Parkland part of development plan

Pickering council Feb. 1 was
the scene of heated debate after
two councillors charged they
were excluded from last minute
negotiations on a proposal to
develop an area in the
Westcreek/Valleyview Drive
area_
Ward 2 Councillors Kip Van
Kemper, and Eileen Higdor. say
they were not notified of a 4:30
p.m. meeting earlier that day
with representatives from Ahona
West Developments. Four other
council mern'bers attended.
The gathering with
councillors, town staff and the
developer was an attempt to
hammer out details of a 2S-,=-**
"quatttoplex" infill' project. Part
of the agreement i ic:uded a
request by Anotia West for
approxi.;.ately .5 hectares of its
2 -hectare parkland dedication be
provided for the development.
In exchange. the developer
agrees to build quattroplex units
or the property — a housing
form preferred by neighboring
residents — instead of
townhouses. Aftona West also
agrees to provide additional
parkland (in the form of
parkland credits) to the town in
the hire.
By a vote of 4-3, council
ultimately) gave the "green light"
for developers to proceed with
the next stage of their proposal.
Altona West will apply to the
land divisions committee for a
parkland severance.
However, the plan is a long
way from being approved since
rezoning is still required.
"At this point in time we feel
we've satisfied a lot of the
outstanding issues." said Ward 3
Regional Councillor Rack
Johnson. "All this is doing is
starting the process."
In addition to not being aware
of the meeting, Van Kempen
was also dearly incensed by the
fact that the town would even
consider giving up parkiand to a
developer.

but this is unprecedented," Van
Kempen told council. "Giving
away parkland? fve never heard
of it."
He scoffed at suggestions that
area residents would support a
proposal adding more units to a
neighborhood and creating less
parkland.
"This is not an improvement
at all for the neighborhood.
Something is rotten here."
The regional councillor
implored his colleagues to delay
the application until he had a
chance to fully consider it.
"I wart two weeks to digest
the rarrif:cations of what we're
dealing with here." However,
Van Kempen's deferral motion
was defeated.
Local councillor Higdon was
absolutely livid when Johnson
suggested she hadn't received
her notification of tine developer
meeting because she had been
vacatiortirtg in Scotiand.

Non-profit apartment proposal
clears town committee hurdle

Another major non-profit
housing project may be in the
offing for Pickering.
Council -in -executive -
committee Monday night
approved a re -zoning
application for a 7 -storey, 90 -
unit non-profit apartment
building on the south side of
Bayly Street west of Liverpool
Road. The site is currently
zoned for commercial
development.
The project, proposed by
Arcon Non -Profit Housing
Corporation, will be built on a
vacant portion of Bay Ridges
Plaza. It will inc de a mix of
one to 3 -bedroom units and 80
per cent of the building will be
dedicated to tenants with some
Level of subsidized incomes.
In offering his support for the
project, Mayor Wayne Arthurs
said the location of the non-
profit apartment building was
ideal.
"I think this is a very good
location for a number of
reasons," he told committee.
Arthurs went on to say the
plan, among other things,
provides pedestrian access to a
commercial hub.
The existing retail
component in the area is
currently under-utilized and
needs support from additional
residential development, he
said. The plan is also in
keeping with the towns efforts
to spread out non-profit
housing throughout the
community, the mayor said
However, not all members of
council nor a number of
delegations that spoke during
the meeting, agreed with
Arthur's endorsement. Radom
Street resident Doug Lockney
urged the committee to leave
the site — located near a ravine
— as it is.
"The entire area should be
left alone," Lockney said. 'It's
an environmentally -sensitive
area.
Lockrey argued that an
existing "glut" of rental housing
could accommodate those who
wished to move to town. The
non-profit project isn't
necessary, he said, urging
committee to retain the existing
commercial Doming.
Traffic problems in and OU
of the Bay Ridges Plaza were
also cited as a reason to not
approve the project. Entry into
the proposed apartment
building would share the plaza's
entrances off Bayly Street
making a bad traffic area even
worse.
"I don't see how this site is
going to work with this joint
access," Ward 2 Regional
Councillor Kip Van Kempen
said. "It doesn't work now for
the plaza. It certainly isn't
going to work with another 90
units."
"Let's not add to the
mistake."
Paul Johnston, a planning
consultant representing Arcon,
outlined a lengthy list of benefits
that would be provided to the
town as a result of the non-
profit project. These inc ded
$770,000 worth of
development charges
($310,000 to the town),
$50,000 in parkland levies and
$90,000 in building permit
fees.
Johnston said the developer
has continually dialogued with
area residents and has modified
its project in response to a

Commercial development near Pickering Beach Road deferred

A proposal to develop a 3.76 -
acre plot of land near Pickering
Beach Road and Highway 401
has been deferred by Ajax
council in committee -of -the -
whole.
Debor Management Ltd., who
has owned the land since 1988,
planned to build a residential
condominium project on the
site, comprising 37 townhouses
and 68 apartments. The
company also owns an adjoining
piece of land, at slightly less
than three acres.
The deferral vote passed 43,
with Regional Councillor and
acting Mayor Roger Anderson
casting the deciding vote.

3), Jim McMaster (Ward 4) and
Pat Brown (Ward 5) were trying
to defeat the proposal outright.
The land is currently zoned
C6 special purpose commercial.
With a proposed shift of a
Highway 401 exit from
Harwood Avenue to Pickering
Beach Road, the area is
considered prime commercial
land.

Politics is
a tough ,job
The latest round of budget talks at
Pickering council clearly illustrates it can't
be much fun being a politician these days.
Sure it's a steady job in a time when most
people can't find work But you'd better
have skin Bike a rhinoceros. People are
frustrated and angry. Local politicians —
deservedly or not — are bearing the brunt of
that futility.
If you listened to the biting personal
attacks and collective verbal assaults made
on individual members of council during
meetings on Jan. 25 and Feb. 1, be glad you
never ran for office. Things have been
qty.
People certainly have a right to criticize
their elected representatives. They have a
right to demand political accountability and
as was the case during recent budget
discussions, they also have a right to
demand lower taxes.
But the personal nature of some public
criticism during these discussiions has been
a little too scathing — and maybe even
unfair. Council is wrestling with a
dichotomy of interests — those people
demanding no increase to property taxes
and those who want additional town services
or works.
Tough choices that maysimply be
mutually exclusive. Somebody will
ultimately be unhappy. Elected officials wig
have a tough time sorting out the matter.
Being the "generalists" that they are, local
..politicians are always dependent on Weir

Dear editor.
Let me reflect if I may, on the docent hassle between
Pickering council and the growing tax revolt coalition.
Lost among all the rhetoric are the savors over 65
who terve paid tax aD those years and who are now being
forced out of their homes because they can't afford to pay
exhorbitant taxes.
Surely isn't it time same provisions were made to give
seniors a 50 per cent discournt on taxes? That would
help them stay in their own homes which they have
worked for all their lives.
Let me suggest ways to cit taxes, because tax and
Vend is not working and s putting people out of their
homes Lets begn with council.
Do we rely need such a large oourhd to wade over
less than 70,000 people?
Suggestion: Cut two people from council and
unease the ward sizes.
Let us look at management in Pickering. 1 must say
with some rekriance that it is time lo cut some of the
excess staff at the top, especially the planning
department which is overloaded with expenive excess
staff.

Resident threatens legal action against town

staff served notice he will launch
legal action against the town.
Richard Ward, who was a
candidate for town mayor during
the last municipal election,
launched a series of scathing
allegations against past town
councils and current staff during
an executive committee meeting
Feb. 10.
Ward alleges he was
defrauded of property he once
owned as a result of actions by
the town and direction from
staff. He appeared before
politicians and town
administrators during a pre -
council meeting last week in an
attempt to negotiate a
settlement.

The federal government is
overstepping its bounds in
discussing land use planning for
the proposed sell-off of surplus
airport land in north Pickering,
says Pickering regional
councillor Kip Van Kempen.
Ottawa, through the finance
ministry, announced a year ago

Part of the firm's goal is to
decide on fature uses for the
land, a consideration that Van
Kempen says is the
responsibility of Pickering and
Durham Region and should not
be part of the federal
government's mandate.
"It seems like what they're
doing is some land use planning
and that's not a federal matter,"
he said. "It would be like me
talking about the GST. The
areas of responsibility are very
clear here."
Van Kempen, who is also the
town's representative on the
Metropolitan Toronto and
Region Conservaticn Authority,

consulted and moved at a recent

authority "review the federal
government proposal' to
dispose of its surplus airport
lands.

FBDB helps area small business
The entrepreneurial spirit,
despite suffering through a
recession that doesn't want to
end, is still alive and well in
Ontario, says the Federal
Business Development Bank
(FBDB).
The Crown Corporation
provides loans to small and
medium-sized businesses.
Chartered banks are historically
more selective to whom they
loan money during tough times
but the FBDB, said area branch
.manager Dan Corcoran, are
more willing to take a chance on
a gooc idea.
"We're different in that we're
more of a high-risk (bank) than
the chartered banks," he said
recently from his Oshawa office.
"The chartered bank's mandate
is to provide a return on their
investment to their shareholders,
whereas our mandate is simply
to break even."
The FBDB has to bonrow the
money to lend it to their clients
so the rates they charge are
about one point higher than
chartered banks. If the
company is extremely high risk,
the interest rate on the loan
would be a little higher still,
Corcoran said.
Corcoran's district covers
Durham Region, as well as
Peterborough, Victoria and
Northumberland counties. The
FBDB provided loans to
entrepreneurs totalling $9.5
million in the region last year,
affecting 1,800 jobs, with $2.8
million going to businesses in
the Pickering and Ajax area.

loans, creating 728 jobs. All the
FBDB's Ontario clients employ
36,000 people.
"Almost half the loans we
made to clients last year were
for financing, the purchase of
land, buildings, machinery and
equipment," said Frank Reiter, a
FBDB vice-president, in a press
release.
"We also continued to provide
a large number of working
capital loans to help small and
medium-sized businesses to
improve their cash flow
positions."
Refinancing loans were also
in demand, Reiter added,
allowing business people to
restructure their debt obligations
to take advantage of business
opportunities this year.
The bank also held 890
workshops and seminars
throughout the province which
were attended by approximately
15,000 potential clients,
Including more than 700 from
the local area. These offered a
wide variety of business training
programs covering general
:management, marketing,
finance, personnel and starting a
business, as well as counselling
assistance.
"We learned that many
business owners and managers
need continued training and
camselling 0 they are to make
the best use of their resources
and ensure the future growth
and prosperity of their
businesses," Reiter explained.
"We continue to see increased
awareness among the business
community of the importance of
training not only for business
owners, but for their employees
as weIl."

It's one step at a time for
Pickering's Barbara Black
Centre.
The centre, forced to close its
doors last month because of a
lack of funding, re -opened Feb.
1 for after-school programs
only.
The next piece of good news
came last week with the
announcement from the Ministry
of Citizenship's Anti -Racism
Secretariat that the centre had
been awarded $17,145 to
provide a youth outreach.

four days a week with the youth
council (student representatives
from area high schools) to
develop an anti -racist project,
such as a play or workshop.
Catherine Walker, the
president of the board of
directors at Barbara Black, said
the board will have some input
but Thompson and the youth
council will make the final
decision on the makeup of the
project.
"We're not going to dictate
what kind of event it's going to
be. The project will be whatever
the young people think is best,"
Walker told The Bay News.
Part of the grant will help
visible minorities develop better
work skills.
Walker said she still hopes to
restart other recreational and
social programs at the centre, as
well as their number one priority
— obtaining funding from the
ministry of Health to operate a
youth health centre. But one
step at a time, she said.
"Right now we want to get
Roger started on the youth
outreach program," she
explained. "Well build on that
and then well work on getting
our other programs started
again "
A bingo fundraiser for the
centre is still planned for Feb.
26 at the Top Rank Bingo Hall
in Pickering.

The Town of Whitby, with the professional services of Gartner Lee
Limited, is undertaking a Water Resource Management Strategy for
the Lynde Creek Watershed. This study is intended to proactively
address the changing scope of drainage issues and guide the
development of fissure Cuban areas, in regard to grater resource
issues, within the watershed.

The Pickering/Ajax Water Supply Plant Committee has been
established to deal with specific issues during the detailed
design, construction, and operations phases of the
proposed Pickering/Ajax Water Supply Plant located on
Lake Driveway East. Ajax

fourth Wednesday of each month. Initially, more frequent
meetings will be required to address matters pertaining to
the design of the facility.

We met in the summer of 1947 at Glenmount Paris ten-
nis club in Toronto's east end.
My friend Gloria and I were just leaming to play tennis
and had made plans to meet at the courts. It was a hot,
humid Saturday afternoon as I walked the several city
blacks from my home to the tennis courts, wearing a long
skirt over my shorts.
The skirt was necessary
for it was considered
improper to wear shorts on
the street. In fact, a bylaw
recently had been passed
forbidding such attire in
public.
In the club house Gloria
and I removed our skirts
and sauntered out to the
courts. reluctant as novices,
yet eager to play. We prac-
tised our serves then
attempted rallying. But we
became increasingly embar-
rassed when our tennis balls
were continuously returned
from the next court by two
young men who were hav-
ing a serious match.
I was surprised then
when one of the fellows
(the tall, fair-haired one
with the twinkling blue eyes
and the bronze tan) asked d
we would like to play dou-
bles.
Gloria jumped at the
offer. She later told me she
had her eye on the dark,
stocky fellow. I was too shy
in those days to say "boo"
to a goose.
The boys, Don and Ron,
proceeded to gime us some
pointers. We were grateful
for their advice and over-
whelmed by their knowl-
edge. We played until dusk when the boys offered to walk
us home. Gkxia and Don went in one direction, Ron and
I in the other.

always bemoaned my own red hair and freckles). He
seemed to enjoy telling me about himself.
He had travelled — had worked on the boats on the
Great Lakes and had gone overseas with the 48th
Highlanders during the war. Ahkeys a good listener, I was
impressed.
I came from a small family — just my mother and
younger sister — and led a quiet, uneventful life. I
admired this talented man
who had travelled the world
and seemed capable of fan-
tastic feats.
I was nearly home when
he took my hand. I felt the
gaze of passers-by. I knew
I was blushing. Did he
notice the rapid rise and fall
of my blouse? But by the
time we reached my veran-
da my hand felt quite at
home in his.
Then I remembered my
skirt. I had left it in the chat
house. I had walked home
in my shorts. I could have
been arrested. All he said
was, "Why cover those
lovely legs?' I was hooked.
Today, 46 years, three
children, five grand-
children and many
remarkable feats later,
I still see the little -boy
grin, the dimple, the
twinkle in his eye.
I admire more than
ever the man who
once strong, active
and robust, now (after
undergoing open-
heart surgery) is a
semi -invalid who has
accepted his lot and
seeks to accomplish
as much as he can in
a day—i ga

It without trouble, heartache or
despair, and our passion may have waned
over the years, but our love is strong, deep,
steadfast and everlasting.
