The Ontario government has finally decided to pay persons who are injured while assist- ing the police. It is about time! The legislation in not in effect yet, but it should soon become law. A new board will be set up to decide if the applicant has a right to compensation and we can only hope that this board will not be another powerful blockade to prevent citizens from getting what they justly deserve. In the past there have been many persons in- jured when they came to the assistance of police officers in a fracas. One of the reasons why m .)re people do not help them, has, no doubt, been influenced by the fact that they could get hurt and be out money and time from work if they UID help the police The new law should change this attitude to some extent. But, we have to face the fact that some police tactics. particularly when it comes to traffic misdemeanors, co not encourage any feelings of sympathy for the police. Debate has just concluded here at Queen's Park over the Ontario government's proposal to convene a 'Confederation of Tomorrow Con- ference' -- likely in the fall. And earlier Prime Minister Pearson invited the provincial premiers to participate in a meeting at Ottawa on July 5th to lay the groundwork for the creation of a common Bill of Rights for citi- zens of all provinces. The Premier of Ontario has stated that this province's conference will be the first. Obviously, it will not. It will be the second. The Ottawa conference will be a forerunner to the Ontario meeting and, hopefully, of similar meetings between federal and provincial leaders across the nation during the next few years. It is really an unhappy sign that the Ontario government has been insensitive to the require- ments, which plain common sense dictates, of seeking the full cooperation of the federal gov- ernment has not been recognized inpreliminary alannina. We wanted to bring home to the government our concern over the unsatisfactory way the Conference proposal has been handled and to indicate our strong conviction that if the confer- ence is to be successful it is imperative that It be planned in cooperation with Ottawa. The debate, with nearly 40 MPP's participat- ing, was conducted at a high level and touched on almost every major federal -provincial issue - - lingualism and biculturalism and the relation- ship between English-speaking a nd French- speaking Canadians. Bernard Newman (MPP. Windsor-Walkerville) reminded us, too, that any federal -provincial discussions must not neglect the one-third of Canadians whose native language and culture is neither English nor French. But by far the most startling contribution to the debate was by the province s Attorney Gen- eral, Mr. Wishart, who suggested, in an apparent contradiction of the government's official posi- tion. that the provinces have the sovereign right to sit down and decide the course of Confedera- tion and the extent of federal government power. He later clarified the statement by explaining that he meant the provinces had the right simply to discuss these matters, but, in the meantime has certainly ruffled a lot of feathers across the country and caused a good deal of uneasiness in both federal and provincial circles. Perhaps I should begin by giving Webster's definition of the words Centennial `community', and `park'. Centennial: consisting of, or enduring a hundred years; taking place once in a hundred years; the commemoration of a 100th anniversary. Community: a body of persons having common rights interests and privileges. Park: a large piece of ground used as a public place for recreation. I am sure we all know that this is our Cen- tennial Year and if the residents of West Shore do not know of our park, then they cannot read, hear or see. The key work then to the missing ingredient must be Community because, unless we con- sider approx. 30 persons a 'body' out of over 800 homeowners it becomes obvious we are missing a 'body of persons having common rights, interests and privileges.' A great number of hours, by persons other than myself have been put into drawing plans, arranging the grading of the site, submitting briefs to the Township and purchasing topsoil and trees. This hard work paid off. Pickering Township, believing in this Community Project, gave West Shore a suitable amount of money to purchase the material needed to complete the park. We in turn assured the Township that the residents of Wes., Shore would be pleased to volunteer labour because they wanted a park that would benefit and beautify the community and so provide a safer place for their children to play in. Surely we were not wrong in believing this was what the residents wanted. Up to date we have asked for volunteers at a West Shore Association General Meeting, sol- icited for volunteers with sound equipment, pleaded for volunteers by telephone, and ad- vertised every week in the paper. This letter then is a last ditch appeal asking you to volunteer your assistance to complete YOUR OWN PARK. Let us have our Centennial pro,ect finished in 1967, not 2067.
