A seismic morutoring facility at Ontario Hydrds transfer station in Oshawa continually measures above and underground geological activity. Lee says the only singular significant incident of ,:nderground seismic activity recorded during the past 15 years of monitoring occurred in Ohio. Contrary to what some reports have suggested, Lee says the Pickering nuclear generating station does not sit directly on a geological fault. As for determining whether local geological faults are truly active in any way, the Hydro representative said a seismograph would have to be placed into the ground to measure seismic activity for at least 10 to 15 years. Pickering station information officer Don Terry said the controversial issue of geological faults in the area is a recurring one. "h's something that seems to crop up every couple of years," he said, explaining the Pickering station is designed to withstand 5 times the projected worst-case geological activity scenario for the area. The Geological Survey of Canada — a branch of the federal energy mines and resources ministry — confirmed Lee's assessment of local geological activity. The federal branch operates a nation-wide seismographic network. Peter Basham, the agency's head of seismology, said there is virtually no significant local earthquake activity. The Geological Survey staffs a seismic monitoring station in Welcome, Ontario least of Bowmanviile) that measures geological activity in Eastern Ontario. 'We have seen nothing on our records that would indicate earthquake activity with a Richter (scale) magnitude of more than two," he told The Boy News. Ward councillors Maurice Brenner and Doug Wellman failed in an attempt this week to prohibit nefarious uses in a proposed mall to be located near Dunbarton High School and Woodlands Public School. Brenner put forward a series of motions trying to limit cigarette sales, pornographic materials, video machines and quick money marts in the mall — planned for Whites Road and Dw&& Street. Wellman said he supports the amendments because of a recent visit to a nearby mall where merchants have placed bars on their windows to deter thieves. The two ward councillors directed their motions at redefining details in the town's standard definition of a mall. They sought to limit the definition of words like "drug store" and "periodica}s.' Councillors Rick Johnson and Eileen Higdon characterized the attempt as "nit-picking" the project to death. Johnson recognized a huge volume of teenagers i.^ the area by pointing out that a local domtt shop :.here :s one of the Ols:e<:... Canadz B-_. approving mall plans wherever they were in the town. He defended the standard definitions. Higdon was tar more emotional — saying the amendments showed a distnitt of today's youth at a time when they needed to be shown that we taut them. For merchants in the proposed mall, the amendments were an outrageous censorship of peoples livelihoods, she said. Only one local resident, Sylvia v Spencer, appeared before council on the matter. She asked that signs be posted indicating no drugs were on the premises and a requirement that photo identification be necessary for cigarette sales. She said Dunbarton High School was among the largest schools in Canada and planners should recognize this in their final site plans. This means designing the building in such a way that there ,-,4, -- s -''271/-~- J wouldn't be open walls where youths could hang out or hide out, she said. In the end, the mall was approved, with its definitions mostly intact. Only one motion — eliminating a television studio or theatre from the possible list of uses — was accepted. Mayor Wayne Arthurs pointed out that the town's standard definition still allowed for the establishment of a telegraph office in the mall. Wellman asked for counciI's consent this week to debate the matter immediately, but didn't get it. He plans to introduce the matter in a formal motion at next council meeting in two weeks. 'Whether we like it or not there's a perception that there's an kinds of wheeling and dealing going on there,' he told c=xil. "1 don't think we have anything to hide." He was referring to informal meetings which council usually holds prior to the regular 7:30 p.m. meeting. Mayor Wayne Aromas said the meetings were informal, usually to receive Information from the town manager, or give direction to staff , or talk over things without a decision. But when a decision is made, councillor Kip Van Kemper wanted ft recorded properly. He put forward a motion that would make it possible for a councillor to require a recorded vote in the private meetings, public meetings of council, and in all committee meetings - He said recorded votes u9- prevent "flip-flops" Qxmc. Fred Beer, of Pickering Rural Association, told council he disagreed with giving any legitimacy to private meetings. Your article of Oct. 28, 'Croatian immigrant hopes he's 'good news' judge for new Canadians" contains several statements about Judge Borosa's newly -assumed responsibilities which may oontriburte to this eonfusiom Decisions regarding prospective immigrants are made by hnmigration officials and not influenced, as suggested in the article, by Citizenship judges. Likewise, Immigration does not adjudicate in decisions about citizenship eligibility, althatgh art decisions are based on resident status of applicants. Citizenship judges would be more accurately conducting "citizenship hearings" and W "irrunigration hearings.' Basic ium igra ort requirements do not require review before citizenship is granted. Searcy and medical requirements must be met before a person becomes a permanent resident. The assumption can be made, at the time a permanent resident applies for citimnship, that at the time of landing, an immigration officer ensured that all requirements were met. This article gives the erroneous impression that a citizenship cart judge holds certain immigration legislative powers. Such is not the case. Hopefully, ,hedge Bozosa has not intimated that he would be required to involve himself in immigration activities as stated, since they are separate and distinct from those of citizenship. Environment Minister Ruth Grier and representatives of the Office of the Greater Toronto Area (GTA) hosted an information and discussion workshop in Ashburn on Oct. 29. It was an opporttmity to learn the details of the GTA's Urban Form Policy — a 30 -year development guideline for area transit, municipal densities, greenspace preservation and other planrtng issues. Area representatives mckxhng tical and regional politicians and staff, board of education representatives, MTRCA spokespeople and many others took part in the dim ion. While past GTA member discissions on these planning issues has been a particularly frustrating experience for local representatives, the Durham meeting pm%W to be a positive c}narnge. "Traditionally they listen to us but they don't hear us," said Ajax Mayor Jim Witty, who chaired the meeting. "From a regional perspective, there's been a lot of discussion about the lack of communication Ajax Mayor dim Witty between the region and the GTA." I think that the people from the GTA got that message very strongly," the Ajax mayor added. "This meeting was different and in my mind, seemed to work better." The difference was that Durham Region representatives weren't competing with the interests of other GTA members during disatssions. Witty said that while the w Wiop featured a broader scope of people, the workshop had a more narrow focus. Durham Region's concerns were front and centre. They (the Office of the GTA) were there to hear what we wanted," he said, explaining the most productive part of the meeting was the opportunity for relating local planning concerns. Witty said the workshop featured at least one political representative from every municipality in the region. A key concern raised during the meeting was a lack of major transportation routes from Durham Region to downtown Toronto. "It's obviously impairing our ability to grow," the Ajax mayor said. Past Durham Region meetings with the Office of the GTA have provided few positive results. Local concerns traditionally receive tip service" from the GTA since most issues are decided after meetings with working and citizen groups — before meetings with regional offidals, Witty said. However, the mayor believes last week's meeting may change that outlook. After a 35 -year stretch as an educator, there s no arguing that Fairburn was a major player in the lives of many, throughout his teaching career. But when he retired Oct. 1, the Durham Board of Education lost one of its most valuable performers. 'Bill was a role model in terms of work ethic,' recalled teacher Graham Huron of Pickering High School (PHS). 'His attitude was, 'You never quit. You work hard and it will pay off in the end' Bill always had a special way. He could reach anybody." Hiron taught and coached alongside Fairburn at PHS in 1967. The two were credited with creating the Trojans "legend" when they introduced footbaIl to the school that same year. "Bill was the 'rah -rah' emotional type of guy," Hiron said. 'He would be the One to give all the Pep tam Fairburn was known for his unique hands-on approach to both teaching and coaching. He was never one to stumble in the classroom or fumble on the field. 'Put him the toughest classroom and he was at his best,' Hiron said "r7he students he had a special way with were the not -so -gifted types. Someone who was struggling academically and in "Bill had a way of really reaching those students that was second to none.' in fact, he influenced many former students so profoundly that some even werit on to pursue teaching careen. Dressed in his suit and tie, many former students recall how Fairburn would fly through the air, grab a player by his feet and in one clean swoop wrestle him to the ground. In the process the teaching coach usually mangled his fresh suit and scuffed up his face. it's rumored that, upon request, Fairburn, 58, still performs the tackling demonstration. But the former coach cheerfully scoffs at the notion. "I don't know about that. All I can say is that teaching was a magnificent way to earn a living. I feel very, very good about what I did. rve been Coach and teacher Bill Fairburn 1 didn't end when you walked out the door. He was like a father to me. He was even best man at ." Peter Kaiser recalls a similar story. Like a ' successful football play, Fauh m always knew how to lead his students through a tight, gridiron charge. "If a player was ever injured, Bill would call each Tright to see how they were doing," he said "He wanted all his sturderrts to do well and he was the first to help therm work through problems." It was Fairburn that got Kaiser his first teaching job at Brock High School in Brock Township during the late 1970s. In 1974, he moved to Brock until becoming the region's superintendent of education in 1981.
