earned $18,026,
Scott Crawford (Ward 2) earned $19,261 and Pat Brown
(Ward 5) earned $18,621 from the town.
Ward 3 Councillor Steve Parish, who won his seat in a
by-election early last year, earned more than $12,000.
John Price, who held the seat before Parish, earned
$3,395.
No election expense audits
for three Pickering candidates
Election expense audits of three Pickering candidates in
the 1991 municipal election have been denied by the
province's Elections Finance Commission.
Pickering resident Alex Robertson had requested
financial audits of election expenses incurred by regional
councillors Maurice Brenner and Rick Johnson and
former Ward 2 Regional Councillor Doug Dickerson.
Maurice Brenner announced during a council meeting
Monday night that all three requests had been rejected by
the commission. Pickering council had previously
rejected a similar request to audit the trio. Brenner said
he received the news on Feb. 26.
'I'm pleased to say there was nothing to hide; he told
council. 'The decision puts to rest any concerns of
wrongdoing.'
Brenner said his own campaign had been reviewed by a
chartered accountant.
The Elections Finance commission is an independent
panel that reviews audit requests made by any member of
the public on a political candidate. Robertson made the
request last fall.
Code of ethics proposed
for builders and developers

Council this week endorsed a notion to establish a
committee that will prepare a code of ethies for developers
and builders in the two. The idea was proposed by Ward
2 Local ConnoBor n6en Higdon.

the Urban Development Institute, the Toronto
Homebuilders Association, the town's public works and
planning directors, and the town snheitor.
In proposing the plan, Higdom said the code of ethics is
intended as a guideline for builders and will not he legally
enforced.
Ward 1 Regional Councillor Maurice Brenner said the
proposed code of ethic will improve overall development
in the town.
'By setting a standard for the town ' them we will have
something to judge performance," he said.

Pickering's town manager has been directed to study the feasibility
of implementing a 5year operating budget forecast.
Dtzing Monday night's council meeting, elected officials endorsed
a motion put forward by Ward 3 Local Councillor Enrico Pistritto
asking the town manager to consider the implications of introducing
5 -year operating budget forecasts in the town.
Ditto had earlier suggested the idea during budget deliberations.
He initially proposed implementing a 5 -year plan but opted instead
to ask staff to consider the proposal first.
"I thought it would be wise to get staff thoughts and input on the
topic," he said.
